OSHA 29 CFR 1910.66 Powered Platforms For Building Maintenance
Why this matters
OSHA 29 CFR 1910.66 governs every powered platform used to clean exterior building surfaces above grade. Window cleaning crews working from suspended scaffolds, boatswain's chairs hung from davit arms, and rooftop-mounted building maintenance units (BMUs) all fall under this standard. A single missed annual inspection or an undocumented rigging plan can void coverage, expose the contractor to citations starting at $16,131 per serious violation (2024 maximum), and convert a routine slip into a wrongful-death claim. This article is the field-reference cheat sheet your route supervisors should consult before pricing any building taller than 75 feet or any project that involves rooftop tie-back anchors.
Scope and applicability
1910.66 applies to powered platforms permanently dedicated to a building, plus the rooftop equipment that supports them: davits, outrigger beams, parapet clamps, tie-back anchors, and stabilization tie-ins. It does NOT cover temporary suspended scaffolds installed for a single project (those fall under 1926 Subpart L). The distinguishing test is the building owner's intent: if the equipment stays after the contractor leaves, 1910.66 applies. If the rig comes down at job's end, 1926.451 applies. Many older buildings have grandfathered installations predating the 1989 final rule; per 1910.66(c)(2), pre-1989 equipment must still meet the original installation standard plus the operational requirements of paragraphs (g) through (l).
Building owner versus contractor responsibilities
The building owner bears the inspection, maintenance, and certification burden under 1910.66(g). The owner must provide the contractor with:
- A copy of the most recent annual inspection certification (within the last 12 months).
- Tie-back anchor load test records (4-year recertification cycle per 1910.66(c)(11)).
- Roof drawings showing anchor locations, davit sockets, and any obstructions.
- The building's emergency rescue plan including stranded-worker retrieval procedures.
The contractor verifies these documents BEFORE rigging. If the building owner cannot produce current records, the job stops. Document the refusal in your CRM job notes and decline the work in writing. This protects you from joint citation exposure under OSHA's multi-employer worksite doctrine.
Tie-back anchor requirements
Per 1910.66(c)(11) and Appendix C, each tie-back anchor must support a 5,000 lb dead load OR be designed by a registered professional engineer for a working load of at least 2,500 lb with a safety factor of 4. Independent tie-backs (one per worker) are required when a platform exceeds 53 degrees from vertical or when stabilization is achieved by tie-back rather than continuous building face contact. Common field failure modes:
- Anchor identification tags missing or illegible. Per Appendix C, anchors must carry permanent identification visible from the staging area.
- Anchors painted over during building facade refurb, hiding cracks in the welds.
- Roof membrane replacement that severed the anchor's substrate without re-attachment.
If any of these conditions is present, the anchor is non-conforming until a PE inspects and re-certifies.
Never rig from an HVAC unit, satellite dish mount, lightning rod base, or any rooftop attachment not specifically identified as a fall protection anchor on the building's anchor drawings. Field crews have died from this exact failure mode. The presence of a steel beam does not make it a rated anchor.
Daily inspection checklist
Per 1910.66(g)(2), the contractor performs a documented daily inspection before each shift. Capture the following in your job's checklist template:
- Wire rope: no kinks, no bird-caging, no broken wires exceeding the limits in Table D-1 (6 random or 3 in any one strand within one lay length).
- Hoist motor: no oil leaks, brake holds load at 125% of rated capacity.
- Suspension and secondary lines: independent termination at separate anchors.
- Personal fall arrest system: independent vertical lifeline, separately anchored, with a rope grab rated for the user's combined tool and body weight.
- Stabilization: continuous-face buildings get continuous contact; stand-off buildings get intermittent tie-ins per the rigging plan.
Crews must sign and date the inspection record. Retain for three years per 1910.66(h)(4).
Training requirements
1910.66(i) mandates training for every operator, with refresher training when equipment changes or the worker demonstrates unsafe practice. Training topics: operating procedures, emergency action plan, fall protection use, rescue procedures, daily inspection. Document each worker's training in the Manuall Compliance module - certifications tab. Training records must include trainer identification, date, topics covered, and competency demonstration method.
Rescue plan
Per 1910.66(e)(9), a documented rescue plan is required BEFORE work begins. A self-rescue policy alone is insufficient when the worker is suspended from a single point. Crews must be able to retrieve a stranded worker within the time limit set by their fall arrest harness manufacturer (typically 15 minutes before suspension trauma onset). Calling 911 is not a plan - municipal high-angle rescue response times routinely exceed 60 minutes. The plan must identify the rescue equipment on site (descent device, second platform, or rooftop crane access) and the trained personnel.
