Dispatch Priority - Emergency vs Membership vs Revenue Decision Tree

Why this matters

Every morning a dispatcher reorders the day three times - emergency calls come in, members call for service, a high-revenue install runs long, and a new customer wants a quote. The order matters more than any single call. Putting a $300 emergency above a $20,000 install can wreck a margin day; putting a $20,000 install above a CO leak is a life-safety failure. The four buckets - life-safety / emergency, membership / commitment, revenue / new work, and customer education / cosmetic - have clear ranking rules, and a documented dispatch policy keeps the order consistent across dispatchers, shifts, and on-call rotations.

Symptom presentation

Five intake questions for every call: is anyone in danger or losing essential service (no heat in winter, no water, gas leak, sewage backup, sparking outlet), is the customer on a membership / service agreement that includes priority, is the customer in active warranty on a recent install, is this a new sale opportunity, and what is the time window (call now, call today, call this week). The first answer dictates the rest.

Isolation tree by priority bucket

Life-safety path. Any call where occupant health, life, or essential service is at active risk. Active CO alarm + headache symptoms = 911 first, then dispatch. Active gas leak + smell = utility leak line first, evacuate, dispatch. Active electrical arcing + smoke = 911 first, kill main, dispatch. No-heat call in winter with infant or elderly + outdoor temp under 25F = same-day, even if it bumps revenue work. No-water with infant or elderly = same-day. Sewage in living space = same-day. The dispatcher does not negotiate these against revenue; the policy says these bump.

Member / commitment path. Customers on a service agreement, maintenance plan, or active warranty have been promised a priority window - usually "next business day" or "same day for emergencies." Honoring that promise is the point of the agreement. A membership conversion costs money to acquire; breaking the priority promise has higher LTV cost than the bumped revenue install. Member calls go in second after emergencies; if a member calls with a life-safety event, they get the emergency response. The dispatch board flag for "member" should be visible at a glance - color, badge, or tag.

Revenue / new work path. Big installs, new equipment quotes, and large repairs are the third bucket. They drive cash flow but they wait if emergencies and members are loading the day. Two scheduling rules help: (1) book installs into a fixed install crew or window so they do not collide with service techs, and (2) leave 1-2 hours of "buffer" on every service tech's day for emergencies that will come in. Without the buffer, every emergency means a member or install gets bumped, and that destroys both relationships.

Customer education / cosmetic path. Calls that are not urgent, not commitments, and not revenue - someone asks how to change a filter, when they should plan a replacement, why their bill went up. These are managed through the call center / dispatcher, often with a same-day phone callback or an email rather than a truck roll. Trying to solve them with a truck roll burns capacity that should go to the first three buckets.

Confirming priority on the intake call

Dispatcher confirms with a scripted three-question pattern: (1) "Is anyone hurt or in immediate danger?" (2) "What is the system doing right now and what does that mean for you in the next few hours?" (3) "Are you on our service agreement / under warranty / first-time customer?" Those three answers in 30 seconds drop the call into one of the four buckets. Dispatch tools should show the agreement status and warranty status without the dispatcher having to look them up; if the data is buried, the scripted question covers it.

The seasonality of priority matters. No-heat in October at 50F outdoor is uncomfortable but not emergency; no-heat in January at 5F outdoor with an infant is emergency. The same call type changes bucket based on outdoor conditions and household demographics. Train dispatchers to ask "is anyone elderly or under 5 in the home" on no-heat / no-water / no-AC calls specifically - that single answer often flips the bucket.

Hand-off and reordering protocol

Mid-day reorder is the hard part. When an emergency comes in at 2 pm, the dispatcher pulls the closest available tech off their next call, briefs the bumped customer with an honest reason ("we have an emergency - we will be back to you by 5 pm or we will reschedule you to first-of-day tomorrow at your choice"), and tracks the bumped call so it does not get lost. Repeated bumps to the same member is a brand failure; flag any member who has been bumped twice in a quarter for a personal call from the manager.

The on-call rotation after hours follows the same priority. After-hours dispatch escalates only the life-safety bucket to the on-call tech unless a member's emergency level qualifies. Bunching non-emergencies for next-business-day saves on-call cost and tech burnout. Document every after-hours dispatch decision so the rotation is auditable - "tech rolled at 11 pm for non-emergency leak" should not happen quietly.

Carbon monoxide, gas leak, electrical arcing, and active fire are the four categories where the dispatcher's first action is 911 / utility leak line, not company dispatch. OSHA 29 USC 654 general duty clause covers worker safety; the dispatcher's job on those four call types is to keep the customer alive, then route the trade. A documented dispatch policy that names these four categories explicitly defends against the "we dispatched too slow" complaint after a serious event.
