Safety Harness Rigging for Window Cleaning

Why this matters

A worker who falls from height because their harness was rigged wrong is the most-preventable fatal injury in the window cleaning trade. OSHA's fall investigation reports consistently show: the harness was either not used, was used incorrectly, or was anchored to an unsuitable point. The skill of correct harness use is not difficult; the discipline is. A contractor whose crew never compromises on harness rigging, who refuses jobs where proper anchoring is not possible, and who inspects harnesses before each use protects the team from the leading cause of fatalities in their trade.

When to use

Per OSHA, fall protection is required at any work above:

  • 4 ft in general industry (29 CFR 1910)
  • 6 ft in construction (29 CFR 1926)

For window cleaning, the construction standard applies for new construction and renovation; general industry applies for ongoing service.

A Personal Fall Arrest System (PFAS) is the typical fall protection for most window cleaning, supplemented by:

  • Guardrails (where existing on building)
  • Travel restraint (limits worker movement to prevent fall)
  • Positioning systems (allow hands-free work at height)

PFAS components

A complete Personal Fall Arrest System has 4 parts:

Body harness Distributes fall force across worker's body
Lanyard Connects harness to anchor
Anchor Rated tie-back point on building or equipment
Connector Hardware connecting components (carabiners, snap hooks)

All four must be present and functional. Missing any one renders the system non-functional.

The harness

Full-body harness requirement

Per OSHA 1926.502(d), the harness must be a full-body design:

  • Distributes force across shoulders, thighs, chest
  • Does NOT use waist or chest strap as the primary support
  • Lifts the worker into an upright position during the fall

Banned for fall arrest (still used for positioning only):

  • Body belts (waist-only)
  • Single-strap harnesses

D-ring location

The harness has a D-ring on the back (dorsal) for connecting the lanyard. Some harnesses have additional D-rings:

  • Side D-rings: for positioning only (not fall arrest)
  • Front D-ring: for ladder climbing (sternal)
  • Shoulder D-rings: rescue and confined space

For window cleaning, the dorsal (back) D-ring is the primary connection.

Fit

Proper fit is critical:

  • Snug across the back
  • Leg straps snug (cannot pinch the worker's leg uncomfortably; cannot be loose)
  • Shoulder straps snug
  • Sub-pelvic strap snug
  • No twisted straps
  • Buckles all engaged

Inspection before each use

The OSHA-required pre-use inspection:

  • All straps for wear, fraying, cuts
  • All hardware for cracks, bends, corrosion
  • D-ring for cracks or distortion
  • Buckles for proper function
  • Stitching intact
  • Manufacturer's tag legible (verify ANSI Z359 compliance)

A failed inspection means the harness is removed from service until repaired or replaced. Tag and isolate.

The lanyard

Types

Shock-absorbing lanyard

A shock-absorbing lanyard:

  • Has a deceleration device that extends during a fall
  • Reduces the peak force on the worker to under 1800 lbs (per ANSI / OSHA)
  • After a fall (deceleration), the lanyard is permanently extended and must be retired
  • Typical extension: up to 42 inches additional length during the fall

The deceleration device sometimes adds 3 to 4 ft to the fall distance; calculate total fall clearance considering this.

Self-retracting lifeline (SRL)

Modern preferred fall protection:

  • Reels lifeline in and out as worker moves
  • Locks automatically on rapid extension (the fall)
  • No deceleration extension
  • Limit fall distance to 1 to 3 ft typically

Cost: a moderate for typical SRL.

For most window cleaning, an SRL is the right choice unless the work area doesn't allow it.

The anchor

Anchor strength

OSHA requires fall protection anchors to support:

  • 5,000 lbs per attached worker, OR
  • Twice the maximum arresting force

Most modern anchors are designed for 5,000 lbs or more.

Suitable anchors

For window cleaning, suitable anchors:

  • Engineered tie-back anchors on buildings (high-rise typical)
  • Roof anchor systems (parapet anchors, davits)
  • Boom lift platform anchors
  • Aerial work platform anchors
  • Properly rated overhead beam connectors (commercial)
  • Concrete anchors with proper installation

Unsuitable anchors (DO NOT USE):

  • HVAC ductwork
  • Plumbing vents
  • Light fixtures
  • Electrical conduit
  • Trees (variable strength)
  • Unrated brackets

Verify EVERY anchor for the work. If the anchor is questionable, use an alternative.

Anchor placement

The anchor should be:

  • Above the worker (allows fall arrest below the worker)
  • Within the worker's reach when standing at full height (prevents excessive arrest distance)
  • Engineered for the specific load (5000 lb minimum per worker)

Fall clearance

The total fall distance includes:

  • Worker height (typical 6 ft head-to-feet)
  • Lanyard length (typical 6 ft, or SRL distance ~3 ft)
  • Deceleration device extension (typically 3 to 4 ft for shock-absorbing; 0 for SRL)
  • Safety factor (typically 2 to 3 ft)

For shock-absorbing lanyard: total fall clearance 18 to 20 ft below the anchor.

For SRL: total fall clearance 6 to 10 ft below the anchor.

Verify the fall clearance is adequate for the work location. If not, change the work location or method.

Connector hardware

All connectors:

  • ANSI Z359 certified
  • Manufactured to spec
  • Inspected for proper function
  • Lock automatically (auto-locking carabiners or snap hooks)

Banned:

  • Non-locking carabiners (twist to open)
  • Multiple connections through a single connector
  • Connection of two snap hooks together

Rigging procedure

Step 1: Plan the work

Before any height work:

  • Identify the anchor location
  • Verify anchor is rated for the load
  • Compute fall clearance
  • Identify exit paths if injury occurs

Step 2: Don the harness

  • Step into harness
  • Bring shoulder straps over each shoulder
  • Connect chest strap (mid-chest)
  • Connect waist strap (snug)
  • Connect leg straps (snug)
  • Verify all buckles engaged

Step 3: Inspect the lanyard or SRL

  • Check for damage
  • Verify shock absorber intact
  • Verify SRL extends and retracts smoothly
  • Verify SRL locks on rapid extension
