Ladder Safety Per ANSI A14
Why this matters
Ladders cause more window-cleaning injuries than any other single piece of equipment. OSHA does not have a residential-window-cleaning standard, but it does enforce the general duty clause and the construction-industry ladder rules at 29 CFR 1926.1053, which incorporate the ANSI A14 series by reference. A cleaner who falls from a 24-foot extension ladder onto pavement has roughly a 1-in-3 chance of permanent disability. This article gives the duty rating, setup geometry, tie-off rule, and inspection cadence that keep your crew off the report-an-incident list.
ANSI A14 standard family
The ANSI A14 series covers ladder design, performance, and use by material:
- ANSI A14.1 - Wood ladders.
- ANSI A14.2 - Portable metal ladders (aluminum extension and step ladders are the window-cleaning workhorses).
- ANSI A14.5 - Portable reinforced plastic / fiberglass ladders (required near electrical work; window cleaners use these when working under or near service drops).
- ANSI A14.7 - Mobile ladder stands and ladder-stand platforms.
The standards specify duty ratings, rung spacing, side-rail strength, slip resistance, and labeling. A ladder that does not carry the ANSI label cannot be assumed compliant.
Duty ratings
The duty rating is the maximum combined load (worker plus tools plus equipment) the ladder is designed to support:
- Type IAA - 375 lb. Special duty, professional use.
- Type IA - 300 lb. Extra heavy duty, professional / industrial.
- Type I - 250 lb. Heavy duty.
- Type II - 225 lb. Medium duty.
- Type III - 200 lb. Light duty, household.
For commercial window cleaning, do not buy below Type IA. A 220-lb cleaner with a 5-gallon bucket, squeegees, scrapers, and a tool belt is at 260 to 280 lb total - already over a Type II rating.
Setup geometry - the 4-to-1 rule
Per ANSI A14.2 and 29 CFR 1926.1053(b)(5)(i), an extension ladder must be set so the base is one foot away from the wall for every four feet of working height (working height is measured from base to upper support, not to the top of the ladder). A 20-foot working-height setup needs a 5-foot base offset. Steeper than 4:1 increases tip-back risk; shallower than 4:1 increases foot-skid risk.
Three additional setup rules from A14.2:
- The ladder must extend at least 3 feet above the upper landing or upper point of support (1926.1053(b)(1)).
- The top of an extension ladder must rest against a solid surface, not against the glass or against a gutter that can deform under load.
- The base must rest on a firm, level surface. Soft ground requires a ladder leveler or a sheet of plywood; uneven steps require a step-leveler accessory.
Tie-off and stabilization
Any ladder reaching the eave of a 2-story house should be tied off at the top to prevent side-slip and tip-out. Standard practice: a 2-foot length of rope or strap secured around a rake board, gutter bracket (not the gutter itself), or anchor screw temporarily installed in the fascia. The tie-off is the difference between a ladder that walks and one that stays put when the cleaner leans for the last foot of reach.
For window cleaning specifically, a stand-off or ladder stabilizer that bears on the wall (not on the gutter) widens the contact patch and lets the cleaner work the full width of a window without overreaching. ANSI A14.2 permits stabilizers when they are listed accessories for that ladder model.
Overreaching is the most common ladder fall mechanism. The rule: belt buckle stays inside the side rails. If the work is more than an arm's length to the side, climb down and reposition. A water-fed pole eliminates this risk on most residential work and is the engineered fix when reach is the constraint.
Electrical clearance
Aluminum ladders are conductive. Per 29 CFR 1926.1053(b)(12) and ANSI A14.5 guidance, do not use a metal ladder within 10 feet of energized overhead lines under 50 kV. Window cleaners doing two-story residential routinely set up under service drops to the meter; the fiberglass ladder is the only acceptable tool in that location.
Inspection cadence
Per ANSI A14.2 Annex B and OSHA 1926.1053(b)(15)-(16), inspect ladders before each use and remove from service if damaged. Daily walk-around items:
- Side rails bent, cracked, or dented past 1/8 inch deflection.
- Rungs loose, missing, bent, or covered with grease/paint that hides damage.
- Locks, pulleys, ropes, feet, and spreaders functional.
- Labels legible (a ladder without a duty-rating label is out of service).
- Feet not worn through the tread cap.
Tag damaged ladders DO NOT USE and remove from the truck the same day. A ladder retired from service should be destroyed before disposal so it cannot be picked back up.
