Ledger Flashing or Siding vs Grade: Which Rots the Band Board Decision Tree
Why this matters
The band board (rim joist) behind a deck ledger is the single most safety-critical piece of wood on the whole structure, because the lateral and gravity loads of the ledger transfer through it into the house. When it rots, the lag schedule means nothing: the fasteners are gripping mush. Rot at the band board has three common water sources, and they are not interchangeable. Flashing failure drives water in from above and behind. Siding-to-grade contact or improper siding termination wicks water against the band from the wall plane. Grade that is too high or sloped toward the house keeps the band board wet from below. Each source leaves a different stain pattern, a different moisture distribution, and demands a different fix. Chasing the wrong one means re-flashing a ledger whose real problem was eight inches of mulch packed against the siding, and the rot keeps marching.
This is also where the inspector and the insurer both look first after a collapse, so getting the cause right is liability protection as much as a repair decision.
Symptom presentation
- Rot heaviest along the top edge of the band, behind the ledger top, with rust streaks below the flashing line points at flashing.
- Rot generalized across the band face, worst where siding meets or buries into grade, with siding swelling or paint failure at the bottom course points at siding/grade contact.
- Rot heaviest at the bottom edge of the band and the sill area, with soil or mulch piled against the wall points at grade.
Quick checks
- Probe the band, top and bottom. With the ledger fasteners covered or after pulling decking at the wall, probe the band edge with an awl. Note whether soft wood concentrates high (flashing) or low (grade/siding).
- Flashing presence and lap. Confirm there is a flashing that laps behind the housewrap/siding above the ledger and over the ledger top, with end dams and proper drip. No flashing, reverse-lapped flashing, or caulk-only is a flashing finding.
- Siding-to-grade clearance. Measure from finished grade to the bottom of the siding/band. Siding buried in soil or within a couple inches of grade wicks continuously.
- Grade slope. Sight the grade for the first several feet from the wall. Soil sloping toward the house, or mulch/planter beds piled against the band, hold water against it.

Read the stain and moisture pattern, then branch.
- Is the rot and moisture concentrated at the TOP edge of the band, behind the ledger top?
- Yes -> FLASHING branch. Inspect for missing flashing, reverse lap (siding over flashing instead of flashing behind siding), failed counterflashing, or sealant used in place of metal. Water entering at the ledger top runs down behind the ledger and rots the band from the top down.
- No -> continue.
- Is the rot worst where SIDING meets grade or where the band face sits in the wall plane, with bottom-course siding damage?
- Yes -> SIDING branch. Siding terminated too low, buried, or lacking a clearance gap wicks water laterally into the band. Look for swelling, blistered paint, and capillary staining rising from the bottom of the siding.
- No -> continue.
- Is the rot worst at the BOTTOM edge with soil, mulch, or a planter packed against the wall?
- Yes -> GRADE branch. Standing or wicking water from the soil keeps the band wet from below. Confirm grade slope toward the house and contact between organic material and wood.
- Mixed / wet throughout -> Likely two sources stacked (common: no flashing plus high grade). Address both; do not stop at the first.
Confirming diagnosis
- Flashing: Pull a section of siding above the ledger. Confirm the lap direction. Correct sequence is water-resistive barrier, then ledger flashing tucked behind it, lapping over the ledger top with end dams. Any reverse lap or caulk-only termination confirms flashing as the source.
- Siding/grade contact: Confirm the clearance from siding bottom to grade against the siding manufacturer's required minimum (commonly several inches). Buried siding plus capillary staining confirms wicking.
- Grade: Confirm grade falls away from the structure. Soil contact with untreated or under-rated wood, plus AWPA U1 use-category mismatch (ground-contact exposure on above-ground-rated material), confirms a grade-driven rot.
A rotted band board is a structural failure of the deck-to-house connection regardless of how recently the lags were installed. Lag and bolt withdrawal capacity assumes sound wood; rotted band material can release the entire ledger under live load. Do not re-fasten into compromised band board. Shore or restrict the deck, remove and verify the extent of rot, and replace the band and any affected framing before reattaching per IRC R507.9. Treat any soft band board as a collapse risk.
Remediation
- Flashing: Install proper ledger flashing integrated with the WRB, laps correct, with end dams and a drip leg. Provide a continuous water path that sheds away from the band.
- Siding/grade contact: Re-terminate siding to the required ground clearance, hold a gap, and provide a kick-out where roof runoff meets the wall.
- Grade: Regrade to slope away from the house, pull mulch and planters off the wall, and create separation between soil and wood. Use ground-contact-rated (AWPA U1 UC4) material anywhere soil contact cannot be avoided.
- Band repair: Replace rotted band board, then reattach the ledger with the correct fastener schedule and lateral hold-downs per IRC R507.9.
