Variable-Speed Pump Retrofit ROI
Why this matters
A pool customer running a 1.5 HP single-speed pump 8 hours a day in southern California is paying a moderate a year in electricity just for circulation. The same customer with a variable-speed pump running 16 hours a day at 1,200 RPM pays significantly less. The retrofit pays for itself in 2 to 4 years; after that, it is pure savings. The federal DOE energy-conservation rule for pool pumps (10 CFR 431 Subpart Y) effective July 19, 2021 eliminated most single-speed pool pumps above 1 HP from new manufacture. Existing single-speed pumps remain in service, but every replacement is now a variable-speed by default. The pool tech who can quote the retrofit ROI in 60 seconds at the kitchen table closes the upgrade; the one who just says "variable speeds save money" loses to the spec-sheet contractor.
What changed in 2021
DOE 10 CFR 431 Subpart Y, effective July 19, 2021:
- Pool pumps with total horsepower (THP) over 0.711 must meet specific Weighted Energy Factor (WEF) thresholds
- Single-speed pool pumps in the 1.0 to 5.0 HP range cannot meet WEF; they cannot be manufactured for sale
- Smaller pumps (under 0.711 THP) and specialty pumps remain available as single-speed
Practical effect: any replacement above the smallest fractional-HP pump is now variable-speed. The retrofit market is the existing-installed single-speed market converting to variable speed.
The energy math
A pool pump's energy consumption is proportional to flow rate cubed. Halving the flow rate reduces the power requirement to one-eighth of original.
Example: Single-speed pump, 1.5 HP nameplate, real-world draw 1,800 W during operation. 8 hours per day at full speed = 14.4 kWh per day.
Same pool with variable-speed pump, 1.5 HP / 1.65 THP nameplate:

Single-speed equivalent at same total filtration: 14.4 kWh per day.
Daily savings: 10.6 kWh.
Multiply the 10.6 kWh/day savings by 365 days, then by the customer's actual all-in delivered electric rate (from their utility bill, ¢/kWh). A high-tariff CA-style market produces roughly 40 percent higher annual savings than the U.S. average; pull the live tariff before quoting payback.

Real-world payback in most US markets: 2 to 4 years. After that, full operating savings continue for the 10-year pump life.
Utility rebates
Many utilities offer rebates for variable-speed pool pump installs:
- Southern California Edison: a moderate typical
- Pacific Gas and Electric (PG&E): a modest cost
- Florida Power and Light: a modest cost
- Arizona Public Service: a moderate cost
- Texas TXU, CenterPoint, Oncor: variable
- Federal IRA: no specific pool pump credit, but some state programs link
The pool tech should know local rebates and include them in the customer conversation. A a moderate rebate on a significant retrofit cuts the payback to ~2 to 3 years.
Total Horsepower (THP) explained
DOE rule uses "Total Horsepower (THP)" defined as nameplate horsepower multiplied by the motor's service factor. A 1.5 HP motor with 1.1 service factor is 1.65 THP.

The DOE rule uses THP; the marked HP varies depending on how the manufacturer markets the pump. A "1.5 HP" pump may actually be 1.65 to 2.5 THP. Compare equipment by THP, not by marked HP.
For most residential pools (15,000 to 30,000 gallons), the right variable-speed pump size is 1.5 to 2.5 THP.

For pools with existing automation (Pentair, Hayward, Jandy), match the pump brand to the automation system for seamless integration. Mixing brands requires a separate controller or VFD relay.
Programming the new variable-speed pump
Default factory schedules are typically generic. For the customer's specific pool:
- Skim cycle: 30 to 60 minutes at full speed (3,450 RPM) for surface skimming and debris collection
- Filtration cycle: 8 to 16 hours at low speed (1,000 to 1,800 RPM) for the actual filtration work
- Heat or spa cycles (if applicable): variable speeds for solar collector flow or spa jet operation
- Cleaner cycle (if applicable): full speed for the duration of cleaner operation
Total turnover: the goal is one complete turnover of pool volume every 24 hours. A pump moving 30 GPM at 1,200 RPM moving 14 hours per day = 25,200 gallons / day. For a 20,000 gallon pool, that's 1.25 turnovers; sufficient.
Some customers respond to the math; many want a default "set it and forget it" schedule. Provide both.
