Customer Says Toilet Keeps Running: Translation Decision Tree

Why this matters

"The toilet keeps running" covers a handful of distinct mechanical faults that all sound the same to a customer and all waste water around the clock. It can be a flapper that will not seal, a fill valve that will not shut off, a float set too high overflowing the tube, a flush valve seat that is pitted, or a fill valve that cycles on its own ("phantom flush"). Replacing the whole fill-and-flush kit on every running-toilet call is a reasonable default, but a tech who can read the symptom fixes the actual part faster, cheaper, and without missing a cracked tank or a supply issue. This tree translates "it keeps running" into the specific failed component.

Symptom presentation

Listen and look for the variant. "Runs constantly, water always moving in the bowl" points to the flapper or flush-valve seat leaking tank water into the bowl. "Runs constantly with water trickling into the overflow tube" points to the fill valve not shutting off or the float set too high. "Runs for a few seconds every several minutes, then stops" ("phantom flush") is a slow flapper leak that drops the tank level until the fill valve re-triggers. "Hisses but the bowl stays still" is the fill valve struggling to seal. "Started after a recent flush handle replacement" points to a chain or lift adjustment. Each maps to a different part.

Quick checks

  • Remove the tank lid and watch one full cycle: where is water going, into the overflow tube (fill side) or down into the bowl past the flapper (flush side)?
  • Check the water level against the marked line; it should sit below the top of the overflow tube. Above the tube means the fill valve or float is the problem.
  • Do a dye test: put a few drops of food coloring (or a dye tablet) in the tank, wait 10 to 15 minutes without flushing; color in the bowl proves a flapper/flush-valve leak.
  • Inspect the flapper for warping, mineral buildup, or a stiff, deformed rubber surface, and check the chain for slack or binding.
  • Press the flapper down by hand; if the running stops, the flapper or its seat is the fault.

Isolation tree

Branch A, water running into the overflow tube. Fill side. Either the float is set too high (water rises past the tube) or the fill valve will not shut off (worn seal, debris, or a failed valve). Lower the float; if it still overflows, the fill valve is failing. Confirm by bending or adjusting the float arm or float cup and watching the shutoff level.

Branch B, dye appears in the bowl (no flush). Flush side. The flapper is not sealing, or the flush-valve seat is pitted or scaled. Inspect the flapper: warped, mineral-crusted, or hardened flappers leak. Run a finger around the seat; a rough or scaled seat lets water past even a new flapper. Chain too tight (holding the flapper slightly open) also causes this.

Branch C, intermittent short runs ("phantom flush"). A slow flapper or seat leak lowers the tank level until the fill valve cycles. Same fault family as Branch B but slow; the dye test confirms it. Fix the flapper and seat.

Branch D, hisses, level high, won't fully shut. Fill valve failing to seal or sticking. Clean or replace the fill valve. Check for debris in the valve from recent supply work.

Branch E, started after handle/chain work. The lift chain is too short or tangled, holding the flapper off the seat, or the handle is binding. Adjust chain slack to a slight droop and free the handle.

Confirming diagnosis

Confirm with the dye test for any leak you cannot see, and confirm the water level against the overflow tube for any fill-side suspicion. A clean dye test (no color in the bowl) clears the flush side and sends you to the fill valve and float. Color in the bowl confirms flapper or seat. Watching a full cycle with the lid off resolves nearly every case without guessing. Do not condemn the whole assembly until the test has told you which side leaks; a flapper-only or fill-valve-only repair is often the right, smaller fix.

Remediation

Match the repair: replace a warped or scaled flapper (and dress or replace a pitted flush-valve seat, or install a seat repair kit), adjust or replace the fill valve, lower the float to the correct level, or adjust the lift chain. For old, multi-fault tanks, replacing the fill valve and flapper together is sensible preventive work. After any repair, run several cycles, repeat the dye test to confirm zero bowl leak, and verify the fill valve shuts off cleanly below the overflow tube. Note any cracked tank or worn supply stop found along the way.

A few field notes that save callbacks. Flapper material matters: hard or chlorine-degraded rubber will not seal on any seat, and a flapper that feels stiff or chalky is already failed even if it looks intact. When the seat is pitted on a one-piece flush valve, a stick-on seat repair kit is faster than swapping the whole valve, but on a badly corroded or warped seat the full flush-valve replacement is the durable fix. Match the flapper to the flush-valve size (the common 2-inch versus larger 3-inch flush valves use different flappers); a mismatched universal flapper is a frequent cause of "I replaced it and it still runs." On fill-valve replacement, set the critical level mark on the overflow tube correctly so a future supply-pressure spike cannot back-siphon, and confirm the refill tube clips into (not down) the overflow tube so it does not run continuously into the bowl. After the work, isolate and re-open the supply stop slowly and watch one full cycle to confirm no new leak at the stop or the tank-to-bowl connection.
