Cat 2 Loss, Clock vs Condition Reclassify vs Continue Decision Tree

Why this matters

Water category is not fixed at the moment of loss; it can deteriorate as time, temperature, and contamination act on the water and the materials it touches. A Category 2 loss (water with significant contamination that can cause discomfort or sickness, such as dishwasher or washing-machine overflow, or toilet overflow with urine and no feces) can degrade to Category 3 if it sits long enough or warm enough to support microbial amplification, or if it contacts a contamination source. Restorers must decide, on a job that started as Cat 2, whether the elapsed time and conditions now require reclassification to Cat 3 with all the heavier PPE, containment, and material-removal obligations that triggers, or whether the loss is still legitimately Cat 2 and work continues. Getting this wrong exposes occupants and crew to a biohazard and creates serious liability. The IICRC S500 places this judgment on the restorer and ties it to both elapsed time and observed condition.

Symptom presentation

The job began as a clearly Category 2 source, but on arrival or on day 2 the picture has shifted: an odor has developed, biofilm or slime is visible, the affected materials have been wet and warm for an extended period, or new evidence shows the water contacted a contamination source not known at first call. Sometimes the only change is the clock, the water has simply been sitting for days in warm conditions before the crew was called. Sometimes the change is physical, visible microbial growth or a foul smell that was not there before.

Quick checks

  • Establish the actual elapsed wet time, not the call time. Water that sat for days before discovery may have already crossed into Cat 3 territory regardless of its origin.
  • Note ambient and material temperature. Warm conditions accelerate microbial amplification dramatically.
  • Inspect for visible biofilm, slime, mold growth, or a strong organic odor, all signs of microbial activity that push toward Cat 3.
  • Re-verify the source. A re-inspection may reveal sewage contact, a contamination source, or commingling that was missed initially.
  • Identify affected porous materials still in place, since reclassification changes whether they can be dried or must be removed.

Isolation tree

  • Branch 1, Cat 2 source AND short elapsed time AND no microbial signs AND cool conditions AND no new contamination source: still Category 2. Continue Cat 2 protocols, dry salvageable materials, monitor for change.
  • Branch 2, Cat 2 source AND visible microbial growth, biofilm, or strong organic odor present: reclassify toward Category 3. Microbial amplification has occurred; treat as contaminated.
  • Branch 3, Cat 2 source AND extended warm wet time even without obvious growth: reclassify upward. Time plus temperature presumes amplification; S500 treats prolonged warm dwell as a category driver.
  • Branch 4, Cat 2 source AND re-inspection reveals sewage or contamination-source contact: Category 3 by source. Reclassify and follow Cat 3 handling.
  • Branch 5, ambiguous, some signs but not definitive: take the protective path. Reclassify upward, document the indicators, and protect occupants and crew rather than under-classify.

Category 3 water and microbially amplified Category 2 water are biohazards. Crews must use category-appropriate PPE including respiratory protection, gloves, and protective clothing per OSHA and IICRC S500. Visibly contaminated porous materials cannot be cleaned in place and must be removed and disposed of. When in doubt about whether a loss has reclassified upward, treat it as the higher category until evidence proves otherwise.

Confirming diagnosis

Confirm reclassification on documented evidence, not convenience. The decision is driven by the elapsed time the materials were wet, the temperature during that time, the presence of visible microbial growth or odor, and the actual source on re-inspection. Photograph and log every indicator: visible growth, biofilm, odor, standing-water duration, and temperature. The restorer's professional judgment, recorded with supporting observations, is the standard; S500 does not require lab confirmation to reclassify upward when field indicators are present, and erring toward the protective category is defensible while erring downward is not. Communicate the reclassification and its consequences to the client and the adjuster in writing before scope changes.

Remediation

If the loss remains Category 2, continue with Cat 2 cleaning, antimicrobial application per label directions, and drying of salvageable materials, while monitoring for any change in odor or growth. If the loss reclassifies to Category 3 or amplified Cat 2, stop, re-establish containment with negative air, upgrade crew PPE, remove visibly contaminated porous materials rather than drying them, clean and apply an appropriate antimicrobial to salvageable surfaces per directions, and verify post-remediation before reconstruction. Update the scope, documentation, and authorization to reflect the new category, and notify all parties. Keep the elapsed-time, temperature, and condition evidence in the file so the reclassification decision is fully defensible.
