Stair Rise Run Code vs Comfort Decision Tree
Why this matters
Deck stairs are the most-failed inspection item on a new-build deck and the most common slip-and-fall liability surface on a 10-year-old deck. The IRC prescribes a maximum rise, a minimum tread, a maximum variation between adjacent risers, and a stair handrail geometry - and yet a comfortable, defensible-in-court stair is not the same as a barely-code stair. A senior deck builder needs a decision tree that takes total rise, available landing distance, and homeowner-use profile and produces a tread/rise pair that passes IRC R311 AND keeps the homeowner's 70-year-old mother-in-law upright. This article walks the call from "I have 47 inches to step down" to "stringer cuts marked on the lumber."
Symptom presentation - the three call types
First, new build during framing. You have a clean slate; the only constraint is total deck height and available run distance into the yard. Second, replacement of an existing failing stair where the old geometry was wrong - either out-of-code, awkward to walk, or a documented fall location. Third, inspector callback on a finished stair where R311 violations were flagged. Each starts in a different place in the tree but all three end at the same place: an inspector-safe and family-safe set of stringers.
Quick checks before the saw comes out
- Measure total rise from the deck surface to the finished landing pad. Critical: measure to the FINISHED landing pad surface, not bare dirt. A concrete pad changes total rise by 3 to 5 inches versus pea gravel.
- Confirm the landing pad meets IRC R311.7.6 - 36 inches minimum in direction of travel, full width of stair or 36 inches whichever greater. No landing, no inspection sign-off.
- Note door swing direction at the top. IRC R311.3.1 limits door-to-stair geometry on egress paths; a door swinging out over a top step without a landing fails.
- Measure available run distance from deck face to where the bottom of the stringer can land. This is the constraint that drives whether you can hit comfort geometry or are forced to code-max rise.
- Ask: who uses this deck? Family with elderly, children, mobility-impaired - target comfort geometry. Adult-only secondary egress - code-minimum acceptable.
Isolation tree - how to size rise and run
Compute number of risers: total rise divided by target rise (7 inches comfort, 7.5 inches medium, 7.75 inches code max). Round to nearest whole number. Recompute actual rise = total rise / risers. IRC R311.7.5.1 caps maximum riser at 7.75 inches. R311.7.5.1 also requires the greatest riser within a flight not exceed the smallest by more than 3/8 inch. Translation: every riser must be within 3/8 inch of every other. This is the most common inspection failure - top or bottom riser off because the carpenter did not include the tread thickness or the landing-pad elevation.
Compute tread depth from R311.7.5.2: minimum 10 inches measured from nosing to nosing horizontally. Nosing required to project 0.75 to 1.25 inches per R311.7.5.3 unless tread depth is 11 inches or greater. Most senior builders target 11 inch tread with no nosing for composite decks (no nosing detail to chip) or 10 inch tread with 1 inch nosing for traditional PT/cedar.
Verify total run: risers minus one, times tread depth. Compare to available run distance. If run exceeds available distance, choose between: (a) switch geometry to code-max 7.75 rise with 10 inch tread to compress run, (b) add an intermediate landing per R311.7.6, or (c) install a 90-degree turn with an intermediate landing.
Branch A - comfort priority. Use a 7-inch rise / 11-inch tread pair (the rule-of-thumb "good stair" geometry). Rise + tread = 18 (within the classic 17-19 comfort window). Total run for an 8-riser stair = 7 treads x 11 inches = 77 inches. Confirms in 80+ inches of available run.
Branch B - code-min space. Use 7.75 rise / 10 tread (rise + tread = 17.75). 8-riser stair = 70 inches. Passes inspection but the homeowner will feel it as steep.
Branch C - very tall deck (over 80 inches total rise) with limited run. R311.7.3 requires an intermediate landing where the stair has a vertical run over 12 feet 7 inches. Most residential decks do not hit this, but a tall walkout-basement deck does. Split into two flights with a 36 inch landing between.
Confirming diagnosis - mock it up before you cut
Mark the bottom riser and bottom tread on plywood, set on the proposed landing pad, and have the homeowner walk it. Bring a 2x6 cleat to represent the top tread. Two complaints to listen for: "I have to look at my feet" (rise too tall or tread too short) and "I feel like I'm going to overshoot" (tread too long relative to natural stride - rare on deck stairs but happens on landscape stairs over 12 inch tread).
For replacement stairs, measure both old rise and old tread before demo. If old geometry was inside R311 tolerances and the failure was the stringer or material, replicate. If old geometry was non-conforming (common on pre-2000 decks at 8 to 9 inch rise) the new geometry will feel different and you must brief the homeowner in writing.
Handrail geometry is non-negotiable on stairs with four or more risers. IRC R311.7.8 requires graspable handrail 34 to 38 inches above the nosing, returned to wall or post, with continuous run for the full length of the flight. A composite top-rail at 36 inch height is NOT a graspable handrail unless paired with a separate 1.25 to 2 inch graspable round or oval section. Skipping this fails inspection and removes the liability shield in a fall claim.
Remediation - when the inspector flags an existing stair
Riser variation over 3/8 inch: shim or recut the offender. Adding a top riser shim is acceptable for less than 1/4 inch correction; over that, the stringer needs recutting. Top riser typically offends - because the deck surface elevation was assumed and the actual is different. Cut a new stringer cap to match.
Tread under 10 inches: only fix is rebuild. Adding a nosing to compress to acceptable nose-to-nose dimension is acceptable up to 1.25 inches but cannot be used to extend below the 10 inch minimum.
Handrail missing or wrong height: install per R311.7.8 with returns at top and bottom. This is the cheap fix on every callback.
