Residue Under Failing Paint: Chalk vs Dirt vs Old Coat Decision Tree
Why this matters
New paint peeling, flaking, or shedding within months almost always means it never bonded to the substrate. It bonded to a layer of loose material sitting on top of the substrate. Three culprits dominate: chalk (degraded binder from a weathered coat), atmospheric dirt and film, and a failing old coat that the new paint locked onto. Each demands a different prep correction. Misdiagnose chalk as dirt and a power wash alone leaves the bond zone intact for a repeat failure. Misdiagnose an old-coat failure as chalk and you waste a strip job when a wash would have done. This tree separates the three so the recoat actually holds.
Symptom presentation
The complaint is usually "the new paint is coming off" within 3 to 18 months. Look at what the failed film took with it. Clean delamination that peels in sheets and leaves a powdery, lighter-colored surface behind points to chalk. Failure that lifts a glossy or intact older coat with it points to inter-coat bond loss on a sound but unprepped old film. Failure that flakes irregularly with a greasy or grimy backing points to a dirt or contaminant film. Note the elevation: chalk concentrates on south and west sun-exposed walls; dirt and biofilm concentrate on north and shaded walls and near grade.
Quick checks
- Chalk rub test (ASTM D4214 visual reference): wipe a dark cloth or bare hand firmly across the suspect area. Heavy colored powder transfer is chalk. Rate the amount; trace transfer is normal aging, heavy transfer is a prep blocker.
- Tape adhesion on the EXISTING old coat before recoat (ASTM D3359 cross-cut): if the old coat itself rates 0B to 1B, the substrate layer is the problem, not the new paint.
- Water-bead test: flick water on the wall. Beading suggests a silicone, wax, or grease film. Soaking in evenly suggests clean substrate.
- Solvent wipe: a clean rag with mineral spirits picks up oily dirt and shows it as a brown smear. Chalk shows as a chalky smear that does not dissolve.
Isolation tree
Start at the failed area, glove on.
- Wipe with a dry dark cloth. Heavy powder transfer present?
- Yes: CHALK path. Confirm it is binder chalk, not surface dust, by wetting a patch. Chalk re-appears as the water dries. Go to Confirming diagnosis, chalk branch.
- No: go to step 2.
- Solvent-wipe the same area. Brown oily smear that dissolves?
- Yes: DIRT/CONTAMINANT path. Distinguish biofilm (mildew) from atmospheric grime with the bleach-dot test below.
- No: go to step 3.
- Cross-cut the OLD coat that the new paint stuck to. Old coat rates 0B to 2B?
- Yes: OLD-COAT FAILURE path. The substrate bond under the old film is gone; the new paint inherited a doomed base.
- No (old coat rates 3B to 5B, no chalk, no oily film): the new product, recoat window, or application is the variable. Re-check dew point, surface temp, and recoat timing against the TDS rather than prep.
Bleach-dot test for the dirt branch: dab dilute household bleach on a dark spot. If it lightens within a minute it is mildew (biofilm), not dirt. Mildew needs a sanitizing wash before paint or it grows through the new film.
Confirming diagnosis
Chalk branch: pour clean water down the washed-and-dried wall. If a chalky milk runs off, residual chalk remains and the surface is not paint-ready. Confirm with a second dry-cloth wipe; near-zero transfer is the target.
Dirt branch: after washing, repeat the solvent wipe on a fresh rag. A clean rag confirms removal. A still-brown rag means the film is embedded and needs a stronger detergent or degreaser pass.
Old-coat branch: pull a 2 inch square of the old coat by hand. If it lifts off the substrate cleanly with little force, mechanical removal of the old system in that zone is required; spot priming over it will not save it.
Remediation
- Chalk: pressure wash, then scrub-test for residual. Light to moderate chalk that rinses clean takes a penetrating masonry-or-wood conditioner or a bonding primer rated for chalky surfaces per its TDS. Heavy chalk that will not rinse off requires sanding or abrasive cleaning to bare, sound surface (SSPC-SP per substrate), then prime.
- Dirt/atmospheric film: detergent wash, rinse, verify clean rag, let dry to the substrate. No primer needed if the underlying coat is sound; just clean and dry below dew-point risk before topcoat.
- Mildew: wash with a sanitizing solution, rinse, and confirm the bleach-dot no longer lightens fresh spots. Trace the moisture source (see related cross-system trees) before recoating or it returns.
- Old-coat failure: remove failed film to a sound edge, feather-sand the perimeter, spot prime bare areas, then topcoat. Where the old system fails broadly, full removal beats chasing edges.
A note on combinations: a single wall often carries more than one blocker. Heavy chalk on a south face frequently sits over an old coat that is itself losing grip, and a shaded north corner can hold both biofilm and atmospheric grime. Work the worst condition first (strip an unsound old coat, treat mildew at the source) and re-test the cleaned surface before deciding the bare substrate is paint-ready; a wall that passed the chalk rub can still fail the tape test on a separate failing layer underneath.
Confirm dry surface and dew-point spread before any topcoat: surface temp at least 5 degrees F above dew point and rising, per general exterior coating TDS guidance.
