Fridge vs Freezer vs Window AC: Refrigerant Tier Decision Tree
Why this matters
Refrigerators, chest freezers, and window air conditioners look like ordinary haul-away items, but every one of them contains a sealed refrigerant circuit and most contain compressor oil and other regulated components. Federal law prohibits knowingly venting that refrigerant to the atmosphere, and it requires that refrigerant be recovered by a certified technician before the appliance is scrapped, shredded, or disposed. A crew that loads a working fridge, drops it at a metal yard, and lets the shear cut the line has just vented a controlled substance. The fix is to know, per item, which tier of handling applies: who must recover, what gas is inside, what else has to come off before metal recycling, and what documentation the receiving facility needs.
Symptom presentation
The three units differ in refrigerant charge, likely gas type, and disposal path.
- Domestic refrigerator/freezer (upright or side-by-side). Smaller sealed charge. Pre-1995 units commonly used CFC-12; mid-1990s through roughly the mid-2010s used HFC-134a; newer units may use HC-600a (isobutane, flammable). Foam insulation in older units may also contain blowing agents (ODS foam) that some programs require be captured.
- Chest/upright freezer. Similar circuit and gas families as refrigerators; often older, so a higher chance of CFC-12.
- Window air conditioner (and portable AC). Larger refrigerant charge per unit than a fridge in many cases. Older units used HCFC-22 (R-22); newer units use R-410A or R-32 (R-32 is mildly flammable).
You cannot reliably tell the gas by looking. Read the nameplate.
Quick checks
Pull these four facts off each unit before you load.
- Nameplate refrigerant type and charge. The data plate lists the refrigerant designation (R-12, R-134a, R-600a, R-22, R-410A, R-32) and charge weight. This drives the tier.
- Manufacture date / age. Older equipment skews toward ODS refrigerants (CFC/HCFC) and ODS foam, which sit under stricter capture rules.
- Sealed-system integrity. Is the loop intact, or has a line already been cut (by a prior tech or by damage)? A pre-cut line means the gas may already be gone, but you cannot assume it; treat as charged until verified by recovery.
- Flammable-refrigerant flag. R-600a and R-32 are flammable. They change how the unit is handled and require care around ignition sources during recovery.
Never cut, crush, or shred a sealed refrigeration circuit, and never "burp" a line to relieve pressure. Knowingly venting refrigerant violates federal Clean Air Act rules. Refrigerant must be recovered by an EPA Section 608 certified technician using certified recovery equipment before the appliance is disposed or sent to a metal recycler. Flammable refrigerants (R-600a, R-32) add fire risk to any improper handling.
Quick checks: who is allowed to recover
Refrigerant recovery is a certified activity. Section 608 certification types map to the work: Type I covers small appliances (the hermetically sealed systems in domestic fridges, freezers, and most window/room AC units), Type II covers high-pressure stationary systems, Type III low-pressure. For the three items here, a Type I (or Universal) certified technician with certified small-appliance recovery equipment is the baseline. A junk removal crew without that certification arranges recovery; it does not perform it.

Run each unit through these branches.
Has refrigerant already been recovered and is there a tag/record proving it? If yes (a recovery tag from a certified tech), the unit can move to metal recycling per the facility's intake. If no, continue.
Is the sealed system intact (no evidence the charge has escaped)? Assume yes unless you have proof otherwise. Route to certified 608 recovery before scrap. Continue to gas-type branch for handling.
What does the nameplate say? CFC-12 or HCFC-22 (ODS) means stricter capture, and for older fridges/freezers the foam blowing agent may also be regulated; route through a program that handles ODS recovery and, where required, foam. HFC-134a/R-410A means standard recovery still required (no venting), no ODS foam concern. HC-600a or R-32 (flammable) means recovery by a tech equipped for flammable refrigerants; keep away from ignition sources.
Is this unit eligible for a utility or manufacturer Responsible Appliance Disposal (RAD) style program? RAD-aligned programs recover refrigerant and foam, capture used oil, and remove other components (mercury switches, PCB-containing capacitors in old units) to a higher standard than a basic metal yard. For older fridges/freezers especially, routing to such a program is the cleaner path. If unavailable, use a certified recovery vendor plus a recycler that accepts evacuated appliances.
After recovery, are other regulated components present? Older units may carry mercury switches and PCB-containing capacitors, plus compressor oil that must be drained and managed. Remove/handle these per the receiving program before the shell goes to shred.
Confirming diagnosis
"Tier" is confirmed by the nameplate plus a recovery record. The only way to confirm the circuit is actually empty is recovery by certified equipment that pulls and measures the charge; visual inspection of a cut line is not proof the system held no gas. The receiving metal recycler will typically require a recovery certification/tag stating refrigerant was removed by a 608-certified technician before they accept the unit. Keep that record on the job.
Remediation
- Do not vent, cut, or crush. Stage charged units upright and secured for transport.
- Arrange Section 608 certified recovery for each charged unit; capture recovery tags/records.
- For ODS units (CFC-12, R-22) and old fridges/freezers, prefer a RAD-style program that also captures foam, oil, mercury switches, and PCB capacitors.
- Handle flammable-refrigerant units (R-600a, R-32) away from ignition sources; verify your recovery vendor is equipped for them.
- Drain and manage compressor oil per the program's requirement before the shell is shredded.
- Deliver evacuated shells only to recyclers that accept documented, refrigerant-free appliances.
- Document gas type, charge, recovery tech/record, and final destination on the job record.
