Stair Stringer Rot Sister vs Replace Decision Tree
Why this matters
A rotted deck stair stringer is a life-safety failure point. A stringer that gives way under load drops a person onto concrete or grade with cascading injury potential to anyone behind them. The repair window is narrow: a sistered stringer with intact original wood is sometimes acceptable, but a stringer with rot through the throat (the narrow section behind a notch) cannot be made safe with sister boards because the structural depth at the notch is already failing. IRC R311.7 governs stair geometry and the underlying R507 covers deck stair connections; both have to be respected even on a repair. This tree separates the few rot patterns where sistering works from the many where it does not.
Symptom presentation
Four common rot presentations on stringers. First, splash-zone rot at the bottom tread where the stringer meets grade or pavement, often with a ground-contact zone soaked by rain runoff. Second, top-of-cut rot at the throat behind each tread notch, where end-grain wicks moisture from above. Third, connection-zone rot at the top of the stringer where it meets the deck framing, often hidden by ledger flashing or face boards. Fourth, distributed surface rot over the whole stringer, typical of an undersized or untreated stringer that has gone past its useful life. The throat rot (pattern 2) is the most dangerous because it is hidden behind the riser and the structural depth at the notch is already minimal.
Quick checks at the door
Inspect every stringer (typical deck stair has 2 to 4 stringers depending on stair width). Probe with an awl at the bottom 12 inches against grade, at each tread notch throat, and at the top connection. Tap for hollow sound on each. Measure the stringer throat depth (the wood remaining behind each tread notch); IRC requires a minimum throat depth of 5 inches for typical 2x12 cut stringers. Check the base condition: is the stringer in dirt, on concrete, on a precast stair pad, or on a treated lumber riser plate? Look for the original treatment grade stamp; ground-contact rated (AWPA UC4A) is required for any stringer touching grade.
Isolation tree
Branch A bottom splash rot, throat sound: rot localized to the bottom 6 to 12 inches, throat behind every tread is sound on probe and tap. If the bottom can be cut off and the remaining stringer length still provides correct rise and run for the stair geometry, this is the only case where a clean repair without full replacement is acceptable: cut off the rotted base, install a new pressure-treated riser block under the stringer, and ensure the new bearing height matches the design. Branch B throat rot: any rot through the throat of any tread notch on any stringer requires full stringer replacement. Sistering a 2x12 to a rotted-throat stringer leaves the structural depth dependent on the sister alone, which means the rotted member is dead weight and the sister member must carry full design load on its own. If the sister is shorter than the original, it cannot transfer load back to the top connection correctly. Replace the stringer. Branch C top connection rot: rot at the top of the stringer where it meets the deck framing. Replace the stringer; the top connection is the highest-stress region of the stringer and rot there is a failure path. Branch D distributed rot: replace all stringers. Distributed rot on one stringer usually means the others are at the same stage; budget all of them. Branch E sister-only repair (NOT recommended in most cases): adding a stringer alongside without removing the rotted one. Acceptable only when (a) the original is intact except for surface checking, (b) the sister runs the full stringer length, (c) the sister is bolted through (not screwed) to the original at minimum every 16 inches, and (d) the local AHJ allows the configuration after inspection.
Confirming diagnosis
Bottom splash rot is confirmed when the rotted zone ends below the lowest tread cut and the throat at the lowest tread is sound on probe. Throat rot is confirmed when an awl penetrates the throat at any tread notch more than 1/2 inch with hand pressure. Top connection rot is confirmed by removing the riser face board and probing the top 12 inches of the stringer. Distributed rot is confirmed when probing finds soft wood across multiple non-adjacent locations on the same stringer or across multiple stringers. Treatment grade compliance is confirmed by reading the lumber stamp; a missing or illegible stamp on a ground-contact application is a code failure regardless of current condition.
Remediation
Bottom splash repair: support the stair safely (closed to traffic), cut the rotted base off at a sound, square cut, install a new pressure-treated bearing block of correct height on a corrosion-resistant base anchor (Simpson DSC or equivalent stair stringer connector), reattach. Re-verify the rise on the bottom step matches the rest of the stair within 3/8 inch per IRC R311.7.5.1 (uniformity tolerance). Full stringer replacement: cut and replicate the new stringer from a kiln-dried, ground-contact pressure-treated 2x12 (or equivalent), maintain throat depth 5 inches minimum, use the original as a template if structurally similar, install with hot-dip galvanized stringer connectors at the top and a code-compliant base condition (concrete pad with treated lumber spacer, or precast stair pad with anchor). All fasteners must be hot-dip galvanized per ASTM A153 Class D, stainless, or factory-coated rated for ACQ or copper-azole pressure treatment. Distributed rot: full stair rebuild; this is no longer a repair.
A stair with any stringer in question must be closed to use until repaired. Do not allow the customer to use the stair between diagnosis and repair. Post a written notice and a physical barrier at both ends, and document the closure direction in the work order.
