Customer Has Clean Gutters but Still Gets Wet Basement After Rain: Cross-System Attribution Decision Tree

Why this matters

A customer who paid for gutter cleaning and still gets basement water after rain is not experiencing a gutter failure - the gutters are clean and flowing. The problem is downstream or unrelated, and misattributing it as a callback on your work wastes both parties' time. Walking the customer through a structured attribution conversation protects your warranty scope, maintains trust by showing diagnostic competence, and points them toward the correct trade or remediation before the next rain event.

How to open the conversation

Before any physical inspection, ask when the water appears: immediately during rain, hours after rain stops, or only after prolonged wet periods. The timing is the first branch point.

  • Water appears within minutes of rain starting, and gutters are overflowing - the gutter system has a problem (blockage, undersized downspout, slope issue). Not the scenario this article covers.
  • Water appears during or just after rain, gutters are flowing freely - surface drainage is the likely culprit. Continue this decision tree.
  • Water appears 12 to 48 hours after rain stops - hydrostatic pressure from soil saturation. This points to a sub-surface or grading problem, not gutter performance.
  • Water appears only after multiple consecutive wet days - high water table or drain tile failure. A waterproofing contractor or drainage engineer is the correct referral.

Branch 1 - Check downspout discharge location

This is the most common cause of post-cleaning basement water complaints and the easiest to find.

Walk each downspout to its terminus. Ask: where does the water actually go?

Downspout discharges within 4 feet of the foundation. Water exits the gutter system, drops to grade, and runs back toward the house. Downspout extensions should carry water at least 6 feet from the foundation, or to a splash block that directs flow away from the house. Flexible corrugated extensions are a low-cost fix the customer can do themselves, or you can supply and install them. This is outside gutter-cleaning scope but is easy to diagnose and quote on the spot.

Underground downspout drains that are slow or backed up. If the downspout connects to a buried pop-up emitter or a drain tile system, the underground pipe may be blocked with debris even though the visible gutter is clean. Pour a bucket of water into the downspout and observe the pop-up emitter in the yard. If water does not appear within 30 seconds, the underground run is blocked. This is a separate scope - underground drain cleaning - not a gutter callback.

Downspout extensions that point toward a window well. Water running toward a foundation window well will fill the well and seep through the window or window frame even with clean gutters. Check window well drain condition (next branch).

Branch 2 - Check yard grade near the foundation

Walk the perimeter within 8 feet of the foundation and look for:

  • Soil that slopes toward the house rather than away from it. The minimum code-recommended grade is 6 inches of drop over the first 10 feet from the foundation (IRC R401.3). Years of soil settling, mulch buildup, or landscape edging can reverse this slope.
  • Planting beds that trap water against the foundation wall. Mulch beds hold moisture against the siding and foundation, and decomposing organic mulch compounds the problem by retaining water.
  • Concrete or paved areas (driveways, patios, sidewalks) that slope toward the house or have settled and created a pond near the foundation.

If grade is the issue, regrading or adding topsoil is a landscaping or general site work referral, not gutter work.

Branch 3 - Check window well drainage

If the home has basement windows at or near grade, inspect each window well.

A functioning window well has a gravel bed at least 12 inches deep beneath the visible surface, and a drain that connects to the drain tile system or daylight. If the gravel bed is full of silt and the drain is blocked, the well fills like a bucket during rain and water enters through the window frame.

Probe the gravel with a long screwdriver. If you hit compacted silt within 4 inches, the well is not draining. This is a drainage maintenance item separate from gutter scope.

Branch 4 - Identify whether this is a drain tile or hydrostatic issue

If downspouts discharge well away from the house, grade slopes away, and window wells drain freely, the problem is likely below grade.

Signs that point to drain tile failure or hydrostatic pressure:

  • Water appears as seepage through the wall below grade rather than running across the floor from a specific entry point.
  • Water appears uniformly along the base of the wall where wall meets floor.
  • The problem is worse in spring or after prolonged rain periods.
  • The home is on a slope and the uphill side is wetter than the downhill side (lateral groundwater migration).

This is not a gutter issue or a surface drainage issue. The correct referral is a basement waterproofing contractor or a civil engineer who assesses drain tile systems. Document that the gutter system is functioning correctly and the source is sub-surface, so the customer does not interpret inaction as indifference.

How to close the conversation

Summarize what you found and what it points to. Provide the finding in writing - a brief job note or text message to the customer. This protects your completed scope (clean gutters), gives the customer a clear next step, and sets up a potential upsell if your company offers any of the adjacent services (downspout extensions, window well cleaning, underground drain flushing).

Do not guess at drain tile condition or structural waterproofing. Refer those scenarios to qualified specialists.
