OSHA HAZCOM Coating Application Chemical Labeling
Why this matters
A commercial painting contractor handles dozens of chemical products on a typical project: primers, intumescents, urethanes, epoxies, solvents, cleaners, strippers. Each is a hazardous chemical under the OSHA Hazard Communication Standard (HCS), 29 CFR 1910.1200. The standard requires the employer to maintain a written program, provide and maintain Safety Data Sheets (SDS), label every container including the secondary spray cups and brush pots that workers fill from the bulk container, and train every employee on the hazards and protections. HAZCOM is OSHA's most-cited standard year after year; the painting and coating trades sit at the high-frequency end of citations because the volume of chemical handling is high. This SOP is the program scope.
Standard framework
OSHA HCS, 29 CFR 1910.1200, requires:
- A written Hazard Communication Program.
- A chemical inventory (list of every hazardous chemical on site).
- An SDS for every chemical, accessible to all employees during their work shift.
- Labels on every container (primary and secondary), conforming to the Globally Harmonized System (GHS) format.
- Employee training before assignment to a workplace using hazardous chemicals and at any change in chemical or hazard.
The 2012 HCS revision aligned US labeling and SDS format with GHS Revision 3; the 2024 final rule aligned to GHS Revision 7 with a compliance schedule running through 2026.
Written program
The written program describes how the contractor complies with HCS at every workplace. The program covers:
- Identification of the person responsible for the program (usually the safety manager or operations lead).
- Methods used to inform employees of hazards from non-routine tasks (e.g., a one-time tank coating, a confined-space coating).
- Methods used to inform contractors on shared sites of hazardous chemicals they may be exposed to.
- The chemical inventory and SDS storage location.
- The labeling system used for in-house secondary containers.
- The training program.
Keep the program written, dated, signed, and updated annually.
Chemical inventory and SDS management
The inventory lists every hazardous chemical by product name and manufacturer, with the SDS on file. SDS storage may be paper binder, electronic on a tablet, or online; the standard requires employee access during the work shift without barriers (a username, a password the worker does not have, or a server outage that lasts hours is a barrier).
When a new product arrives on site, the SDS is obtained from the manufacturer before the product is used. SDS in pocket binder or accessible URL on the field tablet meets the access requirement.
GHS label elements
Every primary container (the manufacturer's pail, cartridge, can, drum) arrives with a GHS-compliant label. The required elements:
- Product identifier (chemical name or trade name).
- Signal word: Danger (severe hazards) or Warning (less severe).
- Hazard statements (e.g., "Flammable liquid and vapor", "Causes serious eye damage").
- Precautionary statements (e.g., "Keep away from heat, sparks, open flame, hot surfaces").
- Pictograms (the eight GHS pictograms: flame, exclamation mark, health hazard, corrosion, gas cylinder, exploding bomb, environment, skull-and-crossbones).
- Manufacturer name, address, telephone.
If the primary label is damaged or removed, the worker does not use the container until the label is replaced. The manufacturer reships a label on request.
Secondary container labeling
Secondary containers (spray cups, brush pots, paint trays, rag containers, transfer cans) require labeling when the chemical is not used within the work shift and consumed entirely by the worker who filled the container. The HCS 1910.1200(f)(6) exemption applies only to immediate-use within the shift by the same worker; in practice, secondary containers on a painting crew almost always require labeling.
Secondary label content (per HCS 1910.1200(f)(6)):
- Product identifier (the name on the SDS).
- General information about the hazards (the GHS pictograms and signal word from the primary label, or an equivalent in-house labeling system that conveys the same information).
Pre-printed secondary container labels keyed to the chemical inventory are the practical solution. Apply to the cup before pouring; do not leave a cup unlabeled.
Training
Training is required:
- Before assignment to a workplace using hazardous chemicals.
- At any change in chemical or hazard (a new product, a new application that exposes the worker to a new hazard).
- Documented in the employee's training record (date, topic, instructor, attestation).
Training content per HCS 1910.1200(h):
- The HCS requirements.
- The location and use of the written program, chemical inventory, and SDSs.
- The physical, health, simple asphyxiation, combustible dust, and pyrophoric gas hazards of the chemicals on site.
- Measures to protect against hazards (engineering controls, work practices, PPE).
- The labeling system in use and the meaning of GHS elements.
A single annual classroom session does not meet the standard if a new product is introduced during the year. Maintain a "new chemical" training record for additions to inventory.
Common citation themes
OSHA's HAZCOM citations on painting contractors typically cite:
- Secondary containers unlabeled (the spray cup left at the bottom of the scissor lift).
- SDS not present or not accessible (the SDS binder is in the truck parked across town).
- Training records incomplete (the new hire used a stripper last week without documented training on it).
- Written program out of date (the 2018 program references chemicals that have not been on the inventory since 2021).
Build the document control to head off each.
PPE selection from the SDS
The SDS Section 8 (Exposure controls / personal protection) lists the recommended PPE. The painting contractor's job hazard analysis documents the PPE actually selected based on the application method, ventilation, and exposure duration. Common mismatches:
- Respiratory: the SDS calls for a half-mask with organic vapor cartridges and the contractor's spray crew is using a paper dust mask. The dust mask is not respiratory protection for an organic vapor.
- Skin: the SDS calls for nitrile gloves and the crew is using latex. Nitrile resists most solvents; latex does not.
- Eye: face shield called for, only safety glasses worn.
Verify the PPE matches the SDS at every product introduction.
