Customer Reports a Running Toilet: Flapper vs Fill vs Flush Valve Translation Decision Tree

Why this matters

"The toilet keeps running" is three different repairs wearing the same complaint. It can be a flapper that no longer seals, a fill valve that will not shut off, or a flush valve seat or overflow tube that lets water bypass. Customers cannot tell these apart because the symptom, water moving when it should be still, is identical from the outside. Grab a flapper and run when it is really a fill valve set too high, and you are back next week. The fastest path is a single dye test plus a water-line read, which tells you in two minutes which of the three systems is failing. This tree turns the vague "running" call into a one-trip fix.

Symptom presentation

  • "Runs constantly, never stops": fill valve not shutting off, or a continuous flapper/seat leak large enough to keep the fill cycling.
  • "Runs every so often on its own" (phantom flush): a slow flapper or flush-valve seat leak. The tank drops slowly, the fill kicks on to top it up, then stops.
  • "Water trickling into the bowl when nobody flushed": flapper or flush-valve seat leak, water moving tank-to-bowl.
  • "I hear water but the bowl is calm, and it drips into the overflow tube": fill valve set too high or failed, water spilling down the overflow into the tank/bowl.
  • "Handle sticks down": chain too short, handle binding, or flapper hinge fouled. Mechanical, not a seal failure.

Quick checks

  1. Lift the lid. Note the water level relative to the overflow tube top and the fill valve's marked line. Water at or above the overflow rim means the fill valve is overfilling.
  2. Listen and look: is water visibly running down the overflow tube? That is a fill-valve/level issue, not a flapper.
  3. Dye test: drop food coloring or a dye tab in the tank, do not flush, wait 10 to 15 minutes. Color appearing in the bowl proves a tank-to-bowl leak (flapper or flush-valve seat).
  4. Press the flapper down by hand with the water running. If the running stops, the seal is the issue; if it keeps running, look upstream at the fill valve.

  1. Tank water spilling into the overflow tube (level too high)?

    • Yes -> FILL VALVE branch. The valve will not shut off at the correct level. Adjust the float to set level about an inch below the overflow top. If it still overfills or never shuts off, the fill valve is failed.
    • No, level is correct or low -> go to step 2.
  2. Dye test: does color reach the bowl with no flush?

    • Yes, color in the bowl -> tank-to-bowl leak. Go to step 3.
    • No color in the bowl, but fill still cycles -> the leak is downstream (a cracked bowl or a leak past the tank-to-bowl gasket); inspect the floor and the tank bolts/spud.
  3. Tank-to-bowl leak, isolate flapper vs flush valve.

    • Inspect the flapper: warped, mineral-crusted, or hardened rubber that does not seal -> FLAPPER branch.
    • Flapper looks good but still leaks: feel the flush-valve seat for pits, mineral buildup, or a hairline crack -> FLUSH VALVE branch. A flapper cannot seal against a pitted seat.
    • Chain too tight (holding flapper cracked open) or too loose (catching under the flapper) -> mechanical adjustment, not a part.

Confirming diagnosis

  • Fill valve confirmed: lowering the float corrects an overfill; if the valve continues to run or hiss with the float at the lowest setting, or weeps from the body, it is failed.
  • Flapper confirmed: a fresh, properly sized flapper seats and the dye test now shows no color in the bowl after 15 minutes.
  • Flush-valve seat confirmed: a new flapper still leaks dye, but running a finger around the seat finds roughness or a crack; the seat (or full flush-valve assembly) is the problem.
  • Mechanical confirmed: adjusting the chain length or freeing the handle stops a stuck-open flapper with no seal part replaced.

Remediation

  • Fill valve: adjust float to set the level about one inch below the overflow tube; replace the fill valve if it will not shut off, hisses, or weeps.
  • Flapper: replace with the correctly sized flapper for that flush valve; set the chain with about a half-link of slack.
  • Flush valve seat: clean light mineral buildup; if pitted or cracked, replace the flush valve, which means pulling the tank.
  • Mechanical: shorten or lengthen the chain, free a binding handle, clear debris from the flapper hinge.

Common diagnostic traps

A few patterns fool techs into the wrong repair:

  • Replacing the flapper first by reflex. The flapper is the cheapest part, so it gets swapped before the dye test, but a fill valve overfilling into the overflow or a pitted flush-valve seat will still "run" with a brand-new flapper. Always read the water level and run the dye test before reaching for a part.
  • Mineral-fouled flapper that tests fine cold. A flapper can look intact and pass a quick squeeze but fail to reseat after a real flush because the rubber has hardened. If the dye test fails with a flapper that looks acceptable, replace it anyway before condemning the seat.
  • A flapper sized for the wrong flush valve. Larger 3 inch flush valves take a different flapper than standard 2 inch. A 2 inch flapper on a 3 inch seat will leak no matter how new it is; match the flapper to the valve diameter.
  • Overflow tube cut wrong on a prior repair. If someone replaced the flush valve and left the overflow tube too tall or too short, the fill level reference is off and the valve either overfills or starves the bowl refill. Verify the overflow height when the seat itself was recently worked.

A clean sequence (read level, dye test, inspect flapper, then seat) finds the right one of the three systems on the first pass and avoids the return trip that a parts-first guess almost guarantees.
