Customer Says It Wont Cover Translation To Real Cause Decision Tree
Why this matters
"It won't cover" gets blamed on cheap paint more often than any other complaint, and it is wrong most of the time. Poor hide has several causes: too little film applied, a drastic color change that needs a primer, a stain bleeding through, an under-pigmented or over-thinned product, or a tinted-out deep base with weak hide by design. Each has a different fix, and adding more coats of the same product over a bleeding stain or a wrong primer just wastes material. Translating the complaint into the real mechanism is what stops the third coat that still does not cover.
Symptom presentation
The report comes in a few forms. The old color or a patch repair shadows through the new coat. A specific mark (water ring, marker, knot, smoke) keeps reappearing through every coat. The paint goes on thin and streaky and the roller leaves the wall blotchy. A deep accent color looks translucent no matter how many coats. Reds, yellows, and oranges are the classic "won't cover" colors because their organic pigments are inherently low-hiding. The painter has to distinguish weak hide (a pigment and film issue) from bleed-through (a contamination issue), because they look similar to the customer but are opposite problems.
Quick checks
Measure wet film thickness with a comb gauge on a fresh pass and compare to the product's target wet mil for its rated spread rate; thin application is the most common real cause. Look at what is failing to cover: a uniform ghost of the old color is hide; a localized shape (ring, line, knot) that ignores the rest of the wall is a stain bleeding through. Check the base used: a deep or accent base with little white pigment will never self-hide and needs a gray-shade primer. Check whether the product was thinned beyond the label limit. Rake a light across to see if the apparent "thin spots" are actually low film over a porous or repaired area drinking the coat.
Isolation tree
Branch 1, uniform shadow of the old color across the whole area, film thickness below target: under-application. Apply at the rated spread rate and add coats; the product was simply spread too thin.
Branch 2, drastic color change (dark to light, or any deep accent), product is a deep/accent base: hide-by-design limitation. Use the correct primer or gray-shade undercoat for the target color, then topcoat. No number of self-coats will efficiently bridge the gap.
Branch 3, a localized mark, ring, knot, or line keeps reappearing through every coat regardless of film: stain bleed-through. The cause is migrating contamination (tannin, water-soluble stain, smoke, marker), not hide. Seal with a stain-blocking primer.
Branch 4, blotchy, uneven absorption over a patched or porous wall: substrate porosity. Unsealed repairs and new drywall pull binder unevenly; the topcoat looks like it will not cover because the substrate is inconsistent. Seal uniformly first. This is the classic "flashing" over joint compound: the mud absorbs more than the surrounding paper, so the finish dries thinner and a different sheen there, reading as poor coverage. A uniform primer or sealer levels the absorption so the finish builds evenly.
Branch 5, the product is genuinely under-pigmented or over-thinned: a contractor-grade flat thinned past its label limit, or an old can that has lost body. Confirm by drawing down fresh, properly mixed material at the rated rate; if fresh material hides and the suspect material does not, the product or its handling is the cause, not the wall.
Confirming diagnosis
Confirm under-application by applying a measured coat at the rated wet mil to a test area; check the wet film with a comb gauge against the product's target (a paint rated near 350 to 400 square feet per gallon needs roughly 4 wet mils to deliver its rated dry build, and spreading it to 500-plus square feet starves the film). If the measured coat covers and the field did not, the field was thin. Confirm bleed-through by spot-priming the recurring mark with a stain-blocking primer and recoating only that spot; if the ghost stops there and continues elsewhere, it was a stain, not hide. Confirm porosity by sealing a patch with primer and topcoating; even sheen and color over the sealed patch versus blotchy bare repair confirms substrate absorption. For a quantitative read on a disputed accent color, hiding power can be evaluated per ASTM D2805, but in the field the test-area coat usually settles the question faster.
Remediation
Under-application: recoat at the manufacturer's spread rate, allowing the stated recoat window between coats. Drastic color change: prime with the recommended gray-shade or color-matched primer before topcoating; this cuts the number of finish coats. Stain bleed-through: seal the affected area with an appropriate stain-blocking primer (shellac- or solvent-based for tannin, smoke, and heavy water stains; pigmented water-based for lighter stains), then topcoat. Substrate porosity: prime new drywall and patches uniformly so the finish coat builds evenly. Set the expectation up front that deep accent colors require a tinted primer and may need extra coats by design.
Tinting the primer to a gray shade matched to the topcoat is the single most effective coverage fix on a difficult color, because a low-hiding red or yellow builds its color over a neutral gray ground in fewer coats than it ever will over white or a contrasting old color. Manufacturers publish the recommended gray-shade undercoat for their hard-to-hide colors; using it is the difference between two finish coats and four. Apply at the full rated spread rate, not stretched, and the perceived coverage problem usually disappears.
