The Renovation Covered Up the Access Point, Decision Tree
Why this matters
A renovation that closes off a cleanout, a junction box, a shutoff valve, or a service panel does not make the thing behind it disappear, it just makes the next service call harder, slower, and more likely to require cutting into new finish work the customer just paid for. Finding this on arrival changes the whole plan for the visit: what you quote, how long it takes, and whether you can even do the job safely today. Catching it early, and handling it right, protects both the customer's new finish and your ability to do the work correctly.
Start here: confirm the access point is actually gone
Before assuming an access point was removed, rule out the simpler explanations first.
- Check nearby for a relocated access point. Some renovations do move the panel or cleanout to a new, code-compliant location instead of eliminating it. A quick look at adjacent walls, ceilings, or cabinets can save an unnecessary cut.
- Check for a disguised access point. A cleanout under a new vanity, a panel behind a new access door, or a valve tucked in a new closet is common and intentional. Not every covered point is a mistake.
- Confirm against the fixture or system you actually need to reach, not just "a panel used to be here." Memory and old photos can be wrong about exact placement.
If none of these pan out, you are dealing with a genuinely buried access point.
If it is electrical
Safety first: treat any wiring behind new finish as potentially energized until you confirm otherwise with a meter. Do not cut into a wall on assumption alone.
- A buried junction box or splice is a code violation on its own, accessible junctions are required, independent of whatever fault brought you out today.
- De-energize the circuit before opening the wall if at all possible, using the panel directory or a receptacle tester to identify it, rather than cutting live.
- Plan the opening to restore compliant access, not just to reach the immediate fault. A second cut next year for the same reason is a worse outcome for everyone.
If it is plumbing
- A buried cleanout is a serious problem on any drain line prone to clogging, since it removes the one tool (a cleanout) designed to clear a blockage without opening the line elsewhere. Flag this even if today's call is unrelated.
- A buried shutoff valve for a fixture or appliance is a lower-urgency finding on a routine visit but becomes an emergency multiplier the day that fixture fails and the only shutoff is the main.
- Locate the finish material and layer count before cutting, tile over cement board over drywall cuts differently than a single layer of drywall, and quote accordingly.
If it is HVAC or mechanical
- A buried access panel for a unit's service points (filter, coil, controls) blocks routine maintenance, not just emergency repair, so flag it even when today's visit does not require opening it.
- Confirm the equipment's minimum service clearance requirements before proposing a new opening; the goal is a fix that restores real access, not a token cutout that still requires contortion.
When you must cut into new finish
- Explain before you cut. Tell the customer exactly what you found, why the access point matters, and what the cut will look like before you start. A surprised customer over new finish work is a relationship problem, even when the cut was unavoidable.
- Cut the minimum necessary, but do not undersize it so much that the next tech faces the same problem again. A too-small opening just moves the cost forward instead of solving it.
- Recommend a permanent access solution (an access panel, a relocated cleanout) rather than leaving a patched hole as the only long-term answer.
Document it either way
Whether you cut today or defer, log exactly where the buried access point is relative to a fixed reference (stud count from a corner, distance from a fixture) so the next tech does not have to rediscover it from scratch.
