Cat 1 to Cat 2 Cross-Contamination Time Decision Tree

Why this matters

Category 1 water that sits long enough, contacts the wrong materials, or rises above the wrong temperature promotes to Category 2 under IICRC S500 Section 10.5.5. The promotion changes scope, PPE, antimicrobial use, and what gets discarded versus dried. Misreading the promotion window is the single most common reason a job gets rejected on third-party review or comes back as a complaint two weeks later. The clock starts at source, not at arrival; document time of loss on the first page of the job file.

Symptom presentation

You arrive to a "clean water" loss and need to decide before you set equipment. The homeowner's narrative will not resolve it. Three signals from the scene matter:

  • Time since onset. Reported, not assumed.
  • What the water has touched on its way. Drywall paper, fiberglass insulation, carpet pad, OSB subfloor, MDF cabinet boxes are the high-amplification substrates.
  • Temperature of the affected area in the prior 24-48 hours. Above 70 F accelerates microbial activity; above 80 F doubles it.

If any one of these falls into the promotion zone below, you write Category 2 on intake regardless of what the source was.

Quick checks at the door

Before unloading equipment:

  • Confirm the time the source started flowing. "Last night" is not specific enough. "Last night around 9 pm when I went to bed" gives a defensible start time. Document the homeowner's exact words.
  • Touch the wet substrate. Cool to the hand: under 70 F, ambient drying. Warm: cavity has been holding heat with moisture; check thermostat history.
  • Smell. Any musty, sour, or yeasty odor is microbial; do not write Category 1.
  • Visible discoloration along the wet edge. Tannin bleed from wood is Category 1 staining. Dull tan or olive haze on drywall paper is biological growth; promote.

Step 1: how old is the loss?

  • Under 24 hours from source onset, no other promotion triggers present: Category 1.
  • 24 to 48 hours, no other promotion triggers: still Category 1 if porous materials are limited and ambient is under 70 F. Set drying within the shift.
  • 48 to 72 hours: borderline. Apply Step 2 to every affected material.
  • Over 72 hours from source: promote to Category 2 by time alone, even if the source was pristine.

Step 2: what has the water touched?

  • Sealed flooring (tile, sheet vinyl), painted concrete, intact gloss-painted drywall, glass, stainless: low amplification. Stays at the time-based tier.
  • Carpet pad, fiberglass batts, cellulose insulation, drywall paper face, OSB, MDF, unfinished pine: high amplification. Reduce your time threshold by half. A 36-hour loss into carpet pad gets evaluated as if it were 72 hours.
  • Behind cabinet kicks or inside wall cavities (low air movement): amplification multiplier. Treat the cavity as 2x the open-room age.

Step 3: temperature.

  • Under 60 F: amplification near zero; bacterial doubling stretches to 12+ hours.
  • 60 to 70 F: amplification baseline.
  • 70 to 80 F: doubling drops to 2-4 hours. Subtract 24 hours from the time-tier threshold.
  • Over 80 F (summer attic loss, HVAC off, southern climate): doubling under 2 hours. Promote on first arrival.

Step 4: HVAC status during the loss.

  • HVAC ran and circulated: spore transport into other rooms is a Condition 2 expansion risk per S520 (relevant if mold is already visible). For S500 promotion, HVAC running does not by itself promote category, but it expands the scope of the affected area.
  • HVAC off and sealed home (summer, no AC): assume worst-case temperature and humidity. Promote.

Confirming diagnosis

The S500 Section 10.5.5 promotion test runs at every site:

  • Has time-since-source exceeded 48 hours and water contacted porous materials? Promote.
  • Has temperature in the affected area exceeded 80 F at any point since source onset? Promote.
  • Is there visible microbial growth on substrates the water touched? Promote (and consider S520 protocols if growth is established).
  • Did the water pass through a contaminated reservoir (toilet tank with contamination, sediment-laden plumbing on hot side, biofilm in old galvanized)? Promote.

Document the promotion decision in writing on the job notes. Adjusters need to see the specific S500 citation, not "we made a judgment call."

A homeowner-staged "we just discovered it" loss that physical evidence contradicts (dry-curled drywall paper, established tannin staining, visible mold colonies) is not Category 1 because the homeowner says so. Document substrate condition with photographs and write the category the evidence supports. Misrepresenting category to an insurance carrier creates liability exposure for both you and the homeowner.

Remediation by category after promotion

Category 1 (held):

  • Standard dry-in-place where feasible. Antimicrobial optional. No special PPE beyond standard.
  • Dehumidification per S500 Class 1-4.

Category 2 (promoted from 1):

  • Remove and dispose carpet pad, soaked fiberglass insulation, MDF cabinet kicks below flood line. Carpet face may be cleaned and dried if rapid response.
  • Drywall paper face is the failure point; intact paper with light absorption dries; saturated or moldy paper is removed (flood cuts at 12 to 24 inches per S500 Section 12.2).
  • EPA-registered antimicrobial on retained porous surfaces.
  • N95 minimum PPE; full-face for confined cavities.
  • HEPA air filtration during demo to control bioaerosol.

Category 3 (further promotion from 2 if age extends past 48 more hours):

  • Source removal of all porous materials below flood line. No dry-in-place on absorbent substrates.
  • Full PPE per OSHA 29 CFR 1910.134.
  • Containment and negative air filtration.
