EPA Section 608 - Refrigerant Transfer Log
Why this matters
Every transfer of refrigerant - from supply house cylinder to tech recovery cylinder, from system to recovery cylinder during reclamation, from recovery cylinder back to system during charge - is a regulated event under EPA Section 608 of the Clean Air Act and the implementing regulations at 40 CFR Part 82 Subpart F. Service techs handling refrigerant must hold a Section 608 certification (Type I, II, III, or Universal), and the firm employing them must maintain transfer records showing the chain of custody for refrigerant entering, residing in, and leaving the company's inventory. The transfer log is the evidence base for compliance. A missing entry is not a paperwork problem; it is a presumed venting violation. This SOP defines what to log, when, and how to retain it.
What Section 608 covers
40 CFR Part 82 Subpart F implements Section 608 of the Clean Air Act (42 USC 7671g). Applies to:
- All ozone-depleting refrigerants (CFCs, HCFCs - R-12, R-22, R-502, etc.).
- HFC substitutes brought under Section 608 by EPA rulemaking (R-410A, R-134a, R-404A, R-407C).
- All HVAC and refrigeration equipment - every commercial and residential system.
- The AIM Act of 2020 added a parallel HFC phasedown at 40 CFR Part 84; service-side venting prohibitions and recordkeeping are aligned.
Every transfer is logged, recovery is mandatory before any service that opens the circuit, venting is prohibited.
Certification types
EPA recognizes four 608 certifications under 40 CFR 82.161.
- Type I: small appliances (factory-sealed, 5 lbs or less).
- Type II: high-pressure (residential and commercial AC, heat pumps, supermarket).
- Type III: low-pressure (centrifugal chillers).
- Universal: I, II, III.
Residential split needs Type II or Universal; window unit only needs Type I. Card available to EPA on request. The firm itself does not need federal 608 certification but is responsible for purchase, recovery, and disposal records.
Recovery requirements
40 CFR 82.156 prohibits venting and requires recovery before any service that opens the refrigerant circuit.
- Recovery efficiency levels set by EPA for equipment type (high-, very-high-, low-pressure).
- Recovery machines EPA-certified per 40 CFR 82.158.
- Recovery cylinders DOT-spec, marked with refrigerant type, tech ID, date received.
Tech recovers before opening. Recovery documented in the transfer log.
What goes in the transfer log
A complete transfer log entry captures the data needed to reconstruct the chain of custody.
- Date and time of transfer.
- Technician name and certification number.
- Refrigerant type (R-22, R-410A, R-32, R-454B, etc.) - by exact designation, not a generic "freon".
- Quantity transferred, in pounds, to one decimal place.
- Source - manufacturer cylinder serial number, system identifier, or supplier cylinder ID.
- Destination - recovery cylinder serial number, system identifier, or disposal/reclamation facility.
- Job number or work order reference.
- Customer or site name.
- Whether the transfer is virgin refrigerant, recovered refrigerant, reclaimed refrigerant, or recycled refrigerant.
A scale that prints a tape to attach to the work order is the gold-standard record. Manual entry with cylinder pre- and post-weights and arithmetic in the log is acceptable.
Categories of transfer to log
- Virgin in: receiving from supplier. Log supplier name, cylinder serial, weight at receipt.
- Charge into system: source cylinder, destination system, weight charged.
- Recovery from system: source system, destination cylinder, weight recovered.
- Transfer between cylinders: both cylinder IDs and weight moved.
- Out to reclamation: reclaimer name, certification, weight.
- Disposal: facility, destruction certificate.
Sales restrictions
40 CFR 82.161(g) and 82.156(d) restrict refrigerant sales to certified technicians or entities employing them, with limited small-container exceptions. Keep the cert card visible at the supply counter; ensure the invoice references the certification.
Leak repair requirements
For appliances with charge of 50 pounds or more, 40 CFR 82.157 sets leak rate thresholds: commercial refrigeration 20 percent annual, industrial process refrigeration 30 percent, comfort cooling 10 percent. When exceeded, owner must repair within 30 days (extensions available) or develop a retrofit/retirement plan. Verification tests required. Service firm typically executes and documents on behalf of owner.
Recordkeeping retention
40 CFR 82.166 retention periods.
- Service records for 50+ lb appliances: 3 years.
- Firm purchase records: 3 years from purchase.
- Recovery equipment certification: while in service.
- Technician certifications: duration of employment plus reasonable post-employment retention.
- Disposal/destruction records: 3 years.
State requirements may be longer (California F-gas regulations add CARB-administered retention and reporting).
Recovery cylinder management
- DOT-spec cylinders for the refrigerant contained.
- 80 percent fill rule (water capacity at 130 F equivalent). Overfilling can cause hydraulic rupture on temperature rise.
- Label current contents. Mixed-refrigerant cylinders are not recoverable to reclamation and incur disposal costs.
- Hydrostatic testing per DOT 49 CFR 173.34 at applicable interval (typically 5 years). Out-of-date cylinders cannot be refilled.
Single-refrigerant cylinders only. Mixing refrigerants converts recoverable product into hazardous waste.
Knowing venting of refrigerant is a federal violation under Section 608 with civil penalties calculated under the Clean Air Act enforcement framework at 42 USC 7413. EPA periodically announces enforcement actions including substantial company penalties. The transfer log is the firm's primary defense - it shows where the refrigerant went, that it was recovered, and that it did not leave the system to atmosphere. A missing log entry shifts the burden to the firm to explain the gap.
Practical workflow
Log at the time of transfer, not later.
- Record starting recovery cylinder weight on work order.
- Recovery complete. Record ending weight; difference is recovered quantity.
- Service performed.
- Charge added. Record starting and ending source cylinder weights.
- Work order syncs to transfer log before tech leaves the site.
