Arcing Noise At Meter Base No Trip Decision Tree

Why this matters

Arcing audible at the meter base with no breaker trip is an emergency-class call. There is no overcurrent device upstream of the meter on the service side; nothing in the home will save you from a meter-base fault. The customer is hearing the precursor to a meter-can fire that does not stop on its own and that the utility may not detect until the conductor burns through. NEC 2023 Article 230.66 requires service equipment to be listed for the use, but listed equipment with loose lugs, corroded terminals, or arcing between line-side stabs will continue to deteriorate until the utility de-energizes the drop. Recognizing what you can and cannot fix on the customer side of the meter is the safety call here.

Symptom presentation

Document the sound. A steady 60 Hz hum that goes silent when a large load drops is transformer harmonics from the utility and is usually not an emergency. A crackle, pop, hiss, or buzz that comes and goes with no clear correlation to load is arcing. Smell ozone or melted phenolic at the meter base and you have a confirmed in-progress fault. Visible discoloration on the meter glass, brown staining around the jaws, or a meter that is hot to the touch above ambient seals the diagnosis.

Ask the customer when the noise started. After a tree limb strike to the service drop, after recent utility work, after a meter swap, or after the meter base age crossed 30 years are the four most common back-stories.

Quick checks before opening anything

This is the only call where the answer may be "stop and call the utility now." If the customer reports visible flame, smoke, or melted plastic at the meter base, instruct them to evacuate and call 911 plus the utility emergency line. Do not open the meter base. Most jurisdictions require the utility to pull the meter before any work on the service side, and the meter seal is owned by the utility. Cutting the seal without coordination is a finable violation in most states; verify your local Public Utility Commission and utility rules.

Walk the exterior and look for service drop sag, tree contact, or weatherhead corrosion. A service drop arcing against a tree branch is a utility ticket, not a contractor ticket. Photograph for record before calling.

Isolation tree

If the meter base is the source of the noise and there is no visible drop fault, the next decision is whether you can safely de-energize on the customer side and let the utility pull the meter for inspection. With the main breaker OFF, the line side of the meter base is still hot from the utility. Verify with a non-contact tester through the meter glass; bring a wired CAT III tester if you have meter base access from a hot stick or insulated reach.

Coordinate with the utility. Most investor-owned utilities and most municipal utilities will dispatch a service crew to pull the meter same-day for a confirmed arcing call. Some require a licensed electrician on-site to witness; others will pull and re-set after the contractor confirms the base is repaired. Build your local utility's protocol into your dispatch script; it varies by state and by utility.

If the noise is at the load-side of the meter (the entrance gutter going to the panel), that is on the customer side and you can address it after disconnect at the main. The trip-class fault in this region typically is a loose neutral lug on the service-entrance conductors, a SE cable damaged by attic rodent activity, or a meter-base load-side terminal that is no longer making mechanical contact.

Confirming diagnosis

With utility coordination complete and the meter pulled, inspect the line-side stabs for pitting, discoloration, or evidence of arc tracking. Replace the meter base if the line jaws are pitted; do not attempt to clean and re-use. NEC 230.66 listed bases are not field-repairable for jaw damage.

Torque-check every lug at base, gutter, and main per the meter-base manufacturer's spec (Square D, Milbank, Durham, Eaton, Siemens; typically 75 to 200 lb-in by AWG). Loose lugs are the most common cause of customer-side meter-base arcing in 200 A residential service. Infrared the assembly after re-energizing with the homeowner running normal load; any terminal more than 30 degrees F above ambient is going back together loose.

Remediation

Replace the meter base if line-side stabs are damaged. Re-terminate all conductors if the load-side lugs are clean but loose. Replace SE cable from base to panel if insulation is damaged. Bond the meter-base neutral lug to the grounding electrode system per NEC 250.24 with copper sized per Table 250.66; aluminum SE neutral bonded to an undersized copper bonding jumper is the second-most-common arcing root cause and it eats itself in 5 to 10 years.

After repair, document the meter-base condition with photos and submit to the homeowner for insurance file. A documented arcing event upstream of the main is a reportable condition in some jurisdictions and may trigger an insurer inspection.

Never cut a utility meter seal without coordination. Working line-side of the meter without utility de-energization is the dominant cause of arc-flash fatalities in residential electrical work. The customer side of the meter is yours; the line side is the utility's, and they own the right to disconnect.
