First Clearance After Remediation Borderline Decision Tree
Why this matters
A borderline clearance result is the hardest call in the job because both wrong answers are expensive. Release a job that should have failed and the customer reoccupies a still-contaminated space and comes back at you. Fail a job that was actually clean and you tear down a passing containment and re-clean for nothing. Clearance is never a single magic number; it is a weight-of-evidence judgment built from the visual pass, the outdoor baseline, the genera present, and the surfaces. A borderline air count that is read in isolation is the most common way techs and even some assessors get clearance wrong.
Symptom presentation
Post-remediation verification returns results near the decision threshold: an indoor total spore count modestly above the outdoor reference, or roughly equal to it, with no dramatic dominance of a single water-damage indicator. The visual is clean or nearly so. The customer is waiting on a yes/no. The danger is treating "close to outdoor" as automatically pass or automatically fail.
Quick checks
- Re-confirm the visual pass: no visible dust, debris, residual growth, or moisture. A borderline air result over a failed visual is a fail, full stop; the visual is the primary gate.
- Verify the outdoor reference was collected the same day, same weather, same HVAC state. A stale or weather-mismatched baseline makes the comparison meaningless.
- Compare genera, not just totals. Indoor at or below outdoor with similar genera leans pass; indoor dominated by water-damage indicators (Stachybotrys, Chaetomium) absent or low outdoors leans fail even at a modest total.
- Check moisture: substrate at dry standard is a precondition. Elevated moisture with any borderline result is a fail.
- Confirm settle time and that the area was undisturbed before sampling. An air sample pulled immediately after aggressive cleaning reflects re-lofted dust, not the cleared steady state.
- Re-read the sampled volume and flow rate on the pump. An under-volume or off-calibration draw skews counts and can manufacture a borderline result that is really an instrument error.
- Check that indoor and outdoor samples were taken with the HVAC in the same state. A return running for one and off for the other invalidates the comparison.
Isolation tree
- Visual fails (any dust, debris, residual growth, or moisture) -> FAIL regardless of the air number. Detail, re-HEPA, dry, and re-sample. The visual is the controlling criterion.
- Visual passes, indoor total at or below outdoor, genera similar to outdoor -> PASS. This is normal infiltration, not a residual source.
- Visual passes, indoor modestly above outdoor, genera similar (Cladosporium, basidiospores tracking outdoor) -> likely PASS as normal seasonal infiltration; corroborate with surface samples and trend toward release.
- Visual passes, indoor modestly above outdoor, but a water-damage indicator dominant indoors and low/absent outdoors -> FAIL or investigate. A signature genus that is an indoor water-damage marker pointing to a residual source overrides a borderline total. Re-clean and re-sample.
- Air borderline but surface samples show settled Condition 2 residue -> not yet clean; finish detailing and re-sample. The surfaces, not the air alone, decide.
- Everything passes the visual and surfaces but air is borderline with no clear water-damage-indicator story -> weigh settle time, baseline validity, and disturbance; a single borderline number with a clean visual and clean surfaces and a valid baseline trends to pass, documented with the reasoning.
Confirming diagnosis
Clearance is confirmed by convergence, not a lone count. Per S520, post-remediation verification rests on a visual inspection finding the area dry and free of visible mold and dust, the moisture corrected to dry standard, and (where used) airborne and surface sampling consistent with a non-contaminated indoor environment relative to a valid same-day outdoor reference per ASTM D7391. The genera analysis is decisive in the borderline zone: comparable genera and counts to outdoor confirm clean; a dominant indoor water-damage indicator confirms a residual source even when the total is close. Document the visual, the baseline conditions, the genera comparison, the moisture readings, and the reasoning, so the release (or re-clean) is defensible. When the evidence does not converge, the conservative call is to re-clean and re-sample rather than release on a single ambiguous number.
Remediation
If the tree lands on fail or investigate, the corrective action is targeted, not wholesale: re-HEPA and damp-wipe the surfaces top-down, confirm the source genus has no remaining substrate, dry any residual moisture, allow the area to settle, and re-sample under the same protocol with a fresh same-day baseline. If it lands on pass, release with documentation: the passing visual, the moisture-at-standard reading, the valid baseline, and the genera comparison. Where the remediation was performed by an independent contractor and verified by a separate assessor, the assessor's weight-of-evidence judgment governs the release; do not let a single borderline total override a clean visual, clean surfaces, and a matching baseline, and do not let a clean total paper over a failed visual. Either way the file should show clearance was a weight-of-evidence decision, with the borderline air number placed in context rather than treated as the verdict.
A borderline clearance over a residual water-damage-indicator source or an unsatisfied visual or moisture criterion is a fail, not a pass. Releasing such a job exposes occupants, including immunocompromised and sensitized individuals, to ongoing fungal exposure and creates direct liability. When the evidence does not converge on clean, re-clean and re-sample.
