Paint Fails Only Where Old Coating Remained Bond Decision Tree

Why this matters

When a repaint fails (peels, flakes, or delaminates) only in the areas where you left the old coating in place, and the areas you took to bare substrate hold fine, the failure plane is telling you the new paint never bonded to the old coating, and the cause is one of a handful of well-understood mechanisms: a glossy old film that was never dulled, a chalking or contaminated old surface, an incompatible new chemistry over an old one, or an old coating that was itself losing its grip on the substrate and took the new coat down with it. This is the most common large-area exterior repaint callback. Diagnosing it correctly stops you from blaming the new paint and forces the real question: was the retained old coating a sound, prepared bonding surface, or a bond breaker you painted over.

Symptom presentation

The repaint peels or flakes in a map that matches exactly where old paint was retained, while spot-bare areas, fully stripped sections, and new-substrate areas stay bonded. The failure plane varies: sometimes the new coat lifts off the old coat (intercoat), sometimes the old coat and the new coat lift off the substrate together (the old coating was the weak link). Flakes may show two layers (new over old) or many layers down to wood or masonry. The pattern is the diagnostic: failure tracks the retained-coating zones.

Quick checks

  • Examine a flake. New coat off old coat is intercoat-bond failure; old-plus-new off substrate is old-coating adhesion failure.
  • Was the retained old coating glossy or slick, and was it scuff-sanded or deglossed before recoat?
  • Rub the old surface near a failed edge with a dark cloth. Heavy chalk transfer means a contaminated, unsealed bonding surface.
  • Identify the chemistries. Was a waterborne applied over an aged oil/alkyd, or a hard film over a soft old film, without a bonding primer?
  • Pull a cross-cut tape test in a retained-coating area that has not yet failed; a poor rating predicts the rest will go.

Isolation tree

  1. Does the failure map exactly to retained-old-coating areas while stripped/bare areas hold? If no, the problem is not the old coating; look at substrate, moisture, or product. If yes, continue.
  2. Does the new coat lift cleanly off the old coat (intercoat)? If yes, the new paint did not key into the old film. Causes: unscuffed gloss, chalk, or contamination on the old surface.
  3. Was the old coating glossy/semi-gloss and left unscuffed and undeglossed? If yes, the slick old film gave no profile. Scuff-sand or deglosser plus bonding primer is the fix.
  4. Does the old surface chalk heavily (powder transfers to a cloth)? If yes, the chalk layer is a bond breaker; the new coat bonded to loose powder. Wash, remove chalk, prime with a chalk-binding primer.
  5. Is the new chemistry incompatible with the old (waterborne over aged alkyd, hard over soft) with no tie coat? If yes, chemical incompatibility prevented bond. A bonding primer or the specified tie coat is required.
  6. Do old coat and new coat lift off the substrate together (multi-layer flakes to bare)? If yes, the old coating itself had lost adhesion; it was already failing and the new weight or shrinkage pulled it free. The old coating needed removal, not overcoating.
  7. Is moisture present behind the retained coating (vapor drive, leak, no primer-sealer)? If yes, moisture pushed the whole stack off. Address the water source before any recoat.

Confirming diagnosis

Run ASTM D3359 cross-cut tape tests in three places: a stripped area that held, a retained-coating area that failed, and an intact retained-coating area not yet failed. A good rating on bare and a poor rating on retained coating confirms the old coating, not the substrate or new paint, is the failure surface. Inspect the failure plane on lifted flakes to separate intercoat (new off old) from old-coating delamination (old plus new off substrate). A chalk-transfer rub and a gloss check on the retained surface tell you whether the bonding surface was contaminated or unprepared.

Remediation

Where intercoat bond failed on a sound but slick or chalky old coating: remove the failed paint, dull the retained gloss with sanding or a chemical deglosser, wash off chalk and contamination, apply a bonding or chalk-binding primer, then recoat. Where the old coating had lost adhesion to the substrate (multi-layer failure to bare): the retained coating must be removed back to a sound, tightly adhered film or to bare substrate, then primed and recoated; overcoating a delaminating film only repeats the failure. For chemistry incompatibility, a bonding primer or the manufacturer-specified tie coat bridges the old and new films. In all cases, eliminate any moisture source behind the wall first. The governing rule: only overcoat an old coating that is clean, sound, dulled, and tightly bonded; if it fails any of those, remove it.
