A2L Refrigerant Handling (R-454B and R-32)

Why this matters

Effective January 1, 2025, the EPA AIM Act and the Technology Transitions Rule restricted residential and light-commercial AC equipment manufacture to refrigerants with GWP at or below 700. R-410A (GWP 2088) is out for new equipment; R-454B (GWP 466) and R-32 (GWP 675) are the dominant replacements. Both are A2L class under ASHRAE 34: A means low toxicity, 2L means mildly flammable with low burning velocity. The technician who treats them like R-410A will eventually be the technician on the news after a flash event in a basement. The technician who treats them like R-290 propane will lose every install bid to a faster contractor. Neither is right; A2L requires its own handling discipline, neither paranoid nor casual.

What A2L actually means

ASHRAE 34 classifies refrigerants by toxicity (A or B) and flammability (1, 2L, 2, or 3). A2L sits at the lower-flammability end of the flammable range:

The "low burning velocity" of A2L is the key safety property. A2L refrigerant released into a room does not propagate flame the way propane does; ignition requires a sustained high-energy source (open flame, electrical arc) AND concentration within the flammability range (typically 6 to 13 percent by volume). Standard household sparks (light switch, refrigerator compressor start) do not reliably ignite A2L.

That said, "mildly flammable" is not "non-flammable". A 5 lb release in an unventilated 100 sq ft basement closet near a water-heater pilot is a real ignition risk.

Equipment differences from R-410A

A2L equipment is not just R-410A equipment with different refrigerant. UL 60335-2-40 (the safety standard governing A2L equipment) requires:

  • Larger minimum installed volume per pound of charge (to ensure leak-released refrigerant cannot reach LFL even with full release)
  • Refrigerant leak detection sensors integrated into indoor air-handler (mandatory for systems over a specified charge)
  • Mitigation actions on detection: shut down ignition sources, run the indoor fan continuously to dilute, fault the system
  • Specific electrical isolation requirements (terminals rated for the refrigerant atmosphere)
  • Service-port markings indicating A2L

Indoor air-handlers built for A2L look very similar to R-410A air-handlers but include an integrated refrigerant sensor (typically a non-dispersive infrared sensor in the supply or return) and an interlock that prevents heat-strip energization on leak detection.

Charge limits per indoor space

The minimum room area for A2L systems is set by IEC 60335-2-40 Annex GG and adopted by UL 60335-2-40. Approximate values for R-454B:

R-32 limits are similar but not identical (R-32 has slightly lower GWP and slightly different burning characteristics). Verify against the actual installation manual; the chart on the unit's name plate states the minimum room area for that charge.

If the smallest indoor room served by a single indoor head is below the minimum, the install needs a smaller-charge head, a larger room (combine with adjacent space via permanent opening), or a different refrigerant family.

Using A1 equipment on A2L is not just non-compliant, it is a real ignition hazard. An A1 leak detector contains an internal heated element or open-relay design that can ignite A2L within the sniffer head if the concentration is high enough. EPA Section 608 already governs venting; using non-rated tools also creates OSHA general-duty exposure.

Service procedure differences

Pre-service

  • Verify ventilation: open windows or doors to provide air movement. Do not work in a sealed basement.
  • Identify ignition sources within 10 ft: pilot lights, electric heaters, light switches, smoking, hot work.
  • Position the recovery machine and tools outside the immediate work zone.

During service

  • Pre-purge brazing joints with nitrogen at 1 to 2 psig continuous flow. This is best practice for any refrigerant but mandatory for A2L because braze flame plus residual refrigerant in a brazed joint is the documented A2L ignition scenario.
  • Use leak detectors continuously while system is open.
  • Recover refrigerant; do not vent (Section 608 still applies).
  • Avoid creating spark sources: do not arc-cut, do not use hammers on concrete near the work area.

Post-service

  • Pressure test with nitrogen, never with oxygen.
  • Evacuate to 500 microns.
  • Charge by weight (charging by sight glass on A2L is unreliable for the same glide reasons as R-407A).
  • Verify leak detector self-test if equipment is so equipped.

Storage and transportation

A2L refrigerant cylinders are DOT-regulated as flammable gas. Transport in upright position, secured, ventilated vehicle. Do not store in unventilated truck cab. Do not store near open-flame appliances. Storage building must comply with NFPA 30 (flammable liquids) or NFPA 55 (industrial gases) depending on quantity and AHJ interpretation.
