Multiple Defects on One Tree: Which Address First Triage Decision Tree
Why this matters
A mature tree presents with several structural defects on the same visit: an included bark codominant union, a deadwood-heavy upper canopy, a cavity at the base, a leaning trunk, and an oversized limb extending over the house. The customer wants to know what to do. Doing everything at once is too expensive and often unnecessary; doing the wrong thing first wastes resources or leaves the highest-likelihood failure unmitigated. This tree-level triage decision is the most common scoping conversation in mature-tree care, and it deserves a structured approach.
Multiple-defect trees frequently include conditions that warrant immediate exclusion of targets (people, vehicles, structures) under the canopy until the highest-risk defects are mitigated. Do not assume any tree is safe to walk under simply because nothing has fallen yet. Establish exclusion zones during assessment where indicated.
Step 1: Catalog every defect before scoring any of them
The temptation is to fixate on the most visually dramatic defect. Resist it. Walk the tree systematically and document every defect:
- Root zone: girdling roots, root plate movement, soil heaving, root rot indicators, root flare condition.
- Trunk: cavities, cracks, decay columns, sunken bark, fungal fruiting bodies, lean, mechanical wounds.
- Major unions: codominant stems, included bark, cracks at unions, recent failure scars.
- Scaffold limbs: cracks, included bark at branch attachments, decay, mechanical damage, oversized limbs.
- Upper canopy and tips: deadwood, dieback, hung-up limbs, broken stubs, weak attachments from prior topping or storm damage.
- Foliage and twigs: indicators of vascular, root, or chronic stress problems.
Photograph each defect. Number them in the file. You cannot triage a list you have not assembled.
Step 2: Score each defect by likelihood and consequence
Apply the ISA Tree Risk Assessment framework, scoring each defect on:
- Likelihood of failure: improbable, possible, probable, imminent.
- Likelihood of impact: very low, low, medium, high (depends on targets in the failure zone).
- Consequences: negligible, minor, significant, severe.
The combination produces a risk rating for each defect: low, moderate, high, or extreme. Do this defect by defect, not for the tree as a whole.
A useful shortcut: imminent failure of any defect with significant or severe consequences is extreme risk and is addressed first regardless of other factors. Everything else is triaged.
Step 3: Identify the target zones
The triage decision depends heavily on what is under each defect:
- House, garage, attached structures: high consequence.
- Cars, frequently parked.
- Outdoor living areas: deck, patio, pool, play equipment.
- Pedestrian walkways used daily.
- Driveways.
- Roads, sidewalks, public rights of way.
- Open lawn rarely occupied: low consequence.
- Wooded area, no targets.
A defect over a play set is a different triage priority than the same defect over open lawn. Map each defect to its target zone before ordering the work.
Step 4: Apply the triage order
The fixed triage order, applied to the defect list:
Priority 1: Extreme risk defects. Imminent failure with significant or severe consequences. These are addressed before the crew leaves the site, even if it means setting up temporary exclusion and scheduling additional work. If immediate mitigation is not feasible, the target zone is excluded and the customer is notified in writing.
Priority 2: High risk defects. Probable failure with significant consequences, or imminent failure with minor consequences. These are scheduled for the next service window, typically within days to weeks.
Priority 3: Moderate risk defects. Possible failure with significant consequences, or probable failure with minor consequences. These are addressed in the current service plan if budget allows, or scheduled for a planned service window.
Priority 4: Low risk defects. Improbable or possible failure with minor consequences. Monitored at scheduled intervals. May be addressed during routine pruning or deferred indefinitely.
Within each priority level, defects that can be mitigated at low marginal cost while the crew is set up should be combined into the work order. A deadwood removal and a reduction cut on a different limb are often best done in the same climb.
Step 5: Distinguish mitigation strategies for each defect type
Different defects respond to different actions:
- Deadwood and weakly attached limbs: removal or reduction. Standard pruning practice.
- Codominant union with included bark: end-weight reduction on one or both stems, supplemental support (cabling and bracing per ANSI A300 Part 3), or removal of one stem. The decision depends on stem size, attachment quality, and target.
- Cavity with sound surrounding wood: monitor in most cases. Filling cavities is no longer recommended practice.
- Cavity with compromised wood strength: load reduction by canopy reduction, supplemental support, or removal.
- Lean: assess for root plate movement and trunk failure indicators. A stable lean of long standing on a healthy tree is often acceptable. Recent lean change is a high-priority indicator.
- Cracks: assess for active progression (movement under load). Active cracks are higher priority than stable healed cracks.
- Root issues: rarely addressable directly. Treatment is usually load reduction on the canopy and management of contributing factors (soil, irrigation, exclusion of mechanical damage).
- Fungal fruiting bodies: indicators of internal decay. Treatment is assessment of remaining sound wood and load reduction or removal as indicated.
Match strategy to defect. A reduction cut on a codominant stem is a different job than supplemental support on the same union, with different costs and different outcomes.
Step 6: Consider whole-tree triage decisions
For some multi-defect trees, the cumulative defect load makes removal the right answer regardless of individual defect priority. Indicators that whole-tree removal should be on the table:
- Three or more high-risk defects in different parts of the tree.
- A high-risk defect at the trunk or root that cannot be effectively mitigated.
- A species in established decline (Pattern 2 or beyond per the decline framework).
- A target environment where any failure would cause severe consequences (over a house, over a high-use area).
- Mitigation costs over multiple years that approach or exceed removal cost.
When the case for whole-tree removal is reasonable, present it to the customer alongside the defect-by-defect triage. Let the customer make an informed choice.
Step 7: Build the work order
After triage, the work order is structured by priority and visit:
