IRC R507 2024 vs 2018 Ledger Bolt Spacing Trigger
Why this matters
Local jurisdictions adopt the IRC on a staggered cycle. The state may be on 2018 IRC while the county is on 2021 IRC and the AHJ has a 2024 amendment file under review. A deck pulled this week may be inspected against the 2018 R507.9.1.3 lag table, while the same builder's job across the county line gets inspected against 2021. The difference in lag-bolt and through-bolt spacing between cycles is large enough to fail a fully-built deck and force re-attachment. The senior builder, the office estimator, and the permit runner all need to know which cycle the AHJ is on before quoting fastener counts. This article walks the cycle differences, the trigger event for inspection, and the safe-default that passes all three cycles.
Symptom presentation - the permit-counter call
You hear one of three things at the permit counter. First, "we are on the 2018 IRC with [State] amendments" - common in TX, MO, AL, and most rural counties. Second, "we are on the 2021 IRC" - common in CO, OR, WA, MA, NJ, and most major-metro counties. Third, "we follow the [State] residential code" which references an IRC year buried in the state statute. Each cycle has different ledger-bolt tables, and the 2021 cycle introduced the lateral-load device requirement at R507.9.2 that 2015 and 2018 did not require.
Quick checks before bidding fasteners
- Pull the AHJ's current code-cycle adoption letter from the building department website. It is published; you do not need to ask.
- Note any local amendments. AHJ amendments to R507 are common in coastal/seismic areas - California Title 24 carries an amendment to R507.9.2 for SDC D0/D1/D2 lateral devices that differs from IRC base.
- Note the deck joist size and species. R507 tables vary by 2x8 SPF vs 2x10 PT vs 2x12 SYP. The spacing changes with joist size.
- Confirm the ledger lumber. PT lumber - tables apply directly. Untreated lumber - prohibited as a ledger (R507.2.1 requires PT to AWPA U1 UC4A for ledger boards).
- Get the band joist or rim joist species and condition behind the ledger. 2018 and 2021 R507 assume solid sawn or LVL band joist. I-joist rim without backer block needs additional engineering.
Isolation tree - which cycle applies
Branch 1 - AHJ confirms 2015 or 2018 IRC. Use Table R507.2 (2015) or R507.9.1.3 (2018) for 1/2-inch lag spacing. For 2x8 PT joist, 11 ft span: 32 inches o.c. spacing. For 2x10 PT, 12 ft span: 23 inches o.c. Lateral-load device NOT required by 2015 or 2018 base IRC (some AHJ amendments add it).
Branch 2 - AHJ confirms 2021 IRC. Use Table R507.9.1.3(1). Spacing schedule is similar to 2018 for lag bolts. R507.9.2 lateral-load requirement is mandatory - minimum two Simpson DTT2Z or equivalent ICC-ES-listed devices at the deck-to-house connection, one near each end of the ledger. R507.9.1.3 also clarified the prohibition on attachment to brick veneer that some 2018 inspectors were inconsistently enforcing.
Branch 3 - AHJ confirms 2024 IRC or a state amendment referencing the 2024 cycle. 2024 R507 carried the 2021 prescriptive table forward unchanged in the base text but tightened the band-joist substrate requirements: I-joist rims now require a manufacturer-specified squash block or backer block when carrying a ledger, documented per the I-joist manufacturer's evaluation report. Lateral-load device requirement remains at two minimum, with clearer language on placement. The most visible 2024 change is the prescriptive deck snow-load tables in R507.5, not the ledger tables.
Branch 4 - AHJ amendment overlay regardless of base cycle. California Building Code (CBC) and California Residential Code (CRC) carry Title 24 amendments to R507 including SDC D0/D1/D2 lateral load and the SB721/SB326 multifamily inspection program. Florida Building Code (FBC) carries HVHZ amendments for Miami-Dade and Broward including all-stainless fastener requirements per FBC R4406.
Confirming diagnosis - the safe-default spacing
For estimating across mixed AHJs, the safe-default that passes all three cycles is: 1/2-inch through-bolts at maximum 16 inches on center for any joist size up to 12-foot span on PT 2x10 with PT band joist. This is tighter than any cycle requires but never fails inspection. Material cost increase is roughly 35 percent more bolts; labor cost is similar. The estimating shop's call is whether to spec the safe-default on every job or to bid the cycle-specific table and hope nothing slips through.
Add the lateral-load device on every job regardless of cycle. The cost is two Simpson DTT2Z plus two SDS screws plus two anchor screws or threaded rods - under 50 dollars in materials per deck. Field labor under 30 minutes per device. This is cheap liability insurance even when the AHJ is on 2018 and does not require it.
Never substitute structural screws (SDWS, GRK RSS, etc.) for the prescriptive lag or bolt in IRC R507.9.1.3 unless the substitute has a current ICC-ES ESR that lists it as equivalent for deck-ledger attachment. Most structural screws are NOT listed for deck-ledger use, even when their pure withdrawal capacity exceeds a 1/2-inch lag. The inspector will fail it.
Remediation - retrofit on a cycle change
If a deck was inspected and passed on a 2015 or 2018 cycle and the AHJ has since adopted 2021 IRC, the deck is grandfathered. No retrofit required unless a permitted alteration triggers re-inspection. If a deck was built without a permit and the AHJ discovers it during a real-estate transaction, the inspector applies the current cycle to the unpermitted work. Retrofit to current cycle: add through-bolts to current spacing, install lateral-load devices, photograph flashing condition.
