Softener Uses Salt But Water Still Hard After Resin Swap Decision Tree

Why this matters

You just rebed a softener with brand-new resin, the brine tank is using salt, and the customer still tests hard. New resin that does not soften is maddening because the most obvious failure (worn-out resin) was the thing you replaced. When salt is being consumed but hardness still gets through, the regeneration is firing but not actually charging the new resin - or charged resin is being bypassed. The fault is almost always in the brine system, the valve programming, the bypass, or how the new bed was loaded and rinsed. This tree walks the post-rebed hard-water complaint in the order a regeneration actually happens so you find the broken step instead of pulling fresh resin you just paid for.

Symptom presentation

  • Recently rebedded softener; salt level in the brine tank is dropping (salt is being used), but hardness at the soft tap still tests 3+ gpg.
  • Sometimes the valve sounds like it cycles normally; sometimes the brine tank is not drawing down.
  • May follow a resin swap done at a different salt setting or with the bypass left partly open.

Salt usage proves the refill step runs; it does not prove brine is being drawn through the resin or that soft water reaches the house. The two are separate, and that gap is where this fault lives.

Quick checks

  • Confirm the bypass valve is fully in service (not bypass, not partial). A bypass left cracked open blends raw water and reads hard no matter how good the resin is.
  • Watch a manual regeneration and confirm the brine draw step actually pulls the brine tank level down. Salt dissolving is not the same as brine being drawn into the resin.
  • Verify valve programming: resin volume / hardness / salt-dose settings entered for the new bed. A reset-to-default valve may have wrong capacity.
  • Confirm the riser/distributor tube seated and the top basket/screen is in place so resin is not bypassing into the service line or water is not channeling.

  1. Is the bypass fully in service?

    • Partly bypassed: raw water blends in - tests hard regardless of resin. Set the bypass fully to service and re-test. This is the first and most common post-rebed miss.
    • Fully in service: continue.
  2. Does the brine tank draw down during the brine/slow-rinse step?

    • No draw (salt dissolves but level does not drop): brine is never pulled through the resin, so the new bed is not being charged. Suspect a plugged injector/eductor, a fouled injector screen, low line pressure during draw, a leak in the brine line, or a stuck brine valve/air-check. Clean the injector and screen, confirm brine-line integrity. This is the classic "uses salt but stays hard" cause.
    • Draws down normally: continue.
  3. Is the valve programmed for the new resin volume and the right hardness?

    • Wrong capacity / salt dose / hardness setting: an undersized program exhausts the bed before the next regen, so water tests hard between cycles. Re-enter resin volume, source hardness (gpg), and salt dose per the valve manual; confirm the meter is counting gallons.
    • Programmed correctly: continue.
  4. Is the new bed channeling or short on contact (riser/distributor problem)?

    • If the riser tube cracked, was not sealed at the valve, or the top distributor basket is missing, water channels straight down or up the riser and skips the resin, testing hard even on charged resin. Verify the riser is seated and undamaged and the upper/lower distributors are intact. A riser that pulled up during rebed is a frequent culprit.
    • Riser/distributors sound: continue.
  5. Was the new resin rinsed and is the right resin installed?

    • A new bed needs a backwash and a couple of rinse/regeneration cycles to settle and charge fully; a single short cycle can leave it under-charged. Run a full manual regeneration with a correct salt dose and a proper slow rinse, then re-test. Also confirm the correct resin (standard 8 percent cross-linked cation, or the specified type) was installed - wrong or off-spec resin softens poorly.

Confirming the diagnosis

  • Bypass confirmed when setting the bypass fully to service drops hardness to 0-1 gpg immediately.
  • No-brine-draw confirmed when the brine tank does not draw down during regen; after clearing the injector/screen and restoring draw, a full regen produces soft water. Watch the level fall to confirm.
  • Programming confirmed when correct settings entered and a regen restore soft water that lasts a full service run without going hard early.
  • Riser/channeling confirmed by finding a pulled/cracked riser or missing distributor; reseating/repairing and re-rinsing yields soft water.

The final proof in every branch is the same: after the corrective regeneration, the soft tap titrates 0-1 gpg and holds it through a normal service run.

Remediation

  • Set bypass fully to service.
  • Clean or replace the injector and injector screen; repair brine-line leaks and free the brine valve/air-check so brine draws into the resin.
  • Reprogram the valve for the new resin volume, source hardness, and correct salt dose; verify the meter counts.
  • Reseat/repair the riser tube and distributors so flow goes through the bed.
  • Run full backwash plus rinse/regeneration cycles on the fresh bed; confirm correct resin type was installed.
