OSHA Fall Protection Trigger - 6 ft vs 10 ft Decision

Why this matters

OSHA's fall protection trigger height is not one number. It is two numbers, and which one applies depends on whether the work is classified as construction (29 CFR Part 1926) or general industry (29 CFR Part 1910). For construction the trigger is 6 feet, established in 1926.501. For most general industry walking-working surfaces the trigger is 4 feet, established in 1910.28 after the 2017 revision - not 10 feet, despite the persistent industry myth. Where 10 feet appears in OSHA's text is for fixed ladders under 1910.28 and 1910.140, and as a specific threshold for fixed ladder cage and well requirements under 1910.23. Service techs cross between construction and general industry work daily; the wrong trigger applied is a citation. This reference makes the call rule-by-rule and use-case by use-case.

The four operative numbers

Memorize these.

  • 4 feet: general industry walking-working surfaces under 29 CFR 1910.28. This is the default for most service work performed in commercial and industrial settings.
  • 6 feet: construction work under 29 CFR 1926.501. This applies whenever the work meets OSHA's construction definition - new construction, alteration, repair, demolition, painting, decorating.
  • 6 feet: general industry hoist areas under 1910.28(b)(2).
  • 10 feet: specific to scaffolds under 1926.451(g) - scaffold work has its own trigger and rules.

The 24-foot threshold for ladder fall arrest on fixed ladders under 1910.28(b)(9) is a separate provision and is not a general fall trigger.

Construction vs general industry - the test

OSHA distinguishes by activity, not building type.

  1. Creating new, demolishing, altering, or major painting/decorating? Construction.
  2. Routine maintenance, servicing, or inspection of an existing system? General industry.
  3. Installing components that become part of the structure? Construction.
  4. Servicing an existing installed component? General industry.
  5. On a job site under prime/general contractor management? Generally construction.

The line is not always sharp. Complete HVAC replacement is construction; a capacitor swap is general industry; adding a refrigerant line set is closer to construction. When unclear, treat the higher-risk classification as applying.

When a job mixes activities, the higher classification trigger applies for the construction portion. Practical rule: if any part of the work is construction, plan for construction triggers.

Acceptable fall protection methods

29 CFR 1926.501(b) and 1910.28(b) list acceptable methods. They are not interchangeable for every situation.

  • Guardrail systems. Top rail 42 inches plus or minus 3 inches, mid-rail at half-height, toeboard 3.5 inches minimum where falling objects are a concern. Top rail must withstand 200 pounds applied in any outward or downward direction.
  • Safety net systems. Required to extend outward from the work face per geometry in 1926.502(c). Mesh strength and installation must meet the standard. Rarely used in service work.
  • Personal fall arrest systems (PFAS). Full-body harness, anchorage rated for 5,000 pounds per worker (1926.502(d)(15)) or designed as part of a complete system maintaining a safety factor of two, connecting components. The total fall distance must be calculated to prevent contact with the lower level.
  • Designated areas. General industry option under 1910.28(b)(1)(iii) - allowed for some inspection-style work at low fall potential. Not allowed for active work tasks.

Roof slopes change the requirements. Low-slope roof rules in 1910.28(b)(13) and 1926.501(b)(10) have specific provisions involving warning lines, designated areas, and proximity triggers.

Calculating total fall distance

A 6-foot trigger does not mean a 6-foot lanyard works. Total fall distance includes lanyard length, deceleration, harness stretch, and a safety margin.

  • Free fall distance: limited to 6 feet by 1926.502(d)(16).
  • Deceleration distance: 3.5 feet maximum.
  • Harness stretch: 1 to 2 feet typical.
  • Safety margin: 2 feet minimum.

A 6-foot shock-absorbing lanyard anchored at foot level can require 18 feet or more of clearance. Anchorage above the head dramatically reduces this. For low-height work, retractable lifelines or rigid rails are often the only systems that produce a tolerable arrest distance.

Ladders - the 10-foot reference

29 CFR 1910.23 and 1910.28(b)(9) cover fixed ladders.

  • Fixed ladders 24 feet or more above lower level: PFAS or ladder safety system required per 1910.28(b)(9)(i).
  • New fixed ladders since November 2018: cages and wells cannot satisfy the fall protection requirement; PFAS or ladder safety systems required.
  • Portable extension ladder 4-to-1 setback per 1926.1053(b)(5)(i): one foot from wall for every four feet of working height.

The "10 feet" memory device traces to the old fixed-ladder cage threshold, now superseded for new installations.

Training requirements

29 CFR 1926.503 (construction) and 29 CFR 1910.30 (general industry walking-working surfaces) require employer-provided training. Each covers:

  • Nature of fall hazards in the work area.
  • Procedures for erecting, maintaining, disassembling, and inspecting fall protection systems.
  • Use and operation of the systems.
  • Role of the worker in any fall protection plan.
  • Limitations of mechanical equipment used.

Re-training is required when the system changes, the worker shows inadequate understanding, or the workplace changes such that previous training is obsolete.

A 6-foot fall onto a hard surface is fatal often enough that OSHA classifies fall protection as one of its top-cited standards every year. The myth that "you only need fall protection above 10 feet" causes more fatal service-trade falls than any other single misconception. The trigger is 4 feet for general industry, 6 feet for construction. If your tech's feet are at or above those heights and a fall is possible, fall protection applies.
