Toilet Rocks Flange Vs Shim Vs Wax Decision Tree

Why this matters

A rocking toilet is one of the highest-callback service calls in residential plumbing. The temptation is to shim it, caulk the base, and leave. Half the time that fix masks a flange problem that wicks sewage into the subfloor for six months until the flooring delaminates and you own the kitchen ceiling below. The tree: identify whether the rock is floor, flange, or toilet, and remediate at the actual defect. Shim only when the rock is geometric. Replace wax only when the seal is the problem. Replace the flange whenever it is broken, sub-flush, or more than 1/4 inch above the finished floor.

Symptom presentation

A homeowner says one of four things. "It wobbles when I sit down" - geometric or flange. "Water around the base after we flush" - seal failure or flange failure. "Bathroom smells like sewer" - seal failure, vent issue, or wax bypass. "Floor under the toilet feels soft" - subfloor problem, toilet is symptomatic. Press both palms flat on the rim and rock the toilet. Movement greater than 1/8 inch needs work. Check the floor around the base for soft spots with a screwdriver tip into grout joints.

Quick checks

Flange height is everything. The closet flange sits 1/4 inch above the finished floor for a standard wax ring; this is the IPC and IRC norm. A flange flush or below cannot get a reliable wax seal regardless of how many wax rings you stack. A flange more than 1/2 inch above the floor lifts the toilet and guarantees rock. Pull the caps and inspect the closet bolts. Bent or rusted bolts are evidence the toilet has been moving for a long time. Broken bolt ears on a cast-iron flange (or worse, broken flange ears on a PVC flange) are a flange repair, not a shim job. Look at the wax ring before it goes back. Asymmetric compression tells you the toilet was not square to the flange.

Isolation tree

Step 1: Pull the toilet. Always. There is no path through a rocking-toilet diagnosis that does not include pulling it. Drain the bowl with a wet vac or a cup-and-towel, shut the supply, disconnect the supply line, sponge the tank dry, undo the closet nuts, and lift straight up. Set the toilet on a 5 gallon bucket lid or moving blanket so the trap horn does not stab the floor and crack.

Step 2: Inspect the flange. Look for four conditions:

  1. Flange cracked or broken ears: replace or repair with a flange repair ring (Oatey 43539 stainless half ring or full ring for PVC; Sioux Chief 888-G for cast iron). Never trust a flange-repair ring on a flange with more than 50 percent broken material - cut it out and replace.

  2. Flange sub-flush to finished floor: install a flange extender. Sioux Chief Quick Set extender, Oatey 43505, or stack multiple 1/4 inch PVC extenders gasket-stacked. Set total stack to put the flange 1/4 inch above the finished floor. Caulk between extender layers with silicone.

  3. Flange above finished floor by more than 1/2 inch: this is from a finish-flooring layer added without recutting the flange. Use a wax-free seal (Fluidmaster 7530 Wax-Free, Korky 6000) which tolerates higher flange position; or for a permanent fix, cut the riser down and reset the flange at the correct height.

  4. Flange clean, ears intact, height correct: not a flange problem. Move to Step 3.

Step 3: Check the floor flatness under the toilet. Set a 24 inch level across where the toilet base sits. Variation greater than 1/8 inch across the base footprint is a geometric problem; shim is appropriate. Variation less than 1/8 inch and the toilet still rocked is either toilet base out-of-flat (rare; pull a straight edge across the toilet base bottom) or a flange tilt you missed - retest the flange.

Step 4: Soft floor under the toilet. Probe the subfloor visible in the flange cutout with a screwdriver. If the subfloor is soft, you have water damage. Do not reset the toilet over a soft floor; you are sealing in an active problem. Pull the floor in a 12 to 18 inch radius around the flange, cut and replace the subfloor section, then reset the flange to the new subfloor at the correct height. This is a different scope, document and price separately.

Confirming diagnosis

Dye test. Put two food coloring tablets in the tank, flush three times, wait 15 minutes, lift the toilet. Dye on the wax ring contact surface that escaped the seal means the wax was bypassed; dye on the subfloor around the flange means bypass was happening before you got there. Smell test. Hold a tissue near the base after a flush. Tissue movement or sewer odor means the seal is bypassed even if you cannot see water. Wobble retest after setting new wax, dropping the toilet, and snugging the closet bolts (snug, not torqued - cracked porcelain comes from over-torque). Any movement before final tightening means shims are needed.

Do not caulk around the entire base of a toilet to "hide" a leak. Two issues. First, building codes (IPC and most state amendments) require caulk at the base specifically to prevent floor-water from getting under the toilet, but they also require a small gap at the back to allow leaks to be visible early. Sealing the back hides a slow leak until the subfloor fails. Second, in many jurisdictions a fully caulked-in toilet is a code violation. Caulk the front and sides only, leave a 2 inch gap at the back.

Remediation by branch

Geometric only: plastic toilet shims (Hercules Multi Shim, Oatey Set-Rite). Never wood - they absorb moisture and rot. Snug closet bolts in 1/4 turn increments, retest between increments. Cut shim excess flush. Caulk front and sides per code; leave back open.

Flange repair: flange-repair ring, wax ring, reset. Confirm height. Sioux Chief and Oatey publish height-adjustment specs.

Flange replacement: cut the closet riser below the broken flange, install repair-style flange (Sioux Chief PRO for PVC, Oatey 43617 cast iron). Verify AHJ approval.

Wax-free seal swap: Fluidmaster 7530 or Korky 6000. When flange height is wrong but homeowner cannot afford reset, or toilet will be pulled again for tile work. Wax-free reseats multiple times; wax seats once.

Subfloor repair: out of scope for quick service call. Document, photograph, quote separately.
