Commercial School Window Retrofit Per ASHRAE 90.1
Why this matters
K-12 and community-college window retrofits are typically driven by either an ESCO performance contract (guaranteed energy savings) or a deferred-maintenance bond. Either funding path triggers ASHRAE 90.1 or the local IECC commercial-energy-code section, plus state-level requirements layered on top: California Title 24 Part 6, Washington State Energy Code Commercial Provisions, Massachusetts Stretch Energy Code. The contractor's scope of compliance is broader than residential replacement: NFRC-labeled units, signed energy-compliance forms (COMcheck or equivalent), commissioning per ASHRAE 90.1 Section 4.2.5, and warranty documentation aligned with the district's procurement specification. Get the labeling or commissioning wrong and the ESCO loses the guaranteed-savings tranche. This reference is the code-compliance framework for school window retrofit projects.
Determining the applicable energy code
The applicable code is set by the AHJ at permit issuance. Three layers stack:
- State or local commercial energy code. Most U.S. jurisdictions adopt IECC 2018 or 2021; the District of Columbia, New York, Washington, and California adopt or exceed ASHRAE 90.1-2019 or 2022. Verify with the school district facilities office and the local building department before pricing.
- Project trigger. ASHRAE 90.1 Section 4.2.1.1 and IECC C503 govern alterations. Replacement of more than 50% of the existing fenestration area on a facade typically triggers full compliance for the affected facade; less than 50% may allow component-only compliance.
- Federal funding overlays. ESPC (energy savings performance contract) projects under 42 USC 8287, EPC projects funded by state revolving funds, and projects using IRA/IIJA energy-efficiency tax credits may impose stricter performance targets than the local code minimum.
The contractor's compliance documentation submitted with the permit shows the assumed code edition and the path (prescriptive or performance) chosen.
Performance targets
ASHRAE 90.1-2022 Table 5.5 sets prescriptive fenestration limits by climate zone. For Climate Zone 4 (mixed-humid; mid-Atlantic, central U.S.) the targets for vertical fenestration with metal framing (operable):
- Maximum U-factor: 0.45 BTU/(hr.sq ft.F)
- Maximum SHGC: 0.36
- Minimum VT (visible transmittance): no prescriptive minimum, but VT/SHGC ratio greater than 1.10 is a common ESCO target for daylighting credit
For Climate Zone 5 (cool-humid; northern U.S.):
- Maximum U-factor: 0.38
- Maximum SHGC: 0.38
For Climate Zone 6 (cold; northern tier):
- Maximum U-factor: 0.36
- Maximum SHGC: 0.40
These are whole-product NFRC-rated values, not center-of-glass. The unit must carry the NFRC-certified label at the time of installation; the label is photographed for the closeout documentation. NFRC 100 (U-factor), NFRC 200 (SHGC and VT), and NFRC 500 (condensation resistance, if specified) are the underlying test standards.
Frame and IG specification for K-12
School-specific requirements overlaying the energy code:
- Impact resistance. Many districts specify ASTM F1233 forced-entry and ASTM F2248 small-missile impact for ground-floor glazing. ANSI Z97.1 Class A safety glazing is mandatory at door sidelites and within 24 in of doors per IBC Section 2406. Tempered or laminated at all hazardous locations.
- Acoustic. Districts in flight paths or near interstates specify STC ratings; STC 35 to 40 is achievable with laminated IG and a thermally-broken frame. ASTM E1425 field test; AAMA 1801 rating.
- Operable ventilation. Some districts require minimum operable area per classroom for emergency ventilation; the educational specification may impose it even where IBC 1029 does not.
- Hardware grade. AAMA Grade 1 minimum, Grade 2 preferred for high-traffic corridors and gyms.
Frame material options:
- Aluminum, thermally-broken. Standard for K-12; AAMA / WDMA / CSA 101 / I.S.2 / A440 LC-PG or AW-PG class.
- Fiberglass-reinforced. Better whole-window U-factor in cold climates; Marvin Ultimate Commercial, Pella Commercial Fiberglass.
- Composite or wood-clad. Generally not specified for K-12 due to maintenance and impact concerns.
Commissioning
ASHRAE 90.1 Section 4.2.5 and ASHRAE Guideline 0 set the framework. For window retrofits:
- Submittal review against design documents (NFRC labels, structural calcs, anchorage, flashing per ASTM E2112).
- Pre-installation mockup at one representative location.
- Field testing per ASTM E1105 (water) and ASTM E783 (air leakage; mandatory in some state codes for retrofit).
- Functional performance test of operable hardware.
- Commissioning report signed by the CxA, delivered to the owner.
The ESCO or GC holds the CxA contract; the installer delivers labels, test reports, and hardware verification to the CxA.
Phased construction in occupied schools
Schools cannot lose classrooms during instruction time. Standard phasing:
- Summer 1: assess, design, mobilize, do the largest single block (commonly the multi-purpose room, gym, or admin block) over 8 to 10 weeks.
- Summer 2: do the classroom wings, one wing per summer, with the wing's classes relocated for the summer term.
- After-hours work during the school year for finish touches (sealant, hardware, interior trim) where the work is non-disruptive.
Containment during demolition is essential; old window units may contain lead-based paint on the perimeter trim if pre-1978 construction. EPA RRP (Renovation, Repair, and Painting) Rule under 40 CFR 745 Subpart E applies; certified renovator on-site. Containment, HEPA-vacuum cleanup, and verification per the rule. The federal civil penalty for an RRP violation is currently up to USD 47,357 per violation per day under 40 CFR Part 19.
Documentation deliverable
Closeout package to the school district:
- COMcheck or COMcheck-equivalent compliance report signed by the design professional.
- Photographic record of every NFRC label, one photo per installed unit.
- ASTM E1105 / E783 field test reports if performed.
- Commissioning report from the CxA.
- Manufacturer warranty (typically 10 to 20 year IG seal, 10 year frame, 1 to 2 year hardware) registered in the district's name.
- As-built drawings showing flashing and anchorage details.
- RRP compliance documentation if applicable.
