How Bad Adhesion Before Full Strip: Threshold Decision Tree
Why this matters
Not every poorly bonded coating needs to come all the way off. Scrape-and-spot-prime is far less work than a full strip, but recoating over a weakly bonded film just adds weight to a coat that is already letting go, and the new system fails with the old one. The decision turns on two readings: how bad the existing adhesion is at its worst, and how widely that failure spreads. A severe but isolated band gets a local strip; a moderate failure across every elevation, or any intercoat delamination that new paint cannot reach, escalates to a full strip. This tree sets observable thresholds, using the standard tape and pull-off tests, for when you can scrape and feather, when you must strip locally, and when the whole surface has to come off before any new coating goes on.
Symptom presentation
Weak adhesion shows as film that lifts at scrape edges far beyond the obvious peel, chips that pop loose with light pressure, and a tape test that pulls squares off the grid. Sometimes only a band fails (below a window, one elevation) while the rest holds; sometimes the whole surface is loose and a putty knife slides under it everywhere. The fracture plane matters: film letting go from the substrate is one problem, one old coat delaminating from another buried coat is a worse one because new paint cannot reach the failure.
Reading both the tape rating and how far the failure spreads is what sizes the strip. A common error is sizing the strip off the visible peel alone; the visible peel is only where the film has already let go, and the scrape-margin walk usually reveals the weak zone extends well past it. Equally, a single bad band on an otherwise sound building does not justify stripping every elevation. The scope follows the data (rating, plane, extent), not the worst patch or the most cautious instinct.
Quick checks
- Tape test (ASTM D3359) at several spots including the worst: rate 0B (most off) to 5B (none off). Sample widely; one good square does not clear the wall.
- Scrape-margin test: scrape a known-loose area and see how far past it the film lifts. Lifting that runs far beyond the visible peel signals widespread weak bond.
- Pull-off test (ASTM D4541) on a representative spot for a number and a fracture plane. Read whether it fractures at the substrate, within your prospective new coat's host, or between two old coats.
- Map the failure extent: isolated band, one elevation, or whole surface. Extent drives the strip scope as much as severity.
- Count the coats. A thick stack of multiple old layers is more prone to intercoat delamination and sheet failure than a single sound coat, and biases the call toward a fuller strip when adhesion is already marginal.
Decision thresholds
Decide on the tape rating, the fracture plane, and how far the failure spreads.
- Scrape, feather, spot-prime (no strip):
- Adhesion mostly sound, tape test 4B to 5B across the field with only isolated loose spots.
- Loose areas are local and the scrape margin stays tight (film does not run far past the peel).
- Fracture at the loose spots is film-to-substrate in a small area; feather the edges, spot-prime, recoat.
- Local strip (strip the failed zone to sound substrate):
- A defined band or elevation tests 0B to 2B while the rest holds 4B to 5B.
- Scrape margin runs well past the visible peel within that zone but stops at sound film at the zone edge.
- Strip the zone back to a well-bonded edge, prime bare substrate, then recoat. Do not strip the sound elevations.
- Full strip (remove the coating system):
- Widespread 0B to 2B across multiple elevations; a putty knife slides under the film almost anywhere.
- Pull-off fractures between two old coats (intercoat delamination of the existing stack), so new paint cannot reach the failure plane.
- Severe alligatoring or multiple thick old coats that move as a sheet. Recoating only adds load to a system that is already separating.
Confirming diagnosis
Confirm severity and plane with the right test, not the eye. The tape test (ASTM D3359) gives the pass/fail rating across the field; sample the worst spots, since the lowest rating sets the scope. The pull-off test (ASTM D4541) gives the strength and, critically, the fracture location: a failure at the substrate is fixable by stripping to that substrate, but a failure between two buried old coats means the whole stack above the weak plane is unsupported and a full strip is the only durable answer. Confirm extent with the scrape-margin walk; a tight margin keeps you in spot-repair, a runaway margin escalates to local or full strip.
Remediation
Strip only as far as the failure reaches, then prove the prepared surface.
- Scrape/spot: feather the loose-area edges to sound, well-bonded film, sand the transition flush, spot-prime bare substrate, recoat.
- Local strip: remove the failed zone to a sound edge by scraping, sanding, or stripping; prime bare substrate; feather into the surrounding sound coat; recoat.
- Full strip: remove the coating system by appropriate means (chemical, mechanical, or media), bring the substrate to a sound profile, prime, and recoat as new work.
- After any scope, re-test adhesion (tape or pull-off) on the prepared surface before topcoat; a passing result on the production surface, not a test patch, is the go signal.
Choose the strip method by what the substrate tolerates and what the failure plane demands. Hand and power scraping plus sanding handles most spot and local work; chemical strippers suit detailed millwork and tight profiles; controlled media or infrared can clear a full-strip field on sound substrate. Whatever the method, the target is a clean, well-bonded, properly profiled surface, and the confirming test is the same: a passing adhesion result on the actual prepped production surface before the new system goes down.
On pre-1978 buildings, stripping and sanding disturb lead-based paint and are regulated under the EPA Renovation, Repair and Painting Rule (40 CFR Part 745). Test or assume lead, use containment and lead-safe practices, and use certified personnel before any strip or abrasion.
