California BSIS Locksmith License Renewal SOP
Why this matters
California requires anyone who advertises, contracts for, or performs locksmith services to hold a Locksmith Company license issued by the Bureau of Security and Investigative Services (BSIS) within the California Department of Consumer Affairs. Working as an unlicensed locksmith in California is a misdemeanor under Business and Professions Code Section 6980.71, with penalties that include up to a $5,000 fine and up to one year in county jail. Renewal is on a two-year cycle, and a lapsed license that goes more than three years past expiration cannot be renewed; the locksmith must reapply as a new applicant including fingerprinting and the qualifying examination. This SOP walks the renewal steps in the order the BSIS portal expects them, the documentation to have at hand, and the parallel renewals (employee registrations, alarm company branch, locksmith Manager card) that often get missed.
Who needs which license
- Locksmith Company license (LCO): the business entity. Required for any company advertising or performing locksmith services. Held by the sole proprietor, partnership, corporation, or LLC.
- Locksmith Manager: a qualified individual associated with the LCO who passes the BSIS examination. Sole proprietor LCOs often hold the Manager designation themselves.
- Locksmith Employee registration: every employee who performs locksmith work for the LCO, regardless of trade title. A general office employee who does not perform locksmith work does not need it; a service tech, dispatcher who handles physical keys, or apprentice does.
Renew all of these on schedule. A current LCO with lapsed employee registrations exposes the company to disciplinary action.
Renewal cycle
- License term: 2 years
- Expiration date: the last day of the month two years after issuance or last renewal
- Renewal window: BSIS sends a renewal notice approximately 60 days before expiration; renewals may be filed up to 60 days early
- Late renewal: a license can be renewed up to 60 days after expiration with a delinquent fee; between 60 days and 3 years post-expiration, renewal is allowed with both delinquent and reactivation fees; beyond 3 years post-expiration, the license is canceled and reapplication is required
Calendar reminder: set a renewal task in your business system 90 days before expiration with a follow-up at 60 days.
Renewal checklist
Before starting the online renewal session, have these ready:
- License number (LCO and Manager card and Employee registration card numbers)
- Current business address and mailing address
- Current liability insurance certificate (BSIS requires a minimum general liability policy; the certificate must list the LCO as named insured)
- Employee roster of every employee who currently holds a Locksmith Employee registration
- Government-issued ID (driver license number) for the Manager
- Any disciplinary actions or arrests since last renewal (must be reported)
- Renewal fee payment method (Visa, MasterCard, e-check)

Online renewal process
BSIS uses the BreEZe online portal at breeze.ca.gov.
- Log in to BreEZe. Create an account if the LCO has not used the portal before; link the existing license to the account using the license number and date of birth (for individual licenses) or business identification info.
- Navigate to "Renewal" and select the licenses to renew. Renew the LCO and the Manager card together; renew employee registrations separately for each employee on the roster.
- Update business address, mailing address, and qualifying Manager designation if changed.
- Answer the disciplinary disclosure questions truthfully. A failure to disclose a relevant criminal conviction or other administrative discipline is itself grounds for denial.
- Confirm insurance is current. BSIS does not require the certificate to be uploaded for every renewal but reserves the right to request it and audits randomly.
- Pay the renewal fee.
- Print the renewal confirmation; the BSIS system also emails confirmation to the address on file. The new wall license arrives by mail within 4 to 6 weeks.
Continuing education and fingerprinting
California does not require continuing education hours for locksmith renewal. Voluntary CE through ALOA is recommended for skills and is required for certain ALOA designations, but it is not a state license condition.
The Manager designation and Employee registrations require live-scan fingerprinting at original application. Renewals do not require new fingerprints, but a new Manager or new Employee on the roster must complete fingerprinting before performing locksmith work.
Common renewal failures
- Late renewal due to address-of-record being out of date. The BSIS notice goes to the address on file; if the company moved and did not update the address, the notice never arrives. Update address with BSIS within 30 days of any change (a separate filing, free).
- Employee registration lapses on staff who no longer work for the company. Best practice: remove inactive employees from the roster within 30 days of separation to avoid renewing registrations the company does not need.
- Insurance lapse. The BSIS minimum liability requirement is part of the LCO standard; a lapsed policy is a violation independent of license status.
- Disclosure miss. Any arrest involving theft, fraud, burglary, or a felony anywhere in the U.S. must be disclosed at renewal. Non-disclosure that BSIS later finds is a separate disciplinary matter.
Parallel California obligations
- CSLB: not required for standalone locksmith services. If the locksmith also performs construction-trade work above the $500 threshold per Business and Professions Code Section 7048, a C-28 Lock and Security Equipment classification is required.
- Seller's permit (CDTFA): required if the LCO sells tangible products. Free.
- City business license: most California cities require one; check the city directly.
Documentation
Keep a renewal binder with: renewal confirmation, current wall license, insurance certificate, employee roster with current registration numbers, fingerprint receipts. BSIS investigators may request these on a routine inspection.
