Commercial Archive and Library Mold Bank Protocol
Why this matters
Library, archive, museum, and records-storage facilities present a mold remediation problem unlike any residential or commercial-office job: the contents are often irreplaceable, the substrate (paper, parchment, photographic, magnetic media) is fragile, and the environmental conditions that suppress mold can damage the collections themselves. A botched response can destroy items that represent decades or centuries of cultural value. The IICRC S520 framework still governs the remediation, but the collection-care protocols from the National Archives and Records Administration (NARA), the American Institute for Conservation (AIC), and the Library of Congress shape the actual handling of items. This SOP provides the bridge between the two.
Pre-event preparation (the night before the call)
Archive and library accounts need a written response plan in place before the loss happens. The plan should include: a conservator or archivist on call (AIC professional directory, NARA conservation staff for federal repositories); a freeze-drying or vacuum-freeze-drying vendor under retainer (Document Reprocessors, BMS CAT, Belfor Conservation Services, Polygon); a freezer truck supplier; a clean off-site staging area with environmental controls.
The plan also identifies high-priority items (collection rank, irreplaceable manuscripts, items of statutory record value such as deeds, court records) so triage in the first hour is not guesswork.
Initial response (0 to 24 hours)
Step 1: Stabilize the environment. Bring relative humidity below 50 percent and temperature below 70 degrees F. Mold colonization on paper and cellulosic substrates is driven primarily by RH; below 50 percent at 70 degrees F most mold species cannot grow on dry cellulose. Use HEPA-filtered desiccant dehumidifiers (avoid refrigerant dehumidifiers that can leak heat into the collection); deploy at scale, S520 says drying equipment sized for the volume.
Step 2: Triage by collection priority and by condition. Three categories:
- Visibly mold-colonized items: isolate immediately in sealed bags or boxes, refrigerate or freeze if active growth (freezer at 0 degrees F or colder arrests fungal activity per AIC and NARA guidance), do not air-dry these items, transport for specialized treatment.
- Wet items not yet visibly colonized: freeze within 48 hours to prevent both mold growth and physical damage from drying without control. Wet paper that air-dries unsupervised cockles, blocks, and inks bleed; controlled freeze-drying preserves the original sheet structure.
- Damp items at low risk: air-dry under controlled humidity if the volume is small enough to monitor; otherwise freeze.
Step 3: Mobilize the freeze-drying vendor for the wet category. Vacuum freeze-drying (sublimation under vacuum) is the standard NARA-accepted recovery method for water-damaged paper, books, and many archival media. Freezer trucks transport items to the freeze-dry facility; chain-of-custody documentation per the archive's accession protocols is preserved at every transfer.
Containment and PPE inside the affected zone
Containment per S520 (negative-pressure isolation, HEPA AFD at 4 ACH minimum) protects unaffected collections from cross-contamination. Crew PPE is full-face P100 respirators per 29 CFR 1910.134 (mold spore exposure plus paper dust); Tyvek coveralls; powder-free nitrile gloves changed frequently; shoe covers.
For active fungal growth, S520 Condition 3 (actual growth visible) PPE applies. For items already moved to isolation with no visible growth on retained items, Condition 1 (normal background) PPE may be acceptable in the affected area after gross contamination has been removed; document the basis.
Item-by-item handling
Move items individually or in their original folders and boxes. Do not stack wet items. Do not shake or rub spores off pages; this fragments them and increases spore release. Keep items flat or in their natural orientation; standing books cockle their text blocks if leaned at an angle while wet.
Photographic prints, negatives, and motion-picture film have separate handling protocols: emulsion side away from any rigid support; do not blot the emulsion; freeze-dry through specialized vendors that handle film media. Magnetic media (tapes, hard drives) often cannot be freeze-dried; data recovery happens at a specialty data lab and the physical medium is then disposed.
Mold-bank protocol for affected items
A mold bank is a sealed, climate-controlled cold-storage chamber that holds visibly mold-colonized items until treatment can be scheduled. Freezer at 0 degrees F or colder arrests fungal activity indefinitely without damaging most paper substrates; some photographic and parchment items have temperature sensitivities that need conservator review.
Items in the mold bank are inventoried with location, accession number, condition assessment, and entry date. Items remain in the mold bank until the treatment vendor can handle them (fumigation, controlled freeze-dry plus surface cleaning, or other conservator-directed treatment). Standard maximum bank time is 6 to 12 months per NARA guidance, but indefinite cold storage is possible for stable items.
Treatment after freeze-drying
Items returned from freeze-drying that show residual mold (typical: surface bloom on the page edges of a book that was wet) require surface cleaning. The standard is HEPA vacuum with a fine soft-brush attachment over the page edges and covers, item-by-item, in a conservation lab or a clean isolated room with HEPA AFD running. Antimicrobial application to paper substrates is restricted; most EPA-registered antimicrobials damage paper or inks, so chemical treatment is conservator-directed only for specific situations.
Post-treatment storage environment
Return items to a storage environment that prevents recolonization: temperature 60 to 70 degrees F; relative humidity 30 to 50 percent (specific targets vary by item type per AIC guidelines); air filtration HEPA on the supply side; no exposure to the original wetting source until that source is fully remediated and verified.
The retrieval space gets its own post-remediation verification per S520: visual inspection, air sampling at baseline conditions, surface sampling on adjacent retained items if any question of cross-contamination exists.
Some archive collections contain pre-1980 materials that may include asbestos (older book bindings, certain insulation behind shelving) or lead-based pigments. Pre-disturbance survey for OSHA 29 CFR 1926.1101 (asbestos) and 1926.62 (lead) applies. Older photographic collections may include nitrate film (highly flammable, self-decomposing) that requires separate fire-marshal coordination during the response.
