Lead and Copper Testing in Residential Water

Why this matters

Lead and copper in drinking water are serious public health concerns. The EPA Lead and Copper Rule (40 CFR 141.80-141.91) sets action levels: 15 µg/L (parts per billion) for lead and 1.3 mg/L for copper. Above the action level, treatment is required. The CDC has documented that there is no safe level of lead exposure for children - even concentrations below the action level can cause neurological damage. Customers in homes built before 1986 (when the federal lead solder ban took effect) and homes with copper plumbing may both have lead and copper concerns. A water treatment company should be able to discuss testing, interpretation, and treatment options.

Lead sources

Lead in residential water comes from:

The lead-free standard for plumbing materials sold in the US (Safe Drinking Water Act amendment) took effect in 2014; materials with more than 0.25 percent lead are restricted. Older plumbing materials may still contain lead.

Copper is a normal element in drinking water; it becomes problematic at the action level (1.3 mg/L). Acidic water (pH below 7) accelerates copper dissolution.

Health effects

Lead:

  • No safe level (CDC position)
  • Neurological damage in children (decreased IQ, behavioral issues, attention deficits)
  • Cardiovascular and kidney effects in adults
  • Reproductive effects
  • Action level (15 µg/L) is a regulatory threshold; not a "safe level"

Copper:

  • Acute effects at high levels (gastrointestinal distress, vomiting)
  • Long-term effects (liver, kidney damage)
  • Most adults tolerate up to the action level without acute effects
  • Infants and people with Wilson's disease (rare genetic condition) more susceptible

Testing procedure

The standard residential lead / copper test:

Sampling protocol (per EPA Lead and Copper Rule for utility compliance):

  1. Water has been undisturbed for at least 6 hours before sampling
  2. First-draw sample: first 1 liter pulled from the cold tap
  3. Sample is the water that was sitting in the pipes
  4. NOT a sample from a tap that's been running

For customer awareness:

  1. The first-draw sample shows worst-case lead/copper from the plumbing
  2. After running water for several minutes, lead/copper levels drop significantly (the pipes have been flushed)
  3. "Running the water" before drinking is a recognized risk reduction

Lab submission:

  1. Sealed container (provided by the lab)
  2. Submit within the lab's specified timeframe
  3. Lab returns results in 1-2 weeks
  4. Certified labs only - for legal documentation purposes

Common service interactions

Customer concerned after media coverage of lead crisis:

  • Recommend lab testing
  • Discuss what's known about the customer's home (age, plumbing material, service line)
  • If lab confirms elevated lead, discuss treatment + service line investigation

Customer's water heater shows blue-green staining (copper):

  • Indicates copper dissolution
  • Test water for copper level
  • Investigate cause (acidic water, water heater anode interaction)
  • pH adjustment OR water heater anode change may resolve

Real estate transaction water test reveals elevated lead:

  • Buyer often requires remediation as part of the deal
  • Service line replacement (if lead present) is the gold standard
  • POU (point of use) RO + lead filter is a faster solution
  • Document the treatment for the closing

Treatment options

Point-of-use (POU) treatment

Most cost-effective for drinking water only:

A POU RO system at the kitchen sink delivers drinking water that's well below action levels. Cooking water + drinking water are addressed; bath water is not (but bath water exposure is much less significant than ingestion).

Point-of-entry (POE) treatment

For comprehensive whole-house treatment:

POE treatment is more expensive but addresses all water entering the home.

Service line replacement

For homes with lead service lines:

  • Most reliable solution
  • Coordinate with the utility (the utility owns the portion from the main to the meter; the homeowner owns from the meter to the home)
  • Public lead service line replacement programs exist in many cities
  • Expensive but durable

The EPA's Lead and Copper Rule Revisions (LCRR, effective 2024) require utilities to inventory lead service lines and develop replacement plans. Customer with confirmed lead service lines may qualify for utility-funded replacement.
