Tile Roof Leak Underlayment vs Flashing vs Cracked Tile Decision Tree

Why this matters

On a concrete or clay tile roof the tile is the rain shield but the underlayment is the actual waterproofing layer, and that single fact reorders the leak diagnosis away from how techs read shingle roofs. Tiles routinely crack, slip, and let water under without leaking, because a sound underlayment carries that water to the eave. So a tile leak almost always means the underlayment has failed (aged out, torn, or was never sealed at penetrations) or a flashing detail failed; a cracked tile alone is usually not the leak unless the underlayment beneath it is also gone. Techs who replace a cracked tile and call it done miss the failed felt and get a callback. This tree puts the underlayment, flashing, and tile in the correct order of suspicion.

Symptom presentation

Underlayment failure presents as leaks in the field away from penetrations, often on older roofs (felt past its service life) or where foot traffic or a prior repair tore the membrane; the stain may be broad and the attic-side decking damp over an area. Flashing failure presents as leaks at valleys, headwalls, sidewalls, chimneys, pipe penetrations, and eave/rake transitions where the metal or its tie-in failed. Cracked, slipped, or broken tiles present as visible damage, but the leak only follows if the underlayment beneath is also compromised; otherwise the broken tile is cosmetic and a wind/uplift risk rather than a leak.

Quick checks

Determine the roof's age and underlayment type; many tile leaks are simply felt that has reached end of life under tiles that still look fine. From the attic, find the highest wet point and whether the decking is damp over a broad area (underlayment) or tracked from a specific detail (flashing). On the roof, inspect valleys, headwalls, sidewalls, and penetrations for flashing condition and proper tile-to-flashing weatherlap. Identify cracked, slipped, or missing tiles, then check the underlayment exposed beneath them.

Tile roofs are brittle and slippery; walking improperly cracks tiles and creates fall hazards. Walk only on the proper part of the tile (or use walk boards) and use fall-arrest anchored per OSHA 1926 Subpart M. Never load a tile field carelessly.

Isolation tree

  1. Is the highest wet point in the open field, away from any flashing, with broad attic-side dampness? Suspect underlayment failure. Lift tiles above the wet point and inspect the felt for age cracking, tears, brittleness, or a prior repair gap.
  2. Is the highest wet point at a valley, headwall, sidewall, chimney, or penetration? Suspect flashing. Inspect the metal for corrosion, displacement, short weatherlap, debris damming, or a tie-in that does not carry water over the underlayment correctly.
  3. Is there a cracked, slipped, or missing tile directly above the wet point? Lift it and inspect the underlayment beneath. If the felt is intact, the broken tile is not the leak (address it as a wind/uplift and water-shedding fix); if the felt is also breached, you have a combined cause.
  4. Is the leak broad and the felt brittle across multiple areas? This indicates systemic underlayment end-of-life, not a spot repair; the whole field's waterproofing has aged out.
  5. If ambiguous, controlled water-test by area: flood a flashing detail, then a field section, with an attic spotter, to separate a localized flashing failure from a field-wide underlayment failure.

Confirming diagnosis

An underlayment failure is confirmed when the felt beneath the lifted tiles is torn, brittle, or breached over the wet point and a water test on that intact-tile field section reproduces the leak. A flashing failure is confirmed when water introduced at the valley, wall, or penetration detail reproduces the leak and the metal or its weatherlap is found defective. A cracked-tile-only situation is confirmed when the felt beneath is sound and the broken tile reproduces no leak under test (cosmetic/uplift only). Systemic underlayment end-of-life is confirmed by brittle felt across multiple field areas. The lift-and-inspect-the-felt step plus area water testing is the deciding evidence.

Remediation

For localized underlayment failure, lift the tiles, replace the underlayment over the affected area with the proper membrane (self-adhering or felt per the system and slope, ASTM D1970 where ice barrier applies), and reset the tiles. For systemic end-of-life felt, the durable fix is a tile lift-and-relay with full underlayment replacement, not spot patching. For flashing, rebuild the valley, headwall, sidewall, or penetration detail with correct metal, weatherlap, and tile tie-in. For cracked or slipped tiles over sound felt, replace and properly secure the tiles to restore shedding and uplift resistance. Water-test repaired areas before closing.
