VCT Tile Strip-and-Recoat vs Recoat-Only Decision Tree

Why this matters

Strip-and-recoat on vinyl composition tile (VCT) is the highest labor-cost recurring service a commercial cleaning contractor sells, and getting the call wrong in either direction destroys margin. A full strip when a scrub-and-recoat would have held costs four to six labor hours per 1,000 square feet of unnecessary work plus the chemical cost. A scrub-and-recoat when a full strip was needed produces a yellowed, hazed, fish-eyed finish that the customer photographs and emails to procurement, and the contractor strips it for free on the callback. This decision tree walks the visual, mechanical, and coat-count evidence that drives the right call in under five minutes of inspection time, before the equipment comes off the van.

Step 1: count the existing finish coats

A VCT floor that has been routinely maintained sits at four to six coats of finish. Beyond that count, every additional recoat traps the previous yellowing, embedded soil, and burnish dust under a fresh top layer; the floor goes amber and clouded within a quarter even with perfect recoat technique.

How to count without lifting tile: shine a low-angle inspection light across the floor in a darkened section. Each coat reflects as a faint stratum visible at chairs, table legs, and door thresholds where wear has feathered the layer edges. If you see four or more discrete strata, the floor is at or past the recoat ceiling.

  • 0 to 3 coats visible: a recoat is on the table.
  • 4 to 5 coats: marginal. Move to step 2.
  • 6 or more coats: full strip is required regardless of the rest of the inspection.

Step 2: read the floor color and gloss pattern

Walk the floor at the same low angle. You are reading three signals: yellowing, burnish powder, and traffic-lane embedment.

  • Yellowing. A floor that looks distinctly amber under fluorescent lighting at the door thresholds and under desks has UV-yellowed finish layers that no recoat will hide. ISSA recommends a full strip when chromatic shift is visible to a layperson.
  • Burnish powder gray. A floor that has been burnished frequently without an interim scrub-and-recoat develops a gray haze from polymerized finish dust embedded in the next coat. Wipe a microfiber along a traffic lane; if it picks up a gray film, the floor is past recoat-only.
  • Traffic-lane embedment. Dark streaks in main aisles that survive a deep auto-scrub with a high-alkaline cleaner are embedded soil locked under finish. A recoat seals them in and the customer sees them through the new coats.

A floor that fails two of three of the above is a strip floor even if the coat count is borderline.

Step 3: water-bead and finger-friction test

Drop a tablespoon of cool water on the floor at three representative locations: a high-traffic aisle, a low-traffic corner, and a door threshold. Watch for 60 seconds.

  • Water beads tight and rolls when nudged: finish is intact and bonded. Recoat candidate.
  • Water sheets immediately and the floor goes dull in the wet spot: top coat is sacrificial-worn but underlying coats are intact. Scrub-and-recoat candidate.
  • Water sheets and the wet area discolors or rings: finish layer is breaking, embedded soil is releasing through to the surface. Full strip.

The finger-friction test: drag a clean dry fingertip firmly across the floor in a six-inch arc. If the fingertip squeaks and leaves no mark, the finish is bonded. If it picks up a powder or smears the surface, the finish has degraded and a strip is the only path that will hold the next coat.

Step 4: substrate and seam check

Lift a chair, look under the chair leg. The protected square is the as-installed reference for the rest of the floor.

  • A clean as-installed reference matches the surrounding finish: light service history, recoat-only is fine.
  • The reference is dramatically lighter than the surrounding floor: years of finish accumulation, strip required.

Inspect three or four tile seams. Finish that has chipped at the seams or curled at the corners is a brittle multi-coat film that fails the lab test for adhesion. A strip is required so the new finish bonds to clean VCT, not to a curling old film.

The decision matrix

Read all four signals against this matrix. Two or more "strip" signals overrides any "recoat" signals.

When all signals point to recoat-only, the job is two coats of finish over a damp-mop and dry. When all signals point to strip, the job is a full chemical strip with neutralizer rinse, dry, and four to six coats of finish per ISSA timing standards.

When the scrub-and-recoat is the right answer

Scrub-and-recoat is overlooked in favor of either extreme. It is the right call when:

  • Coat count is 3 to 4.
  • Color is acceptable but gloss is uneven.
  • The customer has a tight budget cycle and the floor will be stripped in 6 to 9 months as part of an annual rotation.

The procedure: high-speed auto-scrub with a stripping-strength cleaner at 1:32 dilution, soft scrub pad, rinse-extract with neutralizer, allow to dry to a chalk-white matte, then two coats of finish with 30-minute flash time between coats. This buys a year on a floor that would otherwise need a full strip.

Documentation that protects the bid

Photograph the floor before the call in low-angle light. Date-stamp the image. The same lighting after the work documents the result and forecloses the "it looked better before you came" complaint. Many contractors photograph the as-installed chair-leg reference square at every inspection and store it in the customer file as the baseline for future strip-vs-recoat decisions.

Common errors that trigger a callback

  • Skipping the neutralizer rinse after stripping. Residual stripper softens the new finish layer for weeks and produces the chalky-edge halo around traffic patterns that customers see at month two.
  • Putting finish on a damp floor. Finish hazes white where moisture is trapped under the polymer. Wait for the floor to chalk-dry, not just look dry.
  • Burnishing too soon after recoat. The full cure on most VCT finishes is 24 to 72 hours per the technical data sheet. Burnishing at 4 hours softens and embeds the top layer in the burnishing pad.
  • Recoating over a floor that needed a strip. Six months later the customer sees yellowing through the new coats and calls you back to strip-free.
