Ledger Flashing Stain Behind Band Active Vs Historical Decision Tree
Why this matters
A stain on the band joist or interior framing behind a deck ledger is the single highest-stakes diagnostic call in deck work, because the ledger connection is the structural element whose failure has killed people in deck collapses. Water that gets behind a ledger rots the band joist (the house rim the ledger bolts to), and a rotted band has no fastener-holding capacity regardless of how good the bolts looked at install. The whole question on the call is binary: is this stain active (water is moving now and the rot is progressing) or historical (a one-time event that has dried and stabilized)? The two demand completely different responses. An active leak behind a ledger is a structural emergency in slow motion; a historical stain on sound wood is a finish note. Reading moisture, flashing geometry, and wood condition in the right order is what keeps you from either crying wolf or, far worse, signing off on a band that is quietly turning to punk.
Treat any ledger-related water intrusion as a potential structural failure until proven otherwise. If probing reveals soft, punky, or delaminating band joist or ledger wood, the deck attachment may not be capable of carrying load. Restrict use of the deck and do not certify the connection until the band and ledger are exposed, evaluated, and repaired or re-attached per current code. Ledger failures are a leading cause of deck collapse injuries.
Symptom presentation
The stain is usually first seen from inside (basement rim, garage ceiling band, or an interior wall directly behind the deck) as a brown to black tide-line or fan-shaped discoloration on the rim joist or subfloor edge. From outside, look at the flashing termination above the ledger and the siding-to-ledger interface. Active intrusion presents with: damp-feeling or cool wood, mineral or tannin streaking that looks recent and wet-edged, efflorescence or mold growth, and often a musty smell at the rim. Historical staining presents as a hard, dry, well-defined ring with no soft wood, no current odor, and no progression between visits. Look at the flashing itself: missing flashing, reverse-lapped flashing (siding tucked behind the flashing top leg so water runs in), face-nailed flashing through the vertical leg, or caulk-only "flashing" are all active-intrusion setups even if today reads dry.
Quick checks
Read the band joist with a pin moisture meter at the stain and at clean wood two feet away. A live leak shows the stained wood elevated (often over 20 percent, into rot-supporting territory) while clean wood reads normal household equilibrium. A historical stain reads the same as clean wood. Probe with an awl: push firmly into the band and ledger at the stain. Sound wood resists; punky wood takes the awl with little resistance and pulls out wet or crumbly. Inspect the flashing lap order from outside: water-resistive barrier or siding must lap OVER the flashing's vertical (upturned) leg, and the flashing must turn down over the ledger face with an end dam or kickout at the ends. Run water with a hose at the flashing line for several minutes while someone watches the interior stain for fresh wetting (a controlled spray test, not a flood).
Isolation tree
Branch one: elevated moisture at the stain, soft probe, recent wet-edged staining, and a flashing defect (missing, reverse-lapped, caulk-only, or no kickout). This is an active leak with progressing rot. Highest priority.
Branch two: elevated moisture and recent staining but probe is still sound. Active leak caught early, rot not yet established. Still an active leak; fix the water path now before it becomes branch one.
Branch three: normal moisture, dry hard stain, sound probe, AND the flashing is now correct (properly lapped, kicked out) or the original water source has been demonstrably eliminated (a since-replaced door pan, a corrected gutter). Historical, stabilized.
Branch four: normal moisture and sound probe BUT the flashing is still defective and the spray test reproduces interior wetting. Dormant-but-vulnerable: it reads dry today only because it has not rained into that geometry recently. Treat as active-risk; the defect will leak again.
Confirming diagnosis
The definitive confirmation is exposure plus the spray test. Pull a section of siding above the ledger and inspect the flashing lap directly; you cannot certify a ledger from caulk lines and guesswork. With the flashing line visible, run the controlled hose spray and watch both the exposed cavity and the interior stain. Fresh water tracking behind the flashing confirms active intrusion regardless of what the meter said on a dry week. For the rot call, the awl probe plus moisture reading is decisive: sound and dry equals historical; soft or wet equals active rot. If the band is questionable, open it. A band joist you cannot see is a band joist you cannot certify.
Remediation
For active intrusion with rot (branch one), this is a structural repair, not a flashing patch. Expose the band and ledger, evaluate the extent of rot, replace compromised band joist and ledger material, and re-establish the attachment with through-bolts or approved structural screws into sound framing per current ledger-attachment provisions, with proper lateral-load connectors. Then install correct flashing: continuous Z or cap flashing with the vertical leg behind the WRB/siding, turned down over the ledger, with kickout flashing at the ends. For an early active leak with sound wood (branch two), correct the flashing immediately to the same standard and re-read moisture over the following weeks to confirm drying. For historical and stabilized (branch three), document the sound condition, note the corrected water path, and address the cosmetic stain as finish work. For dormant-but-vulnerable (branch four), correct the flashing now; do not wait for it to become active rot.
