Shower Pressure Drops When Toilet Flushes Decision Tree
Why this matters
Shower pressure dropping during a toilet flush is one of the most common comfort complaints, and the cause sorts cleanly between two buckets: water supply branch is undersized for simultaneous demand, or the shower valve is not pressure-balanced and reacts to cold-side pressure changes. Each has a different fix, and one of them (non-pressure-balanced valve) is a scald hazard. Walk the tree in order and don't let the customer talk you into "just install a bigger valve."
Symptom presentation
- Shower running, customer flushes toilet (or starts dishwasher, washing machine).
- Shower pressure drops noticeably; sometimes also gets uncomfortably hot or uncomfortably cold.
- Returns to normal after the demanding fixture stops.
- May only happen on certain combinations (toilet flush vs washing machine).
Quick checks (under 2 min)
Step 1: Identify the shower valve type:
- Pressure-balanced valve: post-1990s; ASSE 1016-rated; maintains hot/cold ratio during pressure drops; cannot scald even when cold side drops.
- Thermostatic valve: senses outlet temp, modulates to maintain.
- Standard two-handle valve (older): no protection; pressure drop on cold side causes scald.
Step 2: Read static pressure at a hose bib (50 to 80 psig expected).
Step 3: Open the shower at full flow. Then have a helper flush the toilet. Watch the shower:
- Pressure drops 10 psig and water gets hotter: cold-side demand event, valve is not pressure-balancing.
- Pressure drops and water stays same temp: pressure-balanced valve compensated; problem is supply, not valve.
- Pressure barely changes: branch is adequately sized; complaint is perceived not actual.
Isolation tree
Branch 1: Non-pressure-balanced shower valve (old two-handle). The shower mixes hot and cold at proportions set by the user. When the toilet flushes, cold supply pressure drops, hot continues flowing at the same rate, the mix shifts toward hot, the user gets scalded.
- This is a code-required upgrade in most jurisdictions for residential bathrooms - ASSE 1016 mandates pressure-balanced or thermostatic valves on new and replacement work.
- Replace with ASSE 1016-compliant valve (Moen, Delta, Kohler all make code-compliant replacements).
- If the customer refuses replacement, document the safety hazard on the invoice and decline further work.
Branch 2: Pressure-balanced valve installed but undersized supply. The valve compensates for pressure drop by reducing hot to match cold. Net effect: shower flow drops noticeably without temperature shift. Customer reports "no pressure" but is actually getting pressure-balanced safety.
- Confirm by reading static pressure with the toilet running: drops below 30 psig = real supply problem.
- Find the choke point: PRV undersized, galvanized restriction, undersized branch line.
- Address per the no-pressure-on-second-floor decision tree.
Branch 3: Undersized cold supply branch shared by toilet and shower. A 1/2 in. branch line feeding both a toilet flush and a shower simultaneously hits its flow ceiling. Toilet demand drops pressure to the shower's cold leg.
- Inspect: 1/2 in. branch from main to bathroom group is common in older homes.
- Recommend: 3/4 in. trunk to the bathroom with branched 1/2 in. drops at each fixture per IPC Appendix E.
- Quote as a partial repipe of the bathroom rough-in.
Branch 4: PRV at the main is undersized for whole-house simultaneous demand. The PRV is rated for some peak flow; when total household demand exceeds it (shower + toilet + dishwasher), all pressures sag.
- Confirm by isolated test: shut everything off, read static. Run only the shower; read dynamic. Add the toilet; read again. If pressure tanks at the third demand, PRV is the bottleneck.
- Replace with appropriately-sized PRV.
Branch 5: Old gate valve at main service partially closed. Some older homes have gate valves at the main shutoff. A homeowner or a previous service tech may have throttled it. The valve restricts whole-house flow.
- Inspect; replace with a full-port ball valve.
Branch 6: Stuck or partially-closed inline valve on shower branch. Less common: an inline shutoff on the shower branch closed partially restricts the shower without affecting other fixtures.
- Inspect branch valves; verify full-open.
Branch 7: Toilet fill valve calibration. A rare but real cause: a malfunctioning toilet fill valve delivers a sudden full-bore demand instead of metering the fill. The instantaneous demand exceeds the supply branch's flow capacity.
- Inspect fill valve; replace if obviously failed or improperly adjusted.
- A correctly-functioning toilet should pull 4 to 7 GPM during the fill peak.
Branch 8: Cartridge wear in the shower valve. A worn shower valve cartridge has reduced internal port area; the shower starts with lower available flow; any cold-side demand drops it visibly.
- Replace cartridge.
- Older Moen Posi-Temp, Delta 1300/1700 series, Kohler RP series are all common cartridge candidates.
Confirming the diagnosis
After repair:
- Run shower at full flow.
- Flush toilet; observe pressure drop and temperature stability.
- With pressure-balanced valve and adequate supply: flow drops slightly, temperature stable.
- With proper supply rework: flow drop minimal, temperature stable.
- Run dishwasher or washing machine concurrent with shower; verify acceptable comfort.
Repair / remediation
- Pressure-balanced valve install: full valve replacement; ASSE 1016 compliant; rough-in standards per manufacturer.
- Supply branch upgrade: 3/4 in. trunk with 1/2 in. drops to fixtures.
- PRV replacement: size to peak demand plus 20% margin; set to 50 to 60 psig static.
- Inline valve repair / replacement: quarter-turn ball valves, full port.
Safety - this complaint can have a scald lawsuit attached to it
A residential shower without ASSE 1016 protection is a scald hazard. If the customer has been complaining about temperature swings during toilet flushes, the valve is not protecting them. Document in writing if the customer declines the upgrade. Most jurisdictions require ASSE 1016-compliant valves on new and replacement work; failure to bring up to code on a service visit can create liability for the contractor.

"Your shower valve doesn't have anti-scald protection. When the toilet flushes, cold water demand pulls cold pressure down, which means the shower mix gets hotter. The code-required fix is a pressure-balanced valve, which compensates automatically. The other half of the story is that your branch supply line may be too small to handle simultaneous demand - even with the right valve, the shower flow will drop. The full fix is the valve plus the supply branch upsize."
