Replace Section vs Whole Fence Decision Tree

Why this matters

The customer who calls "I have a section down from the storm" has a different problem than the call ticket says. The downed section is a symptom; the question is whether the rest of the run is one wind-event away from joining it. A senior estimator can lose 60 percent margin by quoting a 16 ft section replacement on a fence where the next call in 11 months will be the adjacent 16 ft, and so on for three years. Conversely, quoting a whole-fence replacement on a 20-year-old run that has 12 good years left burns customer trust and loses repeat work. This tree walks the field-probability order from "what is the visible damage" to "what is the actual life expectancy of the rest of the run."

Symptom presentation - the storm call and the lean call

You arrive at one of three things. First, a single section blown over or knocked down by tree limb, vehicle, or wind, with adjacent sections looking intact. Second, a leaning post that has progressed slowly over time, with the homeowner finally calling at a 10-degree lean. Third, a rot or termite call where the homeowner shoves a screwdriver into a post and it disappears, and they want to know how much of the fence is salvageable. Each starts in a different place but ends at the same decision matrix.

Quick checks before quoting

  • Walk the entire run, not just the failed section. The customer pays for diagnosis on the visible failure; they get full-run diagnosis as part of the estimate for free, because that is the only way to quote correctly.
  • Test every post with a hand-push at the top. A sound post resists movement at 50 lb hand-force; a marginal post moves 1/2 inch; a failed post moves 1 inch or more. Mark each on a sketch.
  • Probe every post at the soil line with an awl or screwdriver. Sound wood resists; punky wood takes the awl easily.
  • Note the install date if known. Wood fence age 0 to 7 years: original construction; most failures are installation defects. 8 to 15 years: middle life; selective replacement common. 16+ years: end of life; whole-fence becomes economic.
  • Count the picket condition and the rail condition separately from the posts. Posts often outlast pickets; pickets often outlast rails; rails can outlast either. Sometimes only one component is failing.

Isolation tree - section vs whole-fence decision

Branch 1 - one section down from external impact (tree, vehicle, storm gust), adjacent posts test sound, adjacent rails intact. Section replacement is the correct call. Match material to adjacent fence as closely as possible; on aged wood, accept that the new section will be visibly newer for 2 to 3 seasons.

Branch 2 - one or two sections leaning or down, post probe shows rot at the soil line on the failed posts but adjacent posts probe sound. Replace the failed posts plus the sections they support. This is the most common section-replace call and it is the correct call only when the adjacent posts are documented sound. Be ruthless on the probe test; a marginal post you leave in becomes next year's callback.

Branch 3 - multiple posts (over 25 percent of run) test marginal or failed, but pickets and rails are largely sound. This is a "post replacement" job, not a section replacement. Pull every failed post, set new posts in concrete to current spec, re-hang the existing rails and pickets. Cost is typically 55 to 70 percent of a full replacement and extends the fence life 8 to 15 years. Sell this when the post failure rate is between 25 and 60 percent.

Branch 4 - over 60 percent of posts failed OR fence age over 20 years on wood OR vinyl with widespread UV chalk and brittleness OR aluminum with widespread powder-coat failure. Whole-fence replacement is the only economic call. Pricing a section repair on a fence that needs whole-fence replacement only delays the inevitable and loses the larger job.

Branch 5 - HOA or insurance involvement. HOA-controlled neighborhoods often require all-or-nothing replacement when matching material is no longer available. Insurance claims for storm or vehicle damage typically cover the damaged section only; the customer pays the difference if they elect whole-fence. Document both options in writing.

Confirming diagnosis - the documentation walk

Before quoting, walk the run with the customer, sketch the fence, and mark on the sketch each failed post (red), marginal post (yellow), and sound post (green). Photograph the worst failures. Photograph the best-looking section so the customer has a comparison point. This documentation does three things: it justifies the quote, it sets expectations on the scope, and it is the legal record if the customer later disputes the scope.

For wood fence specifically, take a moisture meter reading at the post base on three sample posts. Over 28 percent at 6 inches below grade on a freshly-cored hole means the post is wet and rot-progressing; under 19 percent means the post is dry and likely stable.

Remediation - quote framing

Section replacement quote: itemize section count, post count, rail count, picket count, demo, and concrete. Include a one-line statement about the adjacent posts not assessed (if quote is express scope to the customer-identified section only) or about the diagnosis result (if quote is full-run-walked).

Post replacement quote: itemize post count, posts to re-set with new concrete, rails and pickets to be re-hung, picket-count to be replaced if any pickets are damaged, and demo of failed posts. Note that re-using rails and pickets has limits - rail ends are often rotted where they sat in the post, and may need cut-back and shimming to fit new posts.

Whole-fence replacement: itemize linear feet, post count, gate count, post depth (with frost-line note), picket spec, rail spec, and demo and disposal. Include a line about salvageable adjacent fence sections (typically the customer's own neighbors have not engaged) and any shared-fence considerations under state property law - some states require a written notice to the adjoining owner before tearing out a shared fence (California Good Neighbor Fence Act, Civil Code 841 is the most-cited example).

Do not re-use rotted post stubs as splice points for new posts. The "save a couple hours by sleeving over the stub" shortcut creates a moisture trap and the new post fails in 3 to 5 years. Pull every failed post completely, including the concrete plug if there was one. The hole gets new concrete, full depth.
