Stage 3 Glazed Creosote Removal Decision Tree

Why this matters

Stage 3 creosote (commonly called glazed creosote) is the hardened, tar-like, shiny black deposit that forms when stage 1 and stage 2 creosote are repeatedly heated, partially burned, and recondensed onto chimney liner surfaces over multiple burn seasons. The Chimney Safety Institute of America (CSIA) recognizes three stages of creosote: stage 1 is sooty and flaky and removes with a standard chimney brush, stage 2 is granular and tar-like and resists brushing but yields to mechanical agitation, stage 3 is glazed and chemically bonded to the liner substrate and requires either chemical pre-treatment with a creosote modifier followed by mechanical removal or, in extreme cases, removal and replacement of the affected liner. The decision tree below sequences the assessment from CSIA inspection level (level 1, 2, or 3) through removal method selection to the relining-vs-cleaning economic call.

Step 1: Confirm the stage classification

Stage 1 creosote brushes off in dry flakes; the brush returns visibly loaded with material. Stage 2 creosote requires force to scrape; the surface remains discolored after brushing but the deposit thickness reduces. Stage 3 creosote appears as a dark, often shiny, tar-like film that cannot be brushed off and may run smooth or display a "wet-looking" sheen even when cold. Stage 3 typically forms in the cooler upper section of the flue where flue-gas temperature drops below the dewpoint of the volatile combustion products. Multiple stages frequently coexist in different flue sections; the assessment is per-section, not per-chimney.

Step 2: Determine total accumulation thickness

NFPA 211 section 14.5.1 references a 1/8 inch (3 mm) accumulation as a threshold requiring removal before continued use. CSIA's chimney sweep code of ethics and educational materials use the same threshold. Stage 3 glaze can be 1/8 inch and still appear thin to the unaided eye because it is not granular; verify with a depth gauge or a probe scraping. Glazed accumulation over 1/4 inch in continuous coverage of a flue section, regardless of section dimension, is reason to halt all wood-burning use of the appliance until removal is complete; the chimney fire risk under those conditions is acute.

Step 3: Identify the root cause

Stage 3 creosote is a symptom of: sustained cold flue temperatures (oversized chimney, exterior unlined chimney with inadequate insulation, masonry chimney without an interior liner), habitual burning of green or wet wood (above 20 percent moisture), airtight stove operation at low burn rate for extended periods (smolder rather than active flame), or restricted secondary air on EPA-certified stoves with damaged secondary air systems. Treating the glaze without correcting the cause means the glaze returns within the next burn season. Document operational history in the customer interview.

Step 4: Decision branch

For glazed accumulation under 1/4 inch on intact clay tile or stainless liner, the standard path is chemical creosote modifier applied per manufacturer instructions. The modifier breaks down the glaze-liner bond over multiple treatment cycles, after which mechanical brushing removes the loosened material. The treatment is multi-step and spans days or weeks; the appliance is out of service during treatment.

For glaze over 1/4 inch, glaze on a deteriorated liner (cracked tile, separated joints, mortar shaling), or glaze on an unlined masonry flue, economics favor liner replacement over chemical removal. Modern stainless steel liners under UL 1777 listing replace the full flue surface with a clean, sized-to-appliance, insulated channel.

Step 5: Mechanical removal technique

After chemical modifier dwell, mechanical removal uses specialty tools: chain-style rotary cleaners spun on flexible rod, stiffer-than-standard wire-brush rotary cleaners, and low-RPM scrapers. Apply rotation against the loosened glaze while progressing slowly through the flue; aggressive force fractures clay tile and damages stainless liners. Required PPE: P100 respiratory protection (sometimes supplied air), full-coverage clothing, eye protection, and HEPA-filtered vacuum at the cleanout. Stage 3 dust contains polycyclic aromatic hydrocarbons (EPA-listed carcinogens); exposure is to be minimized.

Step 6: Chimney fire history

A chimney with documented or suspected chimney-fire history requires CSIA Level 2 inspection minimum, often Level 3, per NFPA 211 section 14.2. Fire heat can spall clay tile, separate mortar joints, warp stainless liner, and ignite framing in concealed spaces. Post-fire glaze removal is secondary to structural assessment; the chimney does not return to service until liner integrity is confirmed by full-length camera inspection. The report goes to the insurance carrier and frequently to the local fire marshal under jurisdictional reporting.

Step 7: Customer-facing scope

The choice between chemical modifier (multi-step, restores existing liner) and relining (replaces liner) is the customer's call once the sweep presents the assessment with photos and camera video. Supporting documentation: CSIA inspection level performed and findings, glaze photos with scale reference, full-length camera video, liner condition assessment, and cause-of-glaze analysis. A customer who declines remediation signs an unsafe-condition acknowledgment; the sweep documents the decline and discontinues service until remediation is complete.

Do not chemically pre-treat and then immediately attempt removal in the same visit on a heavy stage 3 deposit. The modifier requires the manufacturer-specified dwell time (frequently multiple burn cycles or extended ambient soak) to break the chemical bond. Premature mechanical attack on a modifier-soaked but unloosened glaze can damage the liner and produce airborne PAH-containing debris that compromises the work area air quality.

Sequencing with appliance servicing

Stage 3 glaze frequently coincides with appliance issues: damaged stove gaskets, damaged secondary air on EPA-certified stoves, damaged catalytic combustor on cat stoves, or undersized appliance forcing chronic low-burn. Coordinate the appliance tech's diagnosis with the chimney work; fixing the chimney without fixing the operating condition guarantees the glaze returns.

Documentation retained

Retain at least 7 years (longer for insurance or fire claims): the inspection report with CSIA Level, chimney camera video, glaze photographs with depth gauge, customer signature on assessment and recommendation, SDS for any chemical modifier used, installation documentation for any liner replacement, and the final post-remediation camera video.
