Florida Solar Licensing - Electrical vs Solar Contractor Reference

Why this matters

Florida regulates solar installation under three distinct license categories: Certified Electrical Contractor (EC), Certified Solar Contractor (CVC), and the local-jurisdiction Registered Solar Contractor (RX). A job advertised under the wrong license is unlicensed contracting under Florida Statute 489.127 - a third-degree felony for residential work over 1000 dollars on a first offense, with statutory civil penalties up to 5000 dollars per violation under FS 489.13. Insurance carriers void liability coverage on out-of-scope work. This reference clarifies what each license covers, what it does NOT cover, and the practical decisions on residential PV-plus-storage projects.

License authorities

The Florida Department of Business and Professional Regulation (DBPR) administers all three categories through two boards:

  • Construction Industry Licensing Board (CILB) administers the CVC and RX
  • Electrical Contractors Licensing Board (ECLB) administers the EC

Statutory authorities are FS 489 Part I (Construction) and FS 489 Part II (Electrical). The CILB rules sit in 61G4 FAC; the ECLB rules sit in 61G6 FAC.

What an EC (Electrical Contractor) can do

A Certified Electrical Contractor licensed under FS 489 Part II can install ANY component of a PV system: modules, racking, inverters, batteries, conduit, conductors, disconnects, and grid interconnection. The EC scope under FS 489.505(12) covers all installation, erection, and alteration of electrical wiring, fixtures, appliances, apparatus, raceways, conduit, or any part thereof which generates, transmits, transforms, or utilizes electrical energy in any form. PV systems fall squarely inside this definition.

An EC does NOT need a separate solar license to install a PV system in Florida. The EC can self-permit the work in any jurisdiction in the state.

EC license maintenance: 14 hours continuing education per renewal cycle (every two years), 6 hours of which must be in workplace safety, advanced module, or codes. Renewal deadline is the licensee's birth-month anniversary in even or odd years per the certificate number.

What a CVC (Certified Solar Contractor) can do

A Certified Solar Contractor under FS 489.105(3)(j) is authorized to install, repair, alter, and replace solar panels for swimming pools and solar water heating systems, AND solar photovoltaic systems and any electrical work above-the-roof and below-the-roof connecting the PV system to the existing electrical infrastructure.

The CVC scope is narrower than an EC. Specifically:

  • The CVC can install the PV array, conductors, combiners, inverters
  • The CVC can interconnect the PV system to the existing main service equipment
  • The CVC can install batteries and ESS as part of the solar system
  • The CVC CANNOT perform stand-alone electrical work unrelated to the solar system (cannot rewire a kitchen, cannot install a separate EV charger circuit unrelated to solar)
  • The CVC scope on service upgrades is a contested area - many AHJ require an EC for any service-panel replacement even if performed as part of a solar project

CVC license maintenance: 14 hours continuing education per renewal cycle (every two years), 1 hour of which must be in workers compensation, 1 hour in business practices, 1 hour in workplace safety, and 1 hour in advanced building code.

What an RX (Registered Solar Contractor) can do

The Registered Solar Contractor is a local license issued by the county or city building department where the contractor has passed the local examination. RX scope is geographically limited to the issuing jurisdiction; the contractor cannot work outside that county or city under the RX.

RX scope mirrors CVC scope within the issuing jurisdiction. The pathway is most useful for solo operators in a single county who do not want to take the state certification exam.

Storage-paired systems

Florida Statute 489 has been updated to clarify that battery energy storage systems installed as part of a solar PV project fall within the CVC scope. A standalone battery (no PV) is NOT in the CVC scope and requires an EC.

Tesla Powerwall, Enphase IQ Battery, FranklinWH aPower, Generac PWRcell, etc. installed as PV-paired ESS can be permitted under a CVC license. Tesla Powerwall installed as a standalone (no PV on the home) requires an EC.

Permit submission realities

Florida counties vary in how strictly they enforce CVC vs EC scope on service upgrades. Examples:

  • Miami-Dade County typically requires an EC for any meter-main combo replacement, even when the only reason for the upgrade is the solar interconnection. The CVC must subcontract the service upgrade to an EC under a separate permit.
  • Broward County allows a CVC to handle a service upgrade if it is incidental to the PV install and called out on the PV one-line.
  • Hillsborough County (Tampa) accepts CVC-only permits including service work under FS 489.105(3)(j) interpretation.
  • Orange County (Orlando) requires the CVC to coordinate with a licensed EC on any service entrance work involving the meter base.

Confirm with the AHJ's solar permit checklist before submitting. Many AHJ publish a Solar Contractor License Verification checklist that lists exactly what license category they accept on each line item.

Workers compensation and liability minimums

DBPR requires every licensed contractor to maintain:

  • Worker's compensation insurance per FS 440 if the contractor has 1+ employees (construction industry threshold)
  • Public liability insurance of at least 300,000 dollars bodily injury, 50,000 dollars property damage per FS 489.115(5) and 489.521 (numbers can be amended by board rule - confirm current minimums on the DBPR licensing page)

Solar-specific liability exposure is higher than general electrical because of fall hazard during installation, fire risk from inverter or battery failure, and roof penetration warranty exposure. Many carriers will not write a CVC at the minimum coverage levels - the practical floor is 1 million dollars per occurrence.

Common field mistakes

A handyman or general contractor installing a Tesla Powerwall thinking it does not need an EC because there is no PV on the home. Standalone battery is fully in EC scope; CVC scope is conditioned on the battery being part of a PV system.
