Multiple Leaks Found, Which to Fix First with a Storm Coming: Triage Decision Tree
Why this matters
When a roof has several active leaks and a storm is hours out, you cannot fix everything before the rain. Triage decides which leaks get the limited time and which get a temporary measure or wait. Done well, triage protects life safety, structure, and the highest-value interior first, and keeps the building habitable through the event. Done poorly, the crew burns the window on a minor stain while a leak over an electrical panel or a saturated ceiling goes unaddressed. This tree orders the work by consequence, not by which leak is easiest to reach, and sets the rule for when a temporary tarp beats an incomplete permanent repair.
Symptom presentation
You arrive to multiple confirmed entry points: a few ceiling stains, one or two active drips, perhaps a bulging saturated ceiling, water near electrical, and a storm forecast. The customer wants "all of it fixed." Your reality is a fixed crew, fading daylight or rising wind, and materials for some but not all. The triage problem is ranking these by what happens if each is left until after the storm.
Decision thresholds: safety first, then fastest stop
Rank every leak against this order and address the highest tier first.
- Tier 1, life safety: water at or near electrical service, panels, fixtures, or wiring; a ceiling bulging with trapped water over an occupied space (collapse risk); any leak threatening egress or creating a slip hazard on a stair. These come first regardless of size. Controlled-drain a bulging ceiling (relieve the water into a bucket through a small pinhole) before it lets go.
- Tier 2, structural: leaks wetting structural framing, a deck already soft, or water tracking into wall assemblies and insulation where prolonged soak causes rot and loss of capacity. Stop these before they saturate further.
- Tier 3, high-value or hard-to-dry interior: leaks over finished, expensive, or moisture-sensitive contents (hardwood, electronics, archives) where damage scales fast with volume.
- Tier 4, cosmetic and slow: minor stains, slow weeps over tolerant surfaces with no structural or safety stake. These can take a temporary measure or wait.
Within a tier, take the fastest reliable stop first to clear the most risk per unit time.
Quick checks
- Confirm each leak is active or imminent under the coming rain, not a dried historical stain that will not run.
- Identify any leak over or near electrical; treat as Tier 1 and de-energize the affected circuit if water contact is possible.
- Check for a bulging, water-holding ceiling and plan a controlled drain.
- Estimate access and time per leak so you can match the storm window to the realistic work.
- Verify deck soundness at each access point before loading the roof in deteriorating weather.
Isolation tree
- Water near electrical or a bulging ceiling: Tier 1, act now. De-energize, drain the bulge, contain.
- Leak wetting framing or a soft deck: Tier 2, stop or tarp now to prevent further structural soak.
- Leak over high-value or hard-to-dry contents: Tier 3, permanent fix if time allows, otherwise tarp and contain.
- Cosmetic, slow, tolerant surface: Tier 4, container and tarp; address after the storm.
- More leaks than the window allows: switch from permanent repairs to fast temporary protection (tarps, patches, diverters) across the higher tiers rather than completing one permanent fix and leaving others open.
Fastest-stop rule when the window is short
If you cannot permanently fix the priority leaks before the rain, the right move is a reliable temporary measure that buys time without creating new problems:
- Tarp over the entry zone, run well above the leak, fastened and ballasted to survive the forecast wind, lapped to shed downslope. A properly anchored tarp over the Tier 1 and Tier 2 sources beats a single completed permanent patch that leaves the rest exposed.
- Interior containment: catch and divert active drips into containers; a plastic-sheet diverter funnels a ceiling leak to a bucket and protects contents below.
- Controlled ceiling drain for any water-bulging ceiling, before it fails catastrophically.
- Reserve permanent repairs for leaks you can finish and test before the rain hits; an incomplete permanent repair opened up at the storm's arrival is worse than an intact temporary cover.
Confirming diagnosis
- Re-verify each leak's source so a tarp actually covers the entry, not just the interior stain (water travels; cover uphill of the entry).
- Watch the first rain bands, if they arrive during work, to confirm the prioritized leaks are controlled and reveal any missed source.
- Document each leak, its tier, and the measure applied, so the post-storm permanent-repair visit is scoped and nothing is lost.
Remediation
- During the window: execute by tier, fastest reliable stop first, switching to temporary protection across higher tiers when permanent work will not finish in time.
- After the storm: return to do permanent repairs on every temporary measure, in tier order, and water test each. Replace any deck, insulation, or framing the leaks damaged.
- Close out only after each source is proven dry through a wet cycle; a tarp is a holding measure, not a completed repair.
Do not work a roof during active lightning, high wind, or while a storm is striking; the storm window means before the rain, not during it. Water near electrical is an electrocution hazard; de-energize before contact. Use OSHA 1926 Subpart M fall protection; tarping in rising wind is a high fall-risk task. A bulging ceiling can release suddenly under its trapped water load.
