Ladder vs Scaffold vs Lift Decision
Why this matters
OSHA's annual fall injury statistics put roofing and window cleaning at the top of the list. Falls account for the majority of serious window cleaning injuries; the wrong access method is the leading factor. A ladder is right for some jobs and absurdly dangerous for others; a scaffold or lift is right for some jobs and overkill for others. The decision matters for safety (OSHA penalties and worker injury), efficiency (matching the right tool to the job), and customer experience (proper setup affects perceived professionalism). The supply of techs who genuinely understand fall protection beyond "wear a harness" is small.

- Ladder must extend 3 ft above the upper landing
- Ladder angle: 4:1 (4 ft height to 1 ft out)
- Ladder feet on stable surface
- Don't stand on top 3 rungs
- Maintain 3-point contact (2 hands + 1 foot, or 2 feet + 1 hand)
- Inspect ladder before each use
- Don't move ladder while in use (climb down, move, climb up)
Ladder limitations
- Maximum effective working height (extension): 32 to 40 ft for most setups
- Stability decreases with height
- Worker reach limited to approximately 5 ft from the side
- Cannot easily reach windows in window-well or recessed locations
When ladder is the right choice
- 1 to 2 story residential
- A few specific windows at a height
- Customer comfortable with ladder presence
- Tight work area where lift won't fit
- Customer's budget for the job is modest
When ladder is NOT the right choice
- Working over 30 ft with no other fall protection
- Multiple stories with many windows
- Unstable ground (soft soil, slope)
- Wet or icy surface
- Worker working alone (no spotter)
- High wind conditions

Lift safety

- Pre-shift inspection
- Site assessment (ground stability, overhead obstructions, slopes)
- Fall protection (harness, lanyard, anchored to lift)
- Spotter for some operations
Lift limitations
- Outdoor operation in high wind: stop work (most lifts have wind speed limits)
- Indoor operation: ceiling height, doorway clearances
- Cost (rental adds up over multiple days)
OSHA fall protection requirements
OSHA 29 CFR 1926 Subpart M (Fall Protection in Construction) for construction-context work:
- Fall protection required at any work above 6 ft
- Personal Fall Arrest System (PFAS) is one option
- Guardrails are another
- Safety nets are a third
For window cleaning specifically:
- PFAS most common
- Anchor to rated anchor (per manufacturer)
- Harness inspection prior to each use
- Lanyard length and material rated for the application
- 6-foot fall clearance below the worker

When the right choice changes mid-job
Sometimes the work reveals the choice was wrong:
- Ladder set up; discovered windows behind shrubbery (boom lift would reach over)
- Boom lift set up; discovered access too tight (must transition to scaffold)
- Scaffold set up; discovered the building required specialized scaffolding

- Charge for the additional setup time

Residential 2-story
- Front of house (typical good access): ladder + WFP standard
- Back of house (potential obstacles): ladder if access works, WFP if not, scaffold if specific issue
- Sides of house: ladder or WFP
Storefront commercial
- Single story: ladder for top of windows; standard for lower
- 2 to 3 story: WFP often best
Office building (mid-rise)
- Up to 6 stories: boom lift typically
- 7 to 10 stories: boom lift if reach allows; otherwise scaffold or suspended
High-rise
- 10+ stories: suspended scaffold or building maintenance unit
