California CSLB B-2 and IICRC WRT Renewal SOP

Why this matters

California is the most aggressive enforcement state in the US for unlicensed water restoration. The Contractors State License Board (CSLB) inspects job sites, follows up on consumer complaints within 30 days, and issues stop-work orders on contracts over $500 written by an unlicensed firm. The relevant license is the B-2 (Residential Remodeling) for most water-loss work, or a C-61 / D-64 (Non-Specialized) limited specialty if your scope stays narrow. On top of CSLB, every tech on a job site needs an IICRC WRT (Water Damage Restoration Technician) certification renewed every year, and the firm needs at least one ASD (Applied Structural Drying) credentialed lead on any Class 3 or Class 4 loss to satisfy carrier panel requirements. This SOP is the calendar and the workflow to keep both stacks current without scrambling the week the project manager's WRT expires.

Step 1 - Map the license stack

You have two parallel renewal tracks: the state license (CSLB B-2 or C-61 / D-64) and the technical certifications (IICRC WRT, ASD, AMRT). Track them in your office calendar separately. The CSLB B-2 renews every two years on the anniversary of issuance. IICRC certifications renew every year and require 14 CECs (Continuing Education Credits) over the four-year IICRC renewal cycle. The CSLB also requires a $25,000 contractor bond, current general liability insurance, and current workers comp for every CA employee.

Step 2 - Set the 120 / 60 / 30 day reminders

For the CSLB B-2:

• T-120 days: Pull the current CSLB license detail from the CSLB website to verify the status is ACTIVE, the bond is current, and the qualifying individual (RME or RMO) is still on file.
• T-60 days: Renewal notice arrives by mail. If you have not received it, call CSLB at the main licensing line and request a duplicate. Late renewal incurs a 50% delinquency fee under Business and Professions Code Section 7140.
• T-30 days: Submit the renewal application with the renewal fee (per current CSLB fee schedule), updated bond rider if the bond carrier changed, and current liability insurance certificate.

For each IICRC certification (WRT, ASD, AMRT):

• T-90 days: Pull the IICRC member portal certification status report. Verify CEC count for the four-year cycle.
• T-60 days: Schedule any missing CECs. IICRC-approved CEC courses are listed on the IICRC training schedule.
• T-30 days: Submit renewal fee in the IICRC portal. Confirm certificate is issued before the expiration date.

Step 3 - Document who holds what

Maintain a single spreadsheet (or use the Manuall Compliance module) with one row per employee and columns for: CSLB qualifying individual status, IICRC WRT number and expiry, IICRC ASD number and expiry, IICRC AMRT number and expiry, OSHA 10 or 30 status, respirator fit test date, and workers comp coverage status. Update on the last business day of every month. Any row with a column expiring inside 60 days gets flagged on the Monday morning ops standup until resolved.

Step 4 - Handle the qualifying individual (RME or RMO)

The CSLB B-2 requires a qualifying individual - either a Responsible Managing Employee (RME) or Responsible Managing Officer (RMO) - who passes the trade and law exams and is named on the license. If the RME or RMO leaves your company, you have 90 days to replace them before CSLB suspends the license. Track this person's continued employment in the same compliance spreadsheet. If they give notice, start the replacement qualifier process immediately - the new candidate must pass both the law and trade exams, which can take 60 to 90 days from application to test sitting.

Step 5 - Renew the contractor bond and insurance

The $25,000 CSLB contractor bond renews annually. Most surety carriers send a renewal notice 60 days out. If your loss ratio on previous claims has risen, the premium goes up - shop the bond to two or three carriers at every renewal. The CSLB also requires a current Certificate of Insurance (COI) showing general liability per BPC Section 7125, and workers comp per Labor Code Section 3700 if you have any employees. Both COIs should list CSLB as a certificate holder so renewal notices flow directly.

Step 6 - Carrier panel requirements stack on top

Once you are on a TPA (Third Party Administrator) or carrier panel like Alacrity, Contractor Connection, or Code Blue, the panel adds its own credential requirements that often exceed CSLB and IICRC. Most panels require ASD on every Class 3 or 4 job, a minimum 24-hour response window, a documented training program, and quarterly QA inspections. The panel will pull your IICRC roster directly from the IICRC member portal and de-list you within days of a lapse. Keep panel-required credentials at the top of your renewal calendar.

Step 7 - Quarterly internal audit

On the first Monday of every quarter, the ops manager pulls the CSLB license detail (public-facing) and screenshots it into the job folder system. Pull the IICRC certification roster from the member portal and confirm every active tech listed in your roster is also listed on IICRC's roster. Mismatches (tech you employ who is not on IICRC's roster) mean either the tech let their cert lapse or the IICRC portal has not synced - either way it gets resolved that week.
