Flood Cut vs Controlled Demo vs Dry-In-Place: Category 2 Decision Matrix

Why this matters

Category 2 water (gray water with significant contamination but not the gross biological load of Category 3) sits in the gray zone of scope decisions, and the wrong call costs real money in both directions. Dry a contaminated assembly in place and you leave a microbial and odor problem inside the wall; tear out everything reflexively and you inflate the loss and damage the customer relationship. The three live options are a flood cut (remove the lower band of drywall to expose and dry the cavity), controlled demolition (selective removal of unsalvageable contaminated materials), and dry-in-place (keep the assembly and dry it where contamination and material permit). The deciding factors are the contamination level, whether the wet material is porous or semi-porous, how long it has been wet, what is trapped in the cavity, and whether you can decontaminate and verify what you keep. This matrix lays out when each path is correct.

The options

  • Flood cut: cut and remove drywall in a horizontal band above the wet line (commonly a foot or two above the highest moisture reading), pull wet insulation, and dry the exposed cavity directly. Used when the wall surface is contaminated or wet-through and the cavity holds water or porous insulation that cannot be dried behind intact drywall.
  • Controlled demolition: targeted removal of the specific materials that cannot be cleaned, decontaminated, and dried, leaving salvageable assemblies intact. This is selective, evidence-driven removal, not a full gut.
  • Dry-in-place: retain the assembly and dry it with surface airflow and cavity ventilation (weep holes, cavity injection) after the surface has been cleaned and an antimicrobial applied. Used when the material is restorable, contamination is light and surface-level, and the cavity can be reached and verified without removal.

When flood cut wins

A flood cut wins when porous insulation is wet behind the drywall, when the drywall has wicked water high enough that cavity drying behind it is unreliable, or when contamination has penetrated the assembly such that surface cleaning alone will not decontaminate what you keep. It is the standard move for a Category 2 wall with wet fiberglass or cellulose in the cavity, because that insulation must come out and the cavity must be exposed to airflow and antimicrobial treatment. The flood cut preserves the upper, dry, uncontaminated drywall and limits the demolition to the affected band, which is both faster to dry and cheaper to rebuild than full removal.

When controlled demo wins

Controlled demolition wins when specific materials are unsalvageable but the surrounding assembly is sound: a swollen base of MDF trim, a delaminated panel, a section of carpet pad that absorbed contaminated water, or cabinetry kickboards that wicked gray water. It also wins when the contamination or wet zone is irregular and does not follow a clean horizontal band, so a uniform flood cut would either leave wet material or remove dry material unnecessarily. The discipline of controlled demo is that each removal is justified by a reading or an observed condition: contaminated, unsalvageable, or impossible to dry and verify in place. Everything that can be cleaned, treated, and dried stays.

When dry-in-place wins

Dry-in-place wins when the material is semi-porous or restorable, the contamination is light and confined to the surface, the assembly was wet for a short time, and you can reach and verify the cavity without opening it. A Category 2 loss caught quickly on a wall with no cavity insulation, where the surface can be cleaned and treated and the cavity ventilated through weep holes or behind-baseboard access, is a legitimate dry-in-place candidate. The conditions are strict: you must be able to decontaminate what stays, drive airflow into the cavity, and verify the deep layer to a dry standard. If you cannot verify the cavity, you cannot dry it in place.

Field decision flow

  1. Is the cavity insulated with wet porous insulation? Yes: flood cut to remove insulation and expose the cavity. No: continue.
  2. Are there discrete unsalvageable contaminated materials (swollen trim, delaminated panel, contaminated pad)? Yes: controlled demo those items; evaluate the remaining assembly separately. No: continue.
  3. Is contamination light, surface-confined, the wet duration short, and the cavity reachable and verifiable without opening? Yes: dry-in-place after cleaning and antimicrobial application. No: flood cut.
  4. Can you decontaminate and verify everything you intend to keep? If no for any retained material, escalate that material to removal.
  5. Any escalation toward Category 3 (odor, biological load, sewage)? Stop, reclassify, and follow the more aggressive removal and PPE protocol.

Category 2 water carries microbiological and chemical contamination that can sicken occupants and workers. Wear at least N95 or half-face respiration, eye protection, and gloves, clean and apply an EPA-registered antimicrobial to retained surfaces, and reclassify to Category 3 immediately if you encounter sewage, gross organic load, or strong biological odor.
