Residential vs Commercial vs Turnover Crew Staffing: Decision Matrix
Why this matters
Three work types, three different staffing models, and putting the wrong crew on the wrong job quietly destroys margin and quality. A solo residential cleaner moves at a pace and standard that does not scale to a 40,000 square foot office on a fixed nightly window. A large commercial team-clean crew applied to a detailed residential home produces a fast, impersonal clean that loses the account. A turnover (move-out, rental, post-construction) job demands deep-clean labor and timing that neither a light residential touch nor a commercial maintenance pass delivers. Matching the crew model to the work type is the single biggest lever on both labor cost and customer retention. This matrix sets the rule so dispatch is not guesswork.
The options
- Residential model: small crews of one to three, broad-skill cleaners who do every task in a home, working to a detail-and-trust standard with the same faces returning each visit. Quality and consistency matter more than raw throughput.
- Commercial model: larger team-cleaning crews split by zone or task (vacuum specialist, restroom specialist, trash and dusting), working a fixed after-hours window to a measured, repeatable standard across large square footage. Throughput and consistency drive the model.
- Turnover model: a deep-clean crew sized to the unit and deadline, equipped for heavy soil, appliance interiors, walls, and detail work, often on a hard handover deadline. Labor intensity per square foot is the highest of the three.
The models differ on three axes that drive the choice: pace and standard (detail versus throughput versus depth), crew structure (small generalist versus task-specialized team versus deep-clean specialists), and the binding constraint (relationship and consistency versus square footage and window versus soil and deadline). Matching the model to the binding constraint is what protects margin; a crew built for one constraint applied to a job governed by another either burns labor or misses the standard.
When each applies
Use the residential model when:
- The site is a home or small occupied space with a relationship-based account.
- The customer values consistency, trust, and detail over speed.
- The scope is recurring light-to-medium soil with personal touches (making beds, arranging, customer-present etiquette).
Use the commercial model when:
- The site is large square footage cleaned to a repeatable maintenance standard, usually after hours.
- The job fits a fixed time window that demands parallel task-specialized labor.
- The account values measurable consistency and coverage over individualized detail.
- The work repeats nightly or on a set schedule where task specialization and a defined route make each shift predictable and auditable.
Use the turnover model when:
- The unit is vacant and being prepared for a new occupant, sale, or inspection (move-out, rental turn, post-construction).
- Soil is heavy and the scope includes deep tasks: appliance interiors, inside cabinets, walls, baseboards, full detail.
- There is a firm handover or showing deadline that sizes the crew to finish on time.
Field decision flow
- Is the space occupied and relationship-based (a home or small recurring account)? If yes, staff the residential model: a small consistent crew, broad-skill, detail standard. Stop.
- Is the space large square footage on a recurring maintenance standard with an after-hours window? If yes, staff the commercial team-clean model: size the crew to the square footage and the window, split by task or zone. Stop.
- Is the unit vacant and being turned for a new occupant, sale, or post-construction handover? If yes, staff the turnover deep-clean model: size to the unit and the deadline, equip for heavy soil and detail tasks. Stop.
- Mixed scope (for example a large home with move-out depth): default to the heavier model. Turnover depth beats residential touch when soil and tasks demand it; commercial throughput beats residential when square footage and window demand it. Under-modeling a mixed job is the expensive mistake: a residential crew sent to a heavy turnover runs hours over and still misses the depth, while over-modeling merely costs a little extra coordination, so when in doubt size up.
- Confirm crew skills match the model. A residential cleaner is not automatically a turnover deep-cleaner; a commercial zone specialist is not automatically a residential generalist. Staff to demonstrated competency, not just headcount.
- Confirm the crew has the equipment the model demands. Turnover needs heavy-soil chemistry, appliance and detail tools, and ladders the residential kit may not carry; commercial team-cleaning needs zone-assigned carts and backpack vacuums a small residential crew does not. The right people without the right kit still miss the standard.
Right-size every crew to the actual square footage, soil level, task list, and deadline rather than a fixed default, and log the model used so estimating learns the true labor per job type.
Use measured production rates rather than gut feel to size the crew. Workloading standards give a defensible time per area for each task and soil level; multiply by the scope, divide by the available window, and the required headcount falls out. Track actual hours against that estimate after each job and feed the variance back into the rate so the next quote is tighter. Over time this turns staffing from a guess into a number, and it surfaces the jobs where the wrong model was applied because the actuals blow past the estimate.
