Commercial Built-Up Roof Scupper and Drain Interface

Why this matters

Commercial low-slope and built-up roofs do not drain to a perimeter gutter the way a residential pitched roof does. Water collects in low spots and exits the roof through interior roof drains or perimeter scuppers. The scupper is the rectangular through-wall opening at the parapet; the conductor head (or collector box) catches the discharge; the downspout (often a rectangular leader) carries it to grade or to a storm tie-in. When a gutter contractor takes on a commercial reroof, retrofit, or annual maintenance contract, the scupper and conductor head are the work, not a continuous K-style gutter. Misunderstanding the interface between the roof membrane and the sheet-metal scupper lining is the single biggest source of callback leaks on commercial wall-line drainage.

Code and standard basis

International Plumbing Code (IPC) Section 1108 covers secondary (overflow) roof drainage. A roof with a parapet wall must have either secondary roof drains piped to daylight or overflow scuppers sized for the design rainfall rate, with the overflow openings set above the primary drainage plane by the height required to relieve the roof before structural ponding load is reached.

SMACNA Architectural Sheet Metal Manual covers the sheet-metal detailing: scupper liner gauge, conductor head construction, soldered vs sealed seams, and the parapet through-wall flashing relationship. The SMACNA details are the reference contractors and roofing consultants cite in specifications.

ASCE 7 Chapter 8 sets the rain load case the structural engineer uses to verify ponding. Primary drainage sized to the 100-year hourly rate, plus secondary drainage sized to the same hourly rate at the relief head, is the standard design basis.

Scupper sizing inputs

The scupper free-opening area is driven by hourly rainfall rate (IPC Appendix B, by city), tributary roof area, and the head of water above the scupper invert. A typical mid-Atlantic city sized for 4 inches per hour with a 2-inch design head produces a primary scupper opening on the order of 4 inches wide by 4 inches tall per 1,000 square feet of tributary roof, plus a separate overflow scupper of equal or larger area set 2 inches higher. Use the IPC table or the project plumbing engineer's calculation; do not freelance the sizing.

Sheet-metal detailing

Liner gauge: 16 oz copper, 24 gauge galvanized, 24 gauge stainless, or 0.040 aluminum is the SMACNA range. The liner is a one-piece soldered or fully sealed pan that extends through the parapet, with hemmed edges and a 4-inch minimum onto the roof field and a 4-inch minimum down the exterior wall.

Flashing tie-in: the roof membrane (EPDM, TPO, modified bitumen, PVC) is terminated and counterflashed over the scupper liner's roof-side flange. The membrane manufacturer's standard scupper detail governs the warranty; deviate and the roofer's warranty is void.

Conductor head: the box-shaped collector hung below the scupper discharge is sized for a free-fall water column from the scupper to the downspout transition without splash-out. SMACNA shows the minimum interior dimensions and the cleanout door geometry.

Downspout (leader): rectangular leaders 3 inches by 4 inches or 4 inches by 5 inches are typical for commercial flow rates. Strap to the wall at 10 feet on center maximum.

Common failure modes

Liner soldered with acid-core or with a thermal break at the parapet corner: the corner is the highest stress point and the most common leak.

Membrane lapped under instead of over the liner roof flange: hydrostatic head drives water under the membrane.

Overflow scupper installed at the same elevation as primary: useless for relief, fails the IPC.

Conductor head undersized: water sheets out of the side instead of into the downspout, staining the facade and saturating the wall.

Downspout discharge into a sidewalk without a splash block, leaching well, or storm tie-in: ice forms at grade, the city issues a sidewalk-icing nuisance citation.

Service contract scope

A commercial scupper maintenance contract typically includes biannual visual from grade plus annual rooftop inspection, conductor head cleanout (leaves, gravel, granules from the roof), leak-back-test at the parapet, downspout flow test by garden hose at the discharge collector, and a written report with photos. The roof membrane warranty stays with the roofer; the sheet-metal scope is yours.

A scupper retrofit on an existing membrane roof always requires the roofer's involvement to maintain warranty. Cut the membrane to install a new liner without the roofer's sign-off and you have just taken over the warranty for the whole roof.
