Chemical Mixing PPE and Dilution Protocol

Why this matters

The most common chemical injury in commercial cleaning is not exotic. It is splash to the eye while pouring concentrated quat or alkaline degreaser from a 5 gallon pail into a smaller mix container. Second most common is a chemical burn on the forearm because the operator wore a half sleeve shirt and trusted gloves alone. Third is a respiratory complaint from mixing bleach with anything containing ammonia or acid. All three are preventable with PPE that costs less per shift than one cup of coffee and a dilution station that costs less than one weekend ER visit. OSHA 1910.132 (PPE), 1910.133 (eye and face), 1910.138 (hand), and 1910.1200 (HAZCOM) all apply.

Scope

This procedure governs every chemical concentrate handled at the warehouse mix station and on jobsite. It does not cover ready to use (RTU) products handed straight to the operator in spray bottles; those skip mix and go directly to use following the label.

Glove material is NOT generic. Latex fails against most solvents. Vinyl fails against alkalines. Nitrile is the workhorse for diluted quats and most degreasers but fails against strong solvents and oxidizers. Always check SDS section 8 for the recommended material AND breakthrough time. A glove rated for 30 minutes of contact is not the right answer if you are going to wear it for 4 hours.

The mix station

A real mix station is not a hose bib in the parking lot. Minimum spec:

  1. Hard surface floor (sealed concrete or rubber mat over concrete) with curb and floor drain or contained spill catchment.
  2. Eyewash station within 10 seconds of unobstructed travel per ANSI Z358.1, tested weekly. A 1 gallon squeeze bottle is NOT compliant for hazards requiring sustained 15 minute flush.
  3. Mechanical or natural ventilation. Mixing acid bowl cleaner in a closed van counts as a confined space exposure.
  4. SDS binder accessible (paper copy required under 1910.1200; an app on a phone counts only if every operator can reach it).
  5. Spill kit: absorbent, neutralizer for the chemistries you stock, disposal bags, gloves, goggles inside the kit.
  6. Posted dilution chart for every product, with the EXACT ratio in fluid ounces per gallon, NOT pump strokes.
  7. Calibrated dispenser if using a wall mounted chemical management system; verify ratio quarterly with a graduated cylinder.

Dilution procedure

Always: WATER FIRST, then concentrate. Reverses cause splash and exothermic kickback on alkaline and acid concentrates.

  1. Don PPE: goggles, gloves, apron, long sleeves verified.
  2. Read the product label. Confirm dilution rate, target use, and any do not mix warnings.
  3. Confirm the destination bottle is labeled with the diluted product name, hazard pictograms per GHS, dilution date, and operator initials. An unlabeled spray bottle is a 1910.1200 violation regardless of contents.
  4. Fill the bottle or bucket with water to the marked fill line.
  5. Add concentrate per label. Use a calibrated measuring cup or a wall mounted dispenser. Pump strokes are not measurements.
  6. Cap, gently invert to mix. Do not shake.
  7. Wipe the outside of the bottle. A drip on the outside contaminates the next surface it touches.
  8. Date the bottle. Most diluted disinfectants lose efficacy within 24 hours to 30 days depending on chemistry. Quat solutions in clear bottles in direct sunlight degrade fastest.

Chemicals never mixed

This is not a complete list. When in doubt, do not mix.

  • Bleach (sodium hypochlorite) plus any ammonia containing cleaner: releases chloramine gas, respiratory hazard, possible fatality at high concentration
  • Bleach plus any acid (acidic bowl cleaner, vinegar, descaler): releases chlorine gas, severe respiratory hazard
  • Hydrogen peroxide plus vinegar: peracetic acid formation, eye and skin hazard
  • Quaternary disinfectant plus anionic surfactant (most degreasers): chemical inactivation, no kill claim
  • Two different bowl cleaners (one acid, one alkaline): violent neutralization, splash hazard
  • Any unknown blue liquid plus any unknown yellow liquid: rule of thumb, do not combine residue in unlabeled bottles

Spill response

  1. Evacuate the immediate area to upwind position.
  2. Alert other staff. Tag the area.
  3. Don additional PPE per the spill kit instructions.
  4. Contain the spill with absorbent boom or pads from the spill kit. Work the perimeter first to stop spread.
  5. Neutralize if a neutralizer is appropriate for the chemistry (do not neutralize unknown or strong concentrate without guidance from the SDS or poison control).
  6. Pick up absorbent into the labeled disposal bag from the kit.
  7. Decontaminate the area with appropriate cleaner.
  8. Restock the spill kit before returning to service.
  9. Document the spill: what, how much, where, what was done, who responded, any exposure.

Reportable spills to the EPA or state environmental agency exist for some chemistries and quantities. The SDS section 13 and 15 list the reportable quantity. A 5 gallon spill of dilute quat in a sealed shop probably is not reportable. A 5 gallon spill of concentrate that reaches a storm drain almost certainly is.

Acid plus bleach kills cleaning operators every year. There is no safe ratio, no safe dilution, no "small amount is fine." If a bottle in your kit has any chance of contaminating the bottle next to it, separate them, label them, and never let them meet. Train every new operator before they touch a concentrate.
