Fogger vs HEPA Vacuum vs Damp Wipe Final Cleaning Decision Matrix
Why this matters
The final cleaning method you choose decides whether a containment passes clearance on the first sample or bounces and forces a re-clean at your cost. IICRC S520 is explicit that source removal, not chemical treatment, is the engineering principle that drives a successful remediation, and the standard names HEPA vacuuming and damp wiping as the two pillars of detail cleaning. Foggers, by contrast, deposit antimicrobial or encapsulant aerosol but do nothing to remove the settled spore mass that clearance air sampling will capture. Crews that reach for a fogger as a shortcut routinely fail clearance because spores were treated, not removed. This matrix sorts the three methods by what each physically accomplishes so you apply them in the correct sequence and stop billing for steps that do not move the clearance needle.
The options
There are three distinct final-cleaning tools, and they are not interchangeable. They sit in a fixed order: gross removal first, HEPA vacuum second, damp wipe third, and only optionally a fog as a post-cleaning treatment that is never a substitute for the first three.
HEPA vacuuming removes settled and embedded particulate from surfaces by mechanical capture through a true HEPA filter rated 99.97 percent at 0.3 microns. It pulls spores, hyphal fragments, and fine dust off porous and semi-porous surfaces a wipe cannot reach. It is the workhorse of detail cleaning and the method most directly correlated with passing a spore-trap clearance.
Damp wiping removes the surface film and any particulate the vacuum loosened but did not capture, using a clean detergent solution and a fresh, frequently changed wiping cloth. It is mandatory on hard non-porous surfaces (studs after sanding, slab, metal, glass) and is the step that takes a surface from visually clean to forensically clean.
Fogging disperses an EPA-registered antimicrobial or an encapsulant as a fine aerosol. Its legitimate role under S520 is as an applied product after cleaning, not as a cleaning method. It treats residual surfaces and reaches geometry a cloth cannot, but it leaves the spore body in place. Treated spores still count on a clearance cassette.
When HEPA vacuum wins
HEPA vacuuming is the default first detail-clean pass on every surface inside containment after gross material removal. It wins outright on:
- Framing lumber after sanding or media blasting, where loosened fines must be lifted before wiping.
- Carpet, upholstery, and salvageable porous contents that cannot be wet-wiped without driving spores deeper.
- Wide horizontal surfaces (top plates, ductboard, joist tops) where settled dust dominates.
- Any surface immediately before damp wiping, because vacuuming first prevents the wipe from smearing loose particulate into a film.
Confirm the unit carries a true HEPA filter, not a HEPA-type or HEPA-style cartridge, and that the housing is sealed so unfiltered air cannot bypass the media. A leaking housing reintroduces what you just captured.
When damp wipe wins
Damp wiping wins on every hard, non-porous, or sealed surface as the final detail step after HEPA vacuuming:
- Cleaned and sanded studs and plates (vacuum then wipe).
- Concrete slab, foundation walls, and CMU after gross removal.
- Sheet-metal ductwork, plenums, and registers.
- Glass, sealed millwork, tile, and any salvaged non-porous content.
Use a clean detergent solution, wring frequently, and turn or replace the cloth on a fixed cadence so you are not redistributing spores. The wipe is the step inspectors visually verify with a white-glove swipe, and it is the difference between a surface that looks clean and one that releases no detectable particulate on a tape lift.
When fogging wins (and when it does not)
Fogging never wins as a cleaning method and is never a substitute for source removal. It has two narrow legitimate uses, both after HEPA vacuum and damp wipe are complete:
- Applying an EPA-registered antimicrobial to treated surfaces per the product label, where the scope of work or referring IEP specifies it.
- Applying an encapsulant or sealer where the standard of care calls for one over arrested, non-removable staining on framing.
A fog applied instead of detail cleaning is the single most common cause of a clearance bounce. If the scope calls for an antimicrobial, fog or spray it only on already-cleaned surfaces, and never present fogging to a client as the remediation itself.
Fogging an antimicrobial or solvent-based encapsulant requires reading the product SDS and respecting the inhalation hazard. Maintain containment and negative pressure during application, keep crew in fit-tested respirators rated for the product, and do not fog while unprotected occupants or other trades are in the building. Antimicrobials are pesticides under FIFRA; off-label use is a federal violation.
Field decision flow
- Has gross contaminated material been removed and bagged? If no, stop. No final-cleaning method substitutes for source removal under S520.
- Surface is porous and salvageable (carpet, content): HEPA vacuum only. Do not wet-wipe.
- Surface is framing after sanding or blasting: HEPA vacuum, then damp wipe.
- Surface is hard non-porous (slab, metal, glass, sealed wood): HEPA vacuum, then damp wipe.
- Scope or IEP specifies an antimicrobial or encapsulant: apply it only after steps 3 and 4 are complete and the surface is visibly clean.
- Tempted to fog instead of vacuum and wipe? Do not. Treated spores fail clearance.
- Allow surfaces to dry, run negative air to clear settled aerosol, then call clearance.
The order is the point. HEPA vacuum lifts, damp wipe removes, and any fog only treats what is already clean. Reverse the order or skip the first two and you will be back inside the containment after a failed cassette.
